In 1917, five years after the death of the founder of the Salvation Army William Booth, his son, General Bramwell Booth, inaugurated the Order of the Founder to recognise Salvationists who had rendered distinguished service, such as would have specially commended itself to the Founder. [1]
The first awards were made in 1920 to 15 officers and one soldier. Three years later, seven officers and one local officer were honoured, but since then the awards have been made much more sparingly and, to date, 104 officers and 106 lay Salvationists have been recognised with the Army's highest honour, a mere 210 in total over 83 years.
The first presentation was to a soldier, Private Herbert Bourne, for outstanding Christian witness and service during military service in the First World War. A few senior leaders like Commissioner T. Henry Howard, General Evangeline Booth and Commissioner Catherine Bramwell-Booth have been picked out but, much more commonly, faithful and devoted service by less well known personalities has been acknowledged.
Some of the early awards went to people in the United Kingdom, Australia, Indonesia, Russia, France and the United States, but very quickly recipients from Japan, Guyana, Switzerland, Denmark, The Netherlands, China and Norway were picked out. New Zealand has probably had a higher than average recognition for the size of its population, but other territories such as Korea, South America West and Zimbabwe have also been featured.
The honour is rarely given because every nomination is carefully and painstakingly scrutinised by a panel of senior leaders at IHQ. Salvationists have every reason to be proud of those who have been awarded this outstanding recognition for meritorious Christian example, witness and service.

The Salvation Army (TSA) is a Protestant Christian church and an international charitable organization headquartered in London, England. It is aligned with the Wesleyan-Holiness movement. The organization reports a worldwide membership of over 1.7 million, consisting of soldiers, officers, and adherents who are collectively known as salvationists. Its founders sought to bring salvation to the poor, destitute, and hungry by meeting both their "physical and spiritual needs". It is present in 133 countries, running charity shops, operating shelters for the homeless, and disaster relief and humanitarian aid to developing countries.
William Booth was an English Methodist preacher who, along with his wife, Catherine, founded the Salvation Army and became its first General (1878–1912). The Christian movement with a quasi-military structure and government founded in 1865 has spread from London to many parts of the world. It is known for being one of the largest distributors of humanitarian aid.
The Skeleton Army was a diffuse group from Weston-super-Mare, active particularly in Southern England, that opposed and disrupted The Salvation Army's marches against alcohol in the late 19th century and best known for an attack in Bethnal Green in London. Clashes between the two groups led to the deaths of several Salvationists and injuries to many others.
General is the title of the international leader and chief executive officer of The Salvation Army, a Christian denomination with extensive charitable social services that gives quasi-military rank to its ministers. The general is elected by the High Council of The Salvation Army and serves a term of five years, which may be extended to seven years. According to the organization, the general is purported to be chosen by God, and the council identifies that person. Lyndon Buckingham is the current general, who assumed office on 3 August 2023 upon the retirement of Brian Peddle. The organization's founder, William Booth, was the first and longest-serving general. There have been 22 generals as of 2023.
William Bramwell Booth, CH was a Salvation Army officer, Christian and British charity worker who was the first Chief of Staff (1881–1912) and the second General of The Salvation Army (1912–1929), succeeding his father, William Booth.
Evangeline Cory Booth, OF was a British evangelist and the 4th General of The Salvation Army from 1934 to 1939. She was the first woman to hold the post.
Bramwell Harold Tillsley was a Canadian salvationist and writer, who was the 14th General of The Salvation Army (1993–1994). General Tillsley died on Saturday, November 2, 2019, in Toronto, Ontario, Canada.
Herbert Henry Howard Booth was a Salvation Army officer, the third son of five children to William and Catherine Booth (Mumford), who later went on to serve as an independent evangelist. He oversaw the Limelight Department's development and he was the writer and director for Soldiers of the Cross.
Commissioner Catherine Bramwell-Booth OF, born Catherine Booth Booth, Salvation Army officer, was one of seven children born to General Bramwell Booth and Florence Eleanor Soper, and was the granddaughter of the Salvation Army's Founder, General William Booth and his wife Catherine Mumford, known as the 'Mother of the Salvation Army'. In her later years Bramwell-Booth became well-known through her books and various radio and television appearances. Bramwell-Booth lived to be 104.
George Scott Railton was a Scottish-born Christian missioner who was the first Commissioner of The Salvation Army.
Commissioner Thomas Henry Howard OF was the Second Chief of the Staff of The Salvation Army, succeeding Bramwell Booth on his appointment as General on the death of his father William Booth in 1912.
Commissioner Frederick St. George de Lautour Booth-Tucker, was a senior Salvation Army officer of the late nineteenth and early twentieth centuries, and the son-in-law of Willam and Catherine Booth, the Army's founders.
Commissioner Theodore Hopkins Kitching CBE was a prominent officer in The Salvation Army, acting as Secretary and confidant to Generals William Booth and Bramwell Booth, and was The Salvation Army's International Secretary for Europe from 1914 to 1916.
Commissioner Charles Henry Jeffries was a British pioneer Salvationist and notable convert, after he left the Skeleton Army and attained the third highest rank possible as an Officer in The Salvation Army.
Commissioner John Lawley was a Commissioner in The Salvation Army, the second highest rank attainable by Officers in the organisation, and the highest 'appointed' rank. An early Salvationist, he joined The Salvation Army in 1877 when it was still called The Christian Mission. He was aide-de-camp to General William Booth from 1890 to 1912 as well as to General Bramwell Booth from 1912 to 1921.
Minnie Lindsay Carpenter, née Rowell, was an Australian writer and an officer in The Salvation Army in Australia. She authored more than twelve books about Salvationist history. She also helped establish the Salvation Army International Nursing Fellowship and served as World President of the Home League. She married George Lyndon Carpenter, a Salvationist who was later elected as the fifth General of the Salvation Army in 1939.
Harry Read OF, ChLH, was a soldier in The Parachute Regiment in the British Army during World War II who ended his life as a Commissioner in the Salvation Army, the second highest rank attainable by Officers in the organisation. He also served as the Territorial Commander of East Australia and was Chief Secretary for the Salvation Army in Canada.
James John Dowdle was a Commissioner in the Salvation Army known as the "Fiery Fiddler" and the "Saved Railway Guard". He was the first Salvation Army Commissioner to be Promoted to Glory.
The Salvation Army Act 1980 is the legislation that governs the International Headquarters of The Salvation Army. The act limits and regulates the authority of the general of The Salvation Army, who serves as the organisation's chief executive officer (CEO). The legislation gained royal assent from Elizabeth II on 1 August 1980 and took immediate effect.
The Salvation Army Act 1931 was an act of the Parliament of the United Kingdom that was passed in 1931. Until it was amended in 1963 and again in 1980, the legislation governed the International Headquarters of The Salvation Army. The act limited and regulated the authority of the general of The Salvation Army, who serves as the organisation's chief executive officer (CEO), and removed his ability to act as the sole owner of Salvation Army trusts. The legislation gained royal assent from George V on 31 July 1931 and took immediate effect.
