Operation Predator is an initiative started on July 9, 2003 by U.S. Immigration and Customs Enforcement (ICE), a division of the Department of Homeland Security, to protect children from sexual predators.
Operation Predator targets foreign national sex offenders (deportable aliens), child traffickers, child-sex tourists, and people involved in all levels of child pornography, from producers to distributors to consumers.
As of January 2007, there have been over 9,300 arrests under Operation Predator. Over 1,000 of those arrests occurred within the first three months of the operation. More than 85% of the arrests made as part of Operation Predator have been arrests of foreign national sex offenders whose crimes make them removable from the United States. Approximately 40% of these are lawful permanent residents and approximately 40% of these are illegal immigrants. To date, more than 5,000 of these predators have been deported. They have also made arrests against human smugglers and child pornographers.
Operation Predator has become the main force behind President Bush's PROTECT Act, which makes it illegal for Americans to travel abroad in order to have sex with a minor. This growing sex tourism industry is fueled by citizens of wealthy countries (mostly Americans, who make up an estimated 25% of all offenders) going to places such as Thailand, Cambodia, and Costa Rica, where they believe they will be protected by lax child protection laws or corrupt law enforcement. Those three nations have been working with ICE and World Vision on a public awareness campaign to stop this industry. Cambodia and Mexico had already been working closely with ICE to stop child sex tourism in their countries.
Some of Operation Predator's other major successes to date include a single web portal to various sex offender registry databases and creating a National Child Victim Identification System. On the international front, they have increased cooperation with INTERPOL and various international governments to combat child pornography and child sex tourism.
There is also an Operation Predator iPhone app to allow users to receive alerts about suspected child sex predators, share the information with friends via email and social media, and submit tips. [1]
The Department of Justice estimates that somewhere between 300,000 and 400,000 U.S. children are sexually exploited every year. The United Nations estimates that one million children are forced into prostitution every year. ICE estimates that child sex tourism victimizes upwards of two million children a year.
The National Child Victim Identification System is a massively inter-agency system run by Operation Predator in conjunction with the FBI, the U.S. Postal Inspection Service, the U.S. Secret Service, the Justice Department, and the National Center for Missing and Exploited Children.
This system aims to provide federal and state agencies with a central database of child pornography to aid prosecution, and to positively identify children in child pornography.
The National Child Victim Identification System has been used to convict criminals by proving that the pornographic images the defendants possess are of real children, and not morphed or virtual. [2]
Child sex tourism (CST) is tourism for the purpose of engaging in the prostitution of children, which is commercially facilitated child sexual abuse. The definition of child in the United Nations Convention on the Rights of the Child is "every human being below the age of 18 years". Child sex tourism results in both mental and physical consequences for the exploited children, which may include sexually transmitted infections, "drug addiction, pregnancy, malnutrition, social ostracism, and death", according to the State Department of the United States. Child sex tourism, part of the multibillion-dollar global sex tourism industry, is a form of child prostitution within the wider issue of commercial sexual exploitation of children. Child sex tourism victimizes approximately 2 million children around the world. The children who perform as prostitutes in the child sex tourism trade often have been lured or abducted into sexual slavery.
Perverted Justice Foundation, Inc., more commonly known as Perverted-Justice, was an American organization based in California and Oregon which investigated, identified, and publicized the conduct of adults who have used chat rooms and other social media in order to solicit online sexual conversations and in-person meetings with minors. Their website serves as an archive of collected data on these investigations, which they make available in order to assist law enforcement and the public in understanding the behavior and child grooming techniques of online hebephiles.
The National Center for Missing & Exploited Children (NCMEC) is a private, nonprofit organization established in 1984 by the United States Congress. In September 2013, the United States House of Representatives, United States Senate, and the President of the United States reauthorized the allocation of $40 million in funding for the organization as part of Missing Children's Assistance Reauthorization Act of 2013. The current chair of the organization is Jon Grosso of Kohl's. NCMEC handles cases of missing minors from infancy to young adults through age 20.

He was arrested by Thai police in October 2007.

According to the U.S. Government's Trafficking in Person's (TIP) Report, Singapore is a destination country for foreign victims trafficked for the purpose of labor and commercial sexual exploitation. Over the years, victims of trafficking in Singapore have come from many countries throughout Asia such as India, Thailand, the People's Republic of China, Sri Lanka, Bangladesh, the Philippines, Cambodia, Vietnam, Burma and Malaysia. Many of these people travel to Singapore voluntarily for work in different industries such as construction, manufacturing, or commercial sex. The use of deception about working conditions, debt bondage, the unlawful confiscation of travel documents, confinement and/or physical or sexual abuse is utilized by traffickers to force victims into involuntary servitude. The U.S. TIP Report also notes a small quantity of Singaporeans engaging in and/or promoting child sex tourism abroad. The U.S. State Department's Office to Monitor and Combat Trafficking in Persons placed the country in Tier 1 in 2020.
Vietnam is primarily a source country for women and children trafficked for commercial sexual exploitation and forced labor. Women and children are trafficked to the People’s Republic of China (P.R.C), Cambodia, Thailand, the Republic of Korea, Malaysia, Taiwan, and Macau for sexual exploitation. Vietnamese women are trafficked to the P.R.C., Taiwan, and the Republic of Korea via fraudulent or misrepresented marriages for commercial exploitation or forced labor. Vietnam is also a source country for men and women who migrate willingly and legally for work in the construction, fishing, or manufacturing sectors in Malaysia, Taiwan, P.R.C., Thailand, and the Middle East but subsequently face conditions of forced labor or debt bondage. Vietnam is a destination country for Cambodian children trafficked to urban centers for forced labor or commercial sexual exploitation. Vietnam has an internal trafficking problem with women and children from rural areas trafficked to urban centers for commercial sexual exploitation and forced labor. Vietnam is increasingly a destination for child sex tourism, with perpetrators from Japan, the Republic of Korea, the P.R.C., Taiwan, the UK, Australia, Europe, and the U.S. In 2007, an Australian non-governmental organization (NGO) uncovered 80 cases of commercial sexual exploitation of children by foreign tourists in the Sa Pa tourist area of Vietnam alone.

Operation Angel Watch is an intelligence-driven program targeting American registered sex offenders traveling abroad who the Department of Homeland Security's Immigration and Customs Enforcement department (ICE) believes are likely to engage in child sex tourism. By evaluating patterns and trends, ICE identifies high risk countries to compare with the travel plans of persons included in sex offender registry. Since the inception Operation Angel Watch, nearly 300 suspected CST perpetrators have been identified. In 2007, Angel Watch sent 1,700 leads to 100 countries.
Alicia Kozakiewicz, also known as Alicia Kozak, is an American television personality, motivational speaker, and Internet safety and missing persons advocate. Kozakiewicz is the founder of the Alicia Project, an advocacy group designed to raise awareness about online predators, abduction, and child sexual exploitation. She is also the namesake of "Alicia's Law", which provides a dedicated revenue source for child rescue efforts. Kozakiewicz has worked with television network Investigation Discovery (ID) to educate the public on, and effect change for, issues such as Internet safety, missing people, human trafficking, and child safety awareness education.
