Philippine Accessible Disability Service Dragon Boat Team, also known as PADS Dragon Boat Team, is a non-profit, non-governmental organization that aims to enable persons with disability (PWDs) to grow and develop as independent, integrated, and empowered citizens of society. [1] [2] [3] The Cebu-based dragon boat team [4] [5] comprises people with disabilities—some are amputees, while others are deaf or blind. [6] PADS Dragon Boat Team is the first cross-disability adaptive dragon boat racing team in the Philippines. [7] [8]

History

John Paul "JP" Maunes, CEO [9] and team manager, [5] founded the Philippine Accessible Deaf Services (PADS), which organized sports, health, and advocacy campaigns for the Deaf community in Cebu and its neighboring communities. Driven by his time spent with Stephanie Kanter and Derek Daniels, mentors at the Rehabilitation Institute of Chicago, Maunes changed the name of his organization from "Deaf" to "Disability" to include people of all disabilities. Composed of mixed disabilities, [11] PADS Dragon Boat Team was formed around September 2016 and had its first dragon boat competition in Dumaguete City in November. [7]

In June 2022, with support from the Australian Embassy, PADS broke ground with its first Adaptive Sports and Rehabilitation Center in Mandaue City, Cebu. [12] In July 2022, during their Manila preparations, SM Cares supported and treated the PADS athletes with accommodations at Heritage Hotel Manila and a "Fun Day at the Mall" tour at SM Mall of Asia, SM Southmall, and S'Maison. In December 2022, during their visit to Mandaue City, Australian Ambassador to the Philippines Hae Kyong Yu led the turnover to the PADS of around a million Australian dollars worth of sports equipment and projects, including a 20-seater dragon boat. [14]

The Department of Tourism also applauds PADS for their historic win at the International Dragon Boat Federation's (IDBF) 13th Club Crew World Championships in Sarasota, Florida. [15]

The team made history as the first Filipino para dragon boat team to compete and won the Para Dragon Boat Category. [5] [16]

Manila Christian Computer Institute for the Deaf (MCCID) is a non-sectarian, post-secondary, Christian foundation school for the deaf in the Philippines authorized by the Technical Education and Skills Development Authority (TESDA) to offer non-degree computer and other technical training programs.

In 2003 and following years, initiatives were instituted to improve internet access for people with disabilities in the Philippines. These measures were inspired by the UNESCAP "Asia-Pacific Decade for Disabled Persons" (1993–2002). Key organizations included the government body National Council for the Welfare of Disabled Persons (Philippines) and the private sector body Philippine Web Accessibility Group (PWAG). The "Disabled Friendly Website Awards" were launched to encourage web designers to incorporate universal access. Since 2009 unhampered access to Information and Communications Technology (ICT) has been in the second National Human Rights Action Plan of the Philippine government.

The Mactan Channel, also known as Opon Channel, is a channel in Cebu, Philippines. It runs between mainland Cebu island and the smaller island of Mactan. The body of water is located within Metro Cebu, separating the localities of Mandaue and Cebu City in mainland Cebu and Lapu-Lapu City on Mactan. It is one of the three channels that connect the Cebu Strait to the Camotes Sea — the other two being the Hilutangan Channel and the Olango Channel.

The Philippines national dragon boat team is the national dragon boat team of the Philippines and represents the country in international dragon boat. There is an ongoing dispute between the Philippine Dragon Boat Federation and the Philippine Canoe-Kayak Dragon Boat Federation over which is the sole legitimate sporting body over the national dragon boat team. Philippine Dragon Boat Federation is a member of the International Dragon Boat Federation while the Philippine Canoe-Kayak Dragon Boat Federation is the recognized by the Philippine Olympic Committee. However, the Court of Arbitration for Sport (CAS) have stated that as a Full Member of Sportaccord the IDBF is the only recognized world governing body for Dragon Boating. Therefore, de facto the IDBF Members are the National Governing Bodies for Dragon Boating in their own Countries. The two organizations field their own dragon boat teams.

The Philippine Army Dragon Boat Team is a dragon boat sports club affiliated with Philippine Army. The sporting team is a member of the Philippine Dragon Boat Federation.

The Canadian National Dragonboat Championships is an annual three day competition organized by Dragonboat Canada and held in Ontario, Canada. Dragonboat teams from all over Canada, including Vancouver, Montreal, Ottawa, Toronto, and Halifax, attend this event. There are event categories for University crews (U24), Premiere and Seniors (40+). Races distances include 200m, 500m and 2000m.

The 2016 Asian Dragon Boat Championships was hosted from November 11–12, 2016 in Puerto Princesa, Palawan and was organized by the Philippine Canoe-Kayak Federation.

In the Philippines, disability is one of the social issues affecting a portion of the Philippines' population. To ensure the equality and rights of disabled persons, there are Philippine laws and policies that were passed regarding persons with disabilities (PWDs). There are also numerous non-government associations that seeks to encourage and help improve the wellbeing of people with disabilities.

Sotero "Terong" Barte Cabahug was a Filipino lawyer, legislator, politician, and civil servant from Mandaue, Cebu, Philippines. He was awarded Legion of Honor with the rank of Commander. He was governor of Cebu (1934–1937), member of the House of Representatives for Cebu's 2nd district for two consecutive terms (1928–1934), Secretary of Public Works and Communications (1945–1946), member of the Cebu Provincial Board (1952–1954), the 9th Secretary of National Defense (1954–1956), and associate justice of the Court of Appeals (1956–1961).

Transportation within Cebu City is mainly land-based with most parts of the city accessible by road. There is no existing mass transit but construction is currently being undertaken on the Cebu Bus Rapid Transit System as well as an existing proposal for a Cebu Light Rail Transit System, both of which will solve the city's worsening traffic congestion, as existing transportation modes will soon become inadequate to move residents around the city if the local government fails to urgently implement infrastructure projects and measures to address the issue.

Noelle Christina Wenceslao is a Filipina mountaineer, adventurer, and Philippine Coast Guard officer who, on 16 May 2007, became the first Filipina to reach the summit of Mount Everest. She, along with fellow female mountaineers Carina Dayondon and Janet Belarmino, reached the summit of Mount Everest as part of an all-women Philippine expedition that climbed the tallest mountain in the world from the northern route and descended via the southern route.

The Philippines is an archipelago comprising over 7,000 islands in southeast Asia. Its capital city is Manila, on the island of Luzon. The Philippines has heavy Spanish and American influence, since Spain and the United States conquered the Philippines. They gained full independence from the United States on July 4, 1946. Over 112,000,000 populate the island country, and around 121,000 Filipinos are Deaf.

Arnold "Capt. A" Balais is an above-the-knee-amputee Filipino paralympic athlete, vocational coordinator, orthotic and prosthetic technician. He is known for being the team captain of the Philippine Accessible Disability Service (PADS) Dragon Boat Team.
