Otto C. Winzen (1917–1979) was a German-American aeronautics engineer who made significant advances in the materials and construction of high-altitude balloons after World War II.
Winzen emigrated to the United States in 1937 and spent time during the war in internment camps.
He studied aeronautical engineering at the University of Detroit. After World War II, Winzen became involved in high-altitude balloon research, working with Jean Piccard. In 1949 he started his own company with his wife Vera Simons, called Winzen Research, Inc. [1]
He created a number of plastic balloons, in particular of polyethylene, which he sold to the United States Army and Navy including the Skyhook balloon, and the Air Force's Project Manhigh. [1] In 1972 he developed the Winzen Research Balloon, which achieved the record for the highest unmanned balloon flight, setting a record altitude of 51,816 m over Chico, California.
The Otto C. Winzen Lifetime Achievement Award is given out biannually by the American Institution of Aeronautics and Astronautics(AIAA) in memory of Winzen's influence on modern ballooning. [2]

Jacqueline Cochran was an American pilot and business executive. She pioneered women's aviation as one of the most prominent racing pilots of her generation. She set numerous records and was the first woman to break the sound barrier on 18 May 1953. Cochran was the wartime head of the Women Airforce Service Pilots (WASP) (1943–1944), which employed about 1000 civilian American women in a non-combat role to ferry planes from factories to port cities. Cochran was later a sponsor of the Mercury 13 women astronaut program.

Skyhook balloons were high-altitude balloons developed by Otto C. Winzen and General Mills, Inc. They were used by the United States Navy Office of Naval Research (ONR) in the late 1940s and 1950s for atmospheric research, especially for constant-level meteorological observations at very high altitudes. Instruments like the Cherenkov detector were first used on Skyhook balloons.

The Union Army Balloon Corps was a branch of the Union Army during the American Civil War, established by presidential appointee Thaddeus S. C. Lowe. It was organized as a civilian operation, which employed a group of prominent American aeronauts and seven specially built, gas-filled balloons to perform aerial reconnaissance on the Confederate States Army.
Balloons and kites were the first inventions used in aerial warfare and their primary role was observation. Balloons provided an unreliable and stable means of elevating an observer high over the battlefield to obtain a birds-eye view of troop positions and movements. Balloons were also used during the American Civil War, where they were used for reconnaissance and communication. Balloons had a decline after several incidents in the interwar period.
Lieutenant Commander Victor Alonzo Prather Jr. was an American flight surgeon famous for taking part in "Project RAM", a government project to develop the space suit. On May 4, 1961, Prather drowned during the helicopter transfer after the landing of the Strato-Lab V balloon flight, which set an altitude record for manned balloon flight which stood until 2012.
Malcolm David Ross was a captain in the United States Naval Reserve (USNR), an atmospheric scientist, and a balloonist who set several records for altitude and scientific inquiry, with more than 100 hours flight time in gas balloons by 1961. Along with Lieutenant Commander Victor A. Prather (USN), he set the altitude record for a manned balloon flight.
South St. Paul Municipal Airport, also known as Richard E. Fleming Field or simply Fleming Field, is a city-owned public-use airport located two miles (3 km) south of the central business district of South St. Paul, a city in Dakota County, Minnesota, United States. It is named for Richard E. Fleming, a United States Marine Corps Naval Aviator during World War II who was posthumously awarded a Medal of Honor. It is the only reliever airport for Minneapolis–St. Paul International Airport that is not operated by the Metropolitan Airports Commission.

Jeannette Ridlon Piccard was an American high-altitude balloonist, and in later life an Episcopal priest. She held the women's altitude record for nearly three decades, and according to several contemporaneous accounts was regarded as the first woman in space.
Project Strato-Lab was a high-altitude manned balloon program sponsored by the United States Navy during the 1950s and early 1960s. The Strato-Lab program lifted the first Americans into the upper reaches of the stratosphere since World War II. Project Strato-Lab developed out of the Navy's unmanned balloon program, Project Skyhook. The program was established in 1954 and administrated by Commander Malcolm Ross. Malcolm Ross and others developed the program to accomplish research required for the manned rocket program to follow. This program provided biomedical data that was used for subsequent efforts in space. Malcolm Ross launched five numbered flights as well as other unnumbered flights.
