Operation Provide Relief

Operation Provide Relief was part of a United Nations-endorsed initiative called the Unified Task Force (UNITAF) to secure and facilitate the delivery of humanitarian relief during the Somali Civil War. This effort was assisted by the UNOSOM I mission, in light of a severe food crisis initiated and exacerbated by ongoing factional fighting. The operation was spearheaded by the United States and other troop-contributing Western nations. However, most of the relief supplies were looted by militants shortly upon arrival. This prompted the UN to pass Resolution 794, which paved the way for the more robust, multinational Operation Restore Hope.

Background

In January 1991, President of Somalia Mohammed Siad Barre, was overthrown by a coalition of rebel groups, including the United Somali Congress, Somali Salvation Democratic Front (SSDF), Somali National Movement (SNM), Somali Patriotic Movement (SPM) and Somali Democratic Movement (SDM). Many of the opposition groups began competing for influence in the ensuing power vacuum. In the south, armed factions led by USC commanders General Mohamed Farah Aidid and Ali Mahdi Mohamed, in particular, clashed as each sought to exert power over the capital Mogadishu. [1]

In June 1991, a ceasefire was nominally agreed upon. The same month, the SNM declared secession in the northwestern part of Somalia. Renaming the region the "Republic of Somaliland", the group's leader Abdirahman Ahmed Ali Tuur was installed as president.

In September 1991, the armistice was breached as fighting broke out again between Mogadishu factions. The armed confrontations continued in the following months and spread throughout the country, with over 20,000 people killed or injured by the end of the year.

These battles led to the destruction of the local agricultural sector, which in turn precipitated a food crisis in large parts of Somalia. The international community in response sent emergency rations. As a consequence, an estimated 300,000 people are believed to have died of starvation between 1991 and 1992. [2] In July 1992, after a ceasefire between the opposing southern-based clan factions, the United Nations sent 50 military observers to supervise the food supply distributions.

Humanitarian operation

Operation Provide Relief began in August 1992, when the White House announced US military transports would support the multinational UN relief effort in Somalia. Ten C-130s and 400 people deployed to the Moi International Airport during Operation Provide Relief, airlifting aid to remote areas in Somalia to reduce reliance on truck convoys.

The Air Force C-130s delivered 48,000 tons of food and medical supplies in six months to international humanitarian organizations. When this proved inadequate to stop the massive death and displacement, the United Nations Security Council passed Resolution 794 on 3rd December 1992, a major peacekeeping mission which authorized the use of all necessary means to assure a protected environment for conducting humanitarian operations. [3] Concurrently, the U.S. launched Operation Restore Hope, a major coalition operation led by the United Task Force (UNITAF) to assist and protect relief activities. The US provided approximately 25,000 of the 37,000 troops provided. [4]

After a long and protracted effort, the operation was eventually successful in saving many lives, as well as in de-escalating the high-intensity conflict into low-level, local skirmishes. However, the initiative has been criticized for expanding beyond its original boundaries ("mission creep"). The Washington-based Refugee Policy Group NGO in November 1994 suggests that any assessment of the success of Operation Provide Relief is "so fraught with methodological problems that it is rarely attempted." As such, it asserts that excess mortality had already peaked by the time that the first relief programs in and flights to southern Somalia were set up. The think tank offers a conservative estimate that about 100,000 lives were saved as a result of international assistance, 10,000 of which occurred after U.S. troops arrived in December 1992. [5]

Mohamed Farrah Hassan Aidid was a Somali former general and diplomat, he was the chairman of the United Somali Congress (USC) and later led the Somali National Alliance (SNA). Along with other armed opposition groups, he succeeded in overthrowing and exiling President Mohamed Siad Barre's socialist and communist regime from Somalia during the Somali Civil War that broke out in the early 1990s.

The Battle of Mogadishu, also known as the Black Hawk Down incident, was part of Operation Gothic Serpent. It was fought on 3–4 October 1993, in Mogadishu, Somalia, between forces of the United States—supported by UNOSOM II—and Somali militiamen loyal to Mohamed Farrah Aidid. It was part of the broader Somali Civil War, which had intensified since 1991 and threatened famine; the UN had become engaged to provide food aid, but eventually shifted their mission to establish democracy and restore a secure government.

United Nations Security Council Resolution 794

United Nations Security Council resolution 794, adopted unanimously on 3 December 1992, after reaffirming resolutions 733 (1992), 746 (1992), 751 (1992), 767 (1992) and 775 (1992), the Council "[expressed] grave alarm" regarding the situation in Somalia and authorised the creation of the Unified Task Force (UNITAF) to create a "secure environment for humanitarian relief operations in Somalia" in order to provide "essential for the survival of the civilian population". The current resolution determined that "the magnitude of human tragedy caused by the conflict in Somalia, further exacerbated by the obstacles being created to the distribution of humanitarian assistance [constitutes] a threat to international peace and security".

United Nations Operation in Somalia II was the second phase of the United Nations intervention in Somalia, from March 1993 until March 1995, after the country had become involved in civil war in 1991.

Operation United Shield

Operation United Shield was the codename of a military operation, conducted 9 January to 3 March 1995, bringing a conclusion to the United Nations Operation in Somalia II. Commanded by the United States, two ships of the Pakistan Navy, five ships of the Italian Navy and six ships of the United States Navy formed a Combined Task Force (CTF) ensuring the safe evacuation of all UN Peacekeeping Forces from Somalia.

