It provides a measure to President of Pakistan acting on advice of Prime Minister of Pakistan to extend the tenure of Chief of Naval Staff (CONS) by three years. The Politics of Pakistan takes place within the framework established by the constitution. Admiral Saeed Mohammad KhanNI(M) HI(M) SI(M) SBt LoM, was a Pakistan Navy officer who served as the Chief of Naval Staff (CNS) of the Pakistan Navy from 9 November 1991 until retiring from his military service on 9 November 1994. After his retirement, he served as the Pakistan Ambassador to the Netherlands, having been appointed by Prime Minister Benazir Bhutto in the 1990s.
The Eighteenth Amendment of the Constitution of Pakistan was passed by the National Assembly of Pakistan on April 8, 2010, removing the power of the President of Pakistan to dissolve the Parliament unilaterally, turning Pakistan from a semi-presidential to a parliamentary republic, and renaming North-West Frontier Province to Khyber Pakhtunkhwa. The amendment bill was passed by the Senate of Pakistan on April 15, 2010 and it became an act of parliament when President Asif Ali Zardari signed the bill on April 19, 2010. It was the first time in Pakistan's history that a president relinquished a significant part of his powers willingly and transferred them to parliament and the office of the prime minister.

The Citizenship (Amendment) Act, 2019 (CAA) was passed by the Parliament of India on 11 December 2019. It amended the Citizenship Act, 1955 by providing an accelerated pathway to Indian citizenship for persecuted religious minorities from Afghanistan, Bangladesh and Pakistan who arrived in India by 2014. The eligible minorities were stated as Hindus, Sikhs, Buddhists, Jains, Parsis or Christians. The law does not grant such eligibility to Muslims from these countries. Admiral is a four-star commissioned armed senior most flag officer rank and title in the Pakistan Navy, coast guards, and marines bestowed by the Islamic Republic of Pakistan. It is the highest rank in Pakistan armed services, above the three-star vice admiral. Admiral is equivalent to the rank of general in the Pakistan Army and air chief marshal in the Pakistan Air Force. Admiral is the only rank in Pakistan that holds the chief of naval staff office. The four-star Admiral commands the task allocations of the entire Pakistan Navy in an organisational structure aided by various statutory authorities such as Deputy Chiefs of the Naval Staff, Naval Secretary, hydrographer, Quartermaster general, engineer-in-chief, flag officer sea training, chief of naval logistics, and director-general of training and joint warfare.
Air chief marshal is a four-star commissioned air officer rank and title officially used to denote supreme commander in the Pakistan Air Force for command and control. It is bestowed and commissioned by the Islamic Republic of Pakistan to a three-star air marshal officer, and while it is officially described as the highest rank in uniformed services of Pakistan, it is equivalent to the rank of admiral of navy and general of army. Since it is purposely designed to make a position advancement from three-star to a four-star rank, it ranks above the Air marshal and below Marshal of the air force, although "marshal of the air force" rank is currently not held by any military leader in Pakistan. However, a four-star air chief marshal falls under the Field marshal rank of army which is a distinct one from the air force's ranking system. The four-star air chief marshal helds the chief of air staff in the country once it is decorated with a five-star insignia.
