The song depicts the thoughts and feelings of the singer and his companion as they shelter from a lightning storm under a doorway after sunset. The singer expresses his solidarity with the downtrodden and oppressed, believing that the thunder is tolling in sympathy for them.

The song's working title was "Panic Attack" and it was written by Thacker for the album Muertos Vivos by his other band Gob, though it did not make the album, then reworked, rearranged and re-recorded by guitarist Deryck Whibley. Although written by Thacker, all guitars on the song, as well as on the rest of the album were recorded by Deryck Whibley by himself.

Proceeds from the album were donated to the human rights organization Amnesty International. It debuted in the U.S at number 11 on the Billboard 200 with 22,000 copies sold while the 2-CD version available at Starbucks debuted at number 38 with more than 10,200 copies sold.

A limited edition "Record Store Day" 7" stereo single was released on November 23, 2012. It was also anthologized on the 2014 reissue of The Essential Bob Dylan. Like much of Dylan's 21st-century output, he produced the song himself using the pseudonym Jack Frost.