Somali Civil War 1991–present conflict after the overthrow of President Siad Barre

The Somali Civil War is an ongoing civil war which is taking place in Somalia. It grew out of resistance to the military junta which was led by Siad Barre during the 1980s. From 1988 to 1990, the Somali Armed Forces began engaging in combat against various armed rebel groups, including the Somali Salvation Democratic Front in the northeast, the Somali National Movement in the northwest, and the United Somali Congress in the south. The clan-based armed opposition groups overthrew the Barre government in 1991.

Unified Task Force 1992–1993 UN peacekeeping mission in Somalia

The Unified Task Force (UNITAF) was a United States-led, United Nations-sanctioned multinational force which operated in Somalia from 5 December 1992 until 4 May 1993. A United States initiative, UNITAF was charged with carrying out United Nations Security Council Resolution 794 to create a protected environment for conducting humanitarian operations in the southern half of the country.

United Nations Operation in Somalia I was the first part of a United Nations (UN) sponsored effort to provide, facilitate, and secure humanitarian relief in Somalia, as well as to monitor the first UN-brokered ceasefire of the Somali Civil War conflict in the early 1990s.

United Nations Security Council resolution 837, adopted unanimously on 6 June 1993, after reaffirming resolutions 733 (1992), 746 (1992), 751 (1992), 767 (1992), 775 (1992), 794 (1992) and 814 (1993), the Council condemned the attacks on the United Nations Operation in Somalia II in which 24 Pakistani troops deployed in the Unified Task Force were killed and 56 injured, including 1 Italian and 3 American soldiers.

Various international and local diplomatic and humanitarian efforts in the Somali Civil War have been in effect since the conflict first began in the early 1990s. The latter include diplomatic initiatives put together by the African Union, the Arab League and the European Union, as well as humanitarian efforts led by the Office for the Coordination of Humanitarian Affairs (OCHA), UNICEF, the World Food Programme (WFP), the Puntland Maritime Police Force (PMPF) and the Somali Red Crescent Society (SRCS).

The Mogadishu Line is the point at which foreign involvement in a conflict shifts from peacekeeping or diplomacy to combat operations. The term often comes about in reference to the reluctance of international actors to intervene militarily in another state for humanitarian reasons for fear of combat operations with a high human cost.

The United Nations Peacekeeping efforts began in 1948. Its first activity was in the Middle East to observe and maintain the ceasefire during the 1948 Arab–Israeli War. Since then, United Nations peacekeepers have taken part in a total of 72 missions around the globe, 14 of which continue today. The peacekeeping force as a whole received the Nobel Peace Prize in 1988.

United Nations Security Council Resolution 746

United Nations Security Council resolution 746, adopted unanimously on 17 March 1992, after reaffirming Resolution 733 (1992), noting a ceasefire agreement in Mogadishu and a report by the Secretary-General, the Council urged the continuation of the United Nations humanitarian work in Somalia and strongly supported the Secretary-General's decision to dispatch a technical team there.

United Nations Security Council Resolution 775

United Nations Security Council resolution 775, adopted unanimously on 28 August 1992, after reaffirming resolutions 733 (1992), 746 (1992), 751 (1992) and 767 (1992) considering a report by the Secretary-General Boutros Boutros-Ghali on the ongoing civil war in Somalia, the Council decided to increase the strength of the United Nations Operation in Somalia I by an additional 3,000 personnel.

United Nations Security Council Resolution 814

United Nations Security Council resolution 814, adopted unanimously on 26 March 1993, after reaffirming resolutions 733 (1992), 746 (1992), 751 (1992), 767 (1992), 775 (1992) and 794 (1993) on the ongoing civil war in Somalia, the council, acting under Chapter VII of the United Nations Charter, authorised an extension of the United Nations Operation in Somalia II until 31 October 1993.

United Nations Security Council Resolution 897

United Nations Security Council resolution 897, adopted unanimously on 4 February 1994, after reaffirming resolutions 733 (1992) and 886 (1992) and all of its subsequent resolutions on Somalia, the Council discussed the role of the United Nations Operation in Somalia II in the peace process in the country.

United Nations Security Council Resolution 954

United Nations Security Council resolution 954, adopted unanimously on 4 November 1994, after recalling Resolution 733 (1992) and all relevant resolutions on the situation in Somalia and a recent security council mission to the country, the Council noted the lack of progress in the peace process and decided, under Chapter VII of the United Nations Charter, to extend the mandate of the United Nations Operation in Somalia II for a final time, until 31 March 1995.

The New Zealand Army contributed Royal New Zealand Army Ordnance Corps (RNZAOC) supply elements to the International and United Nations Operation in Somalia (UNOSOM) efforts in Somalia.

The Sangnoksu Unit is one of the UN Peacekeeping Forces sent to Somalia, Angola, and East Timor by Republic of Korea Armed Forces (ROKA). Sangnoksu unit is the first unit for the purpose of maintaining peace in South Korea. After joining the UN in 1991, Sangnoksu unit started its peacekeeping missions in Somalia from July 1993 to March 1994. From October 1995 to December1996, Sangnoksu unit performed its missions in Angola. Lastly, it was sent for peacekeeping operations in East Timor from October 1999 to October 2003. After 2003, Sangnoksu unit was disbanded.
