Papias Malimba Musafiri is a Rwandan academic, researcher and politician, who has served as the Minister of Education in the Rwandan cabinet, since 25 June 2015, replacing Prof. Silas Lwakabamba. [1] [2]
He holds a Bachelor of Commerce, obtained from the University of Dar es Salaam. He also holds a Master of Business Administration with majors in Finance and Information Technology, obtained from the Indian Institute of Technology Roorkee. [3] His Doctor of Philosophy in management was awarded by Vellore Institute of Technology, also in India. [1] [2] [4]
Circa 2001, Musafiri has served in various roles in academia, research and as a consultant. Prior to the establishment of the University of Rwanda (UR) in 2013, he held senior management positions in several institutions that today comprise the UR. He has served as (a) Director of Administration and Human Resources (b) Dean, Faculty of Management (c) Vice Rector Academics and (d) Acting Rector, in former institutions of higher education. Immediately prior to his appointment as education minister, he was the Principal of the College of Business and Economics (CBE) of the University of Rwanda. [1] [2]
In the cabinet reshuffle of 5 October 2016, [5] and that of 31 August 2017, he was retained in cabinet and he retained the education portfolio. [6] In his role as minister of education, he announced the termination and expulsion of Ugandan teachers from Rwanda, following the expiry of their teaching contracts. [7]

Education in Rwanda has undergone considerable changes throughout Rwanda's recent history, and has faced major disruptions due to periods of conflict. Education was divided by gender whereby women and men had a different education relevant to their responsibilities in day-to-day life. Women were mostly taught housekeeping while men were mainly taught how to hunt, raise animals, and fish. This is because Rwanda was a community-based society where every member had a specific contribution to the overall development of the community. Older family members like grandparents usually took on the role of educators.

Silas Stanislaus Bernard Lwakabamba or simply SilasLwakabamba, is a Tanzanian engineer, academic and politician. Since May 2021, he has been serving as the Regional Managing Director of Coventry University African Hub, based in Kigali, Rwanda. Lwakabamba holds a PhD in Mechanical Engineering from University of Leeds in England since 1975. Since 1997, he served as the founding Rector of Rwanda’s Kigali Institute of Science and Technology. In 2006, he was appointed Rector of National University of Rwanda until 2013. Lwakabamba served as Rwanda's Minister of Infrastructure between February 2013 and July 2014, he also served as Rwanda's Minister of Education since July 2014 until June 2015.
Antoine Kambanda is a Rwandan prelate of the Catholic Church who has been Archbishop of Kigali since 2019. He was Bishop of Kibungo from 2013 to 2018.
