Founded in 1975, it is the first professional basketball league in Asia and is the second oldest continuously professional basketball league existing in the world after the NBA, established before the "open era" of basketball in 1990 where FIBA allowed longstanding domestic leagues, which mostly had predated the PBA, to become professional. The league's regulations are a hybrid of rules from the NBA and FIBA.

The tournament began on May 5, 2015 and ended on July 17, 2015. The tournament allows teams to hire foreign players or imports with a height limit of 6 ft 5 in (1.96 m) for the top eight teams of combined results of the Philippine Cup and Commissioner's Cup, while the bottom four teams will be allowed to hire imports with no height limit. The teams were allowed to hire an additional Asian import with a height limit of 6 ft 3 in (1.91 m).

The 20th edition of the Governors' Cup began on December 8, 2021, after the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) approved the league's request, and ended on April 22, 2022. The tournament allows teams to hire foreign players or imports with a height limit of 6 feet 6 inches (1.98 m).
