Ops Turun is an anti-price hike rally that was held in Kuala Lumpur, Malaysia on December 31, 2013. The rally was organised by non-government organisations Gerakan Turun Kos Sara Hidup (Turun) and Gerakan3112 in response to the Malaysian government raising prices of essential foodstuffs, fuel and toll rates. At the same time the opposition highlighted the inadequate salary increments, corruption and illicit outflow of funds from Malaysia. [1]

Background

Since the last general elections, the Malaysian government began to backtrack on many of their election promises by raising the prices and cost of living over a broad scope of items:

  1. Electricity [2]
  2. Highway tolls [3]
  3. Fuel prices [4]
  4. An introduction of a GST of 6% [5]
  5. Sugar price [6]

Pre-rally incidents

There have been many postings on Facebook by Malaysians venting their frustrations on the rising cost of living and the government's indifference to their plight, including Prime Minister Najib's Facebook page. [7]

The police arrested the chairman of Turun, Azan Safar on the charge of trying to overthrow the government. [8] [9] [10] [11] Turun members said they will go ahead with the rally in spite of police warnings. [12] Another arrest was made of a man in connection to the protest of selling T-shirts which the police considered seditious. [13] The police has listed four groups out to make trouble during the rally such as Gerakan Turun Kos Sara Hidup, PKR-backed group Jingga 13, youth group Solidariti Anak Muda Malaysia (SAMM), and student movement Solidariti Mahasiswa Malaysia (SMM). [14]

The Bar Council of Malaysia has called on the government and police to make sure the rally goes peacefully. [15] [16] Malaysian human rights group SUARAM has promised to provide legal aid to protesters who have been arrested in the rally by the police. [17]

The government-linked newspaper Utusan has reported about an email sent by opposition figures of trying to cause chaos and overthrow the government during the rally. [18] Former IGP Norian Mai has refuted this claims, saying it was unlikely that Malaysians would follow the example of Arab Spring. [19] Opposition member, Rafizi Ramli was questioned in regards to allegations by a pro-UMNO blogger that explosives will be used during the rally. [20] The police has been accused of being non-professional in not going after the pro-UMNO blogs for creating the rumours. [21] Jingga 13 and SAMM plan to sue the police over the allegation that they plan to overthrow the government. [22] [23]

As a precaution to the protests to be held in Dataran Merdeka, 300 personnel from City Hall are to be deployed for that night, [24] including step-up patrols by the police. [25] The police began deploying 1,000 personnel in various locations in Penang to deal with protest over there to be stage in conjunction with the protests in Dataran Merdeka. [26]

Rally and aftermath

Thousands of protesters gathered at various parts of Kuala Lumpur to begin their march to Dataran Merdeka such as Sogo Shopping Complex, Pasar Seni and Masjid Jamek. [27] [28] Protesters, numbering 50,000 according to Turun broke through the police cordons surrounding Dataran Merdeka where a new year concert was being held. However, some local media reported there were only 30,000 or fewer people were attended. [29] The protesters were allowed to shout slogans protesting the price hikes. [30] After 1 o'clock in the morning the protesters began to disperse peacefully. [31] [32]

The police said they would begin to probe and arrest the organisers of the protest under the pretext of the Peaceful Assembly Act 2012. [33] [34]

2007 Bersih rally

The 2007 Bersih rally was a rally held in Kuala Lumpur, Malaysia, on 10 November 2007. The aim of this walk was to campaign for electoral reform. It was precipitated by allegations of corruption and discrepancies in the Malaysian election system that heavily favour the ruling political party, Barisan Nasional, which has been in power since Malaysia achieved its independence in 1957.

The Coalition for Clean and Fair Elections or Bersih is a coalition of non-governmental organisations (NGOs) which seeks to reform the current electoral system in Malaysia to improve its democracy by ensuring free, clean and fair elections among other reforms.

Pakatan Rakyat Political party in Malaysia

The Pakatan Rakyat or PR was an informal Malaysian political coalition and successor to Barisan Alternatif (BA). The political coalition was formed by the People's Justice Party (PKR), Democratic Action Party (DAP), and Pan-Malaysian Islamic Party (PAS) on 1 April 2008, after the 12th Malaysian general election, having previously formed the Barisan Alternatif in the 10th general election. On 20 April 2010, the Sarawak National Party (SNAP) officially joined as a member of the Pakatan Rakyat after being expelled from Barisan Nasional, but quit the coalition on 6 May 2011. The DAP declared the coalition "dead" on 16 June 2015, citing the inability of the rest of the alliance to work with PAS, after PAS's congress passed the motion to sever ties with DAP without debate. It was succeeded by Pakatan Harapan and Gagasan Sejahtera.

