The city of Ottawa, Canada held municipal elections on November 10, 1980.
Ottawa is the capital city of Canada. It stands on the south bank of the Ottawa River in the eastern portion of southern Ontario. Ottawa borders Gatineau, Quebec; the two form the core of the Ottawa–Gatineau census metropolitan area (CMA) and the National Capital Region (NCR). As of 2016, Ottawa had a city population of 934,243 and a metropolitan population of 1,323,783 making it the fourth-largest city and the fifth-largest CMA in Canada.
Canada is a country in the northern part of North America. Its ten provinces and three territories extend from the Atlantic to the Pacific and northward into the Arctic Ocean, covering 9.98 million square kilometres, making it the world's second-largest country by total area. Canada's southern border with the United States, stretching some 8,891 kilometres (5,525 mi), is the world's longest bi-national land border. Its capital is Ottawa, and its three largest metropolitan areas are Toronto, Montreal, and Vancouver. As a whole, Canada is sparsely populated, the majority of its land area being dominated by forest and tundra. Consequently, its population is highly urbanized, with over 80 percent of its inhabitants concentrated in large and medium-sized cities, with 70% of citizens residing within 100 kilometres (62 mi) of the southern border. Canada's climate varies widely across its vast area, ranging from arctic weather in the north, to hot summers in the southern regions, with four distinct seasons.
Mayor Marion Dewar defeated former alderman Pat Nicol in a re-match of the 1978 race. This is the first election in 70 years without the Ottawa Board of Control, as it had been abolished. Council stayed the same size however, as four wards were added.
The Ottawa Board of Control was an important part of the governance of Ottawa, Ontario from 1908 until 1978 when it was abolished. Through the 19th century Ottawa had been governed by a mayor and city council, but most councillors were only part-time and could spend only a few hours per week on municipal issues. Mayor Arthur Ellis found this problematic as there was little time for real scrutiny of important issues. He thus proposed creating a four member board of control consisting of the mayor and three members elected at large from across the city. At the same time the number of councillors would be reduced by a third.

Robert Chiarelli is a former politician in Ontario, Canada. He was a Liberal member in the Legislative Assembly of Ontario who served from 1987 to 1997 and again from 2010 to 2018 who represented the ridings of Ottawa West and Ottawa West—Nepean. He was the Regional Chair of Ottawa-Carleton from 1997 to 2001 and was mayor of Ottawa from 2001 to 2006. He served in the provincial cabinets of Dalton McGuinty and Kathleen Wynne.