Perkasa

Pertubuhan Pribumi Perkasa, is a Malay dominance non-governmental organisation (NGO) that was formed by Ibrahim Ali in the aftermath of the 2008 general election (GE12). This conservative, extreme-right, ethnic Malay organisation is led by its president Ibrahim Ali to influence the unity of Malaysian by refusing to accept any decoration of other ethnic group except Malay decoration. The group is reported to have a membership of 700,000.

Bersih 2.0 rally 2011 demonstration against electoral fraud and corruption in Kuala Lumpur, Malaysia

The Bersih 2.0 rally was a demonstration in Kuala Lumpur held on 9 July 2011 as a follow-up to the 2007 Bersih rally. The rally, organised by the Coalition for Clean and Fair Elections (Bersih), was supported by Pakatan Rakyat, the coalition of the three largest opposition parties in Malaysia, but was deemed illegal by the government. Bersih, chaired by former president of the Bar Council Ambiga Sreenevasan, were pushing the Election Commission of Malaysia (EC) to ensure free and fair elections in Malaysia. It demanded that the EC clean up the electoral roll, reform postal voting, use indelible ink, introduce a minimum 21-day campaign period, allow all parties free access to the media, and put an end to electoral fraud.

Occupy Dataran

Occupy Dataran was an autonomous grassroots movement based in Kuala Lumpur, that aims to create a platform to experiment participatory democracy based on the popular assembly model. The Malaysian Insider reported that Occupy Dataran was an offshoot of Occupy Wall Street. The online news portal also reported that the Malaysian protesters were expressing solidarity with the New York protest movement as part of the 15 October 2011 global protests. However, it is widely acknowledged that the first Occupy Dataran assembly was held on 30 July 2011, seven weeks before Occupy Wall Street.

The Bersih 3.0 rally was the largest democratic protest in Malaysia. This rally was organised as a follow-up to the 2011 Bersih rally and the 2007 Bersih rally. The rally, organised by the Coalition for Clean and Fair Elections (Bersih), was supported by Pakatan Rakyat, the coalition of the three largest opposition parties in Malaysia along with other small political parties like Parti Sosialis Malaysia and social organisations such as Malaysian Trades Union Congress, Human Rights Commission of Malaysia (SUHAKAM) and Malaysian Bar. In addition, Bersih 3.0 was endorsed by 84 NGOs. In particular, it was joined by Himpunan Hijau, a civil movement protesting the Lynas rare earth project in Malaysia. In addition to the main rally at Kuala Lumpur, smaller rallies were held in 10 other cities in Malaysia, as well as in 34 other countries. Following the last rally in 2011, the government of Malaysia organised a Public Select Committee (PSC) to look into electoral reforms in Malaysia, which released their proposals in April 2012. Seven of the eight demands by the Bersih have been included in the 22 recommendations submitted by the PSC. PSC Committee member P. Kamalanathan said only one demand by Bersih, on a minimum 21 days campaign period, was not included because it was not suitable to be implemented in Sabah and Sarawak. However, the matter was still being considered, where the current campaign period of seven days had been extended to 10 days. Bersih claimed that PSC proposals were half-hearted and accused the Election Commission of Malaysia (EC) of being insincere in introducing electoral reforms. Bersih has stated that they would call off the rally if the Malaysian government gave a guarantee that electoral reforms take place before the next Malaysian general elections.

Peoples Uprising rally

The People's Uprising rally or Himpunan Kebangkitan Rakyat (Malay) was a rally that was held in Kuala Lumpur, Malaysia on 12 January 2013. The rally was held by various Malaysian opposition friendly non-governmental organisations and opposition parties in opposition to many of the government policies and decisions that have been claimed by left wing supporters to be unfair and affecting the Malaysian populace. The main venue which the organisers have chosen for the rally is Stadium Merdeka. The event was also known as the KL 112 rally, where the numbers indicate the date of the event.

Malayan Peoples Socialist Front Political party in Malaysia

The Malayan Peoples' Socialist Front or better known as Socialist Front (SF) was a left-wing coalition of Malaysian socialist parties. It was among the longest-standing opposition coalitions in Malaysian general election history. The coalition was formed by Partai Rakyat (PRM) and the Labour Party of Malaya on Hari Merdeka in 1957. In 1964, National Convention Party (NCP) joined the coalition. PRM left the coalition in 1965 and NCP soon become inactive. The Labour Party, the only remaining party in SF, abandoned it on 10 January 1966 and reverted to its own banner.

The May Day Anti-GST Rally was a rally held in Kuala Lumpur, Malaysia on May 1, 2014. The rally was organised by a coalition of 89 non-governmental organisations, including Oppressed People's Network, Parti Sosialis Malaysia, Solidariti Anak Muda Malaysia, and Asalkan Bukan UMNO among others, and was supported by the opposition Pakatan Rakyat. The rally, which coincided with International Workers' Day, was held in response to the Malaysian government's plan to introduce the goods and services tax on April 1, 2015. The rally saw participants march from Kuala Lumpur City Centre and other rally points in the city to the eventual destination, Dataran Merdeka.

Bersih 4 rally

The Bersih 4 rally was a series of planned rallies carried out on 29 to 30 August 2015 in major cities in Malaysia, namely Kuala Lumpur, Kota Kinabalu and Kuching. There were subsequent rallies in over 70 cities around the world in support of the main rallies in Malaysia. The rallies were organised by The Coalition for Clean and Fair Elections or Bersih a coalition of non-government organisations which seeks to reform the current electoral system in Malaysia to ensure free, clean and fair elections. The rallies were being carried out with the objective to calling for clean and transparent governance in Malaysia as well as strengthening the parliamentary democracy system. The rallies are a followup to similar rallies that were carried out in 2007, 2011 and 2012. 30 August is the day before National Day which is on 31 August.

The Malay Dignity rally was a rally that took place on 16 September 2015 in Kuala Lumpur, Malaysia. The rally was organised by National Silat Federation, a silat Melayu federation of Malaysia. The rally aimed to counter the Bersih 4 rally and to show support for the incumbent Prime Minister of Malaysia, Najib Razak and his government. 16 September is the day of Malaysia's establishment. The rally organiser, also an UMNO Supreme Council member, Annuar Musa admitted that the rally was racist in nature and participants were paid to take part in the rally. Medias reported that some of the participants who were ferried into Kuala Lumpur by buses from various parts of the country revealed they were clueless about the purpose of the rally, saying they were given the red T-shirts, while an independent polling centre found that only 24% of Malays supported the rally, and 53% opposed it.

The Anti-TPPARally or Perhimpunan Aman Bantah TPPA (Malay) is a rally that was held in Kuala Lumpur, Malaysia on January 23, 2016. The rally was organised by a coalition of non-governmental organisations, Bantah TPPA and Kongres Rakyat, and supported by various non-governmental organisations. The rally was held in response to the Malaysian government's signing of the Trans-Pacific Partnership Agreement in which twelve countries, namely Australia, Brunei, Canada, Chile, Japan, Mexico, New Zealand, Peru, Singapore, United States, Vietnam and including Malaysia concluded the trade negotiations in Atlanta on October 5, 2015. Opponents of the agreement argued that although TPPA could increase Malaysia's Gross Domestic Product (GDP), it was at the people's expense as it does not take into account issues faced by the people. The rally saw participants march from various points in Kuala Lumpur to their eventual destination, Dataran Merdeka.

Bersih 5 rally

The Bersih 5 rally was a peaceful democratic protest in Malaysia, supported by the Coalition for Clean and Fair Elections (Bersih), which took place on 19 November 2016. The rally was held calling for a new and cleaner electoral system in Malaysia. A Bersih convoy was also launched and targeted all parts of Malaysia to raise awareness of the current democratic problems nationwide.

The Anti-ICERDRally or Himpunan Aman Bantah ICERD (Malay) is a rally that was held in Dataran Merdeka, Kuala Lumpur, Malaysia on 8 December 2018. The rally was organised by opposition right-wing political parties Malaysian Islamic Party (PAS) and United Malays National Organisation (UMNO), with the support of various non-governmental organisations.
