Patient's Charter

The Patients' Charter is an official document by the government or an organization that enlists various Patients' Rights and Responsibility along with the Code of Practice, followed by a medical personnel.

The Patient's Charter was first started out as a United Kingdom government official document, which sets out a number of Patient's rights for National Health Service patients inspiring other nations to publish their patients' charter as well. It was originally introduced in 1991, under the then Conservative government, and was revised in 1995 and 1997. [1] The charter set out rights in service areas including general practice, hospital treatment, community treatment, ambulance, dental, optical, pharmaceutical and maternity care.

Various stakeholders have criticised the charter for reasons widely ranging from not offering sufficient support to transgender patients [1] to increasing attacks on hospital staff. [2] The Patient's Charter was supplemented by the NHS Plan 2000 and subsequently replaced by the NHS Constitution for England in 2013.

The Patient Rights (Scotland) Act 2011 was passed by the Scottish Parliament on 24 February 2011, and received Royal Assent on 31 March 2011. The charter was first published in October 2012. [3]

Under the direction of the Ministry of Health and Family Welfare (MOHFW), India's National Human Rights Commission drafted a Charter of Patients' Rights in 2018 which can be found at NABH website here.

The National Health Service (NHS) is the umbrella term for the publicly funded healthcare systems of the United Kingdom (UK). Since 1948, they have been funded out of general taxation. There are three systems which are referred to using the "NHS" name. Health and Social Care in Northern Ireland was created separately and is often locally referred to as "the NHS". The four systems were established in 1948 as part of major social reforms following the Second World War. The founding principles were that services should be comprehensive, universal and free at the point of delivery—a health service based on clinical need, not ability to pay. Each service provides a comprehensive range of health services, free at the point of use for people ordinarily resident in the United Kingdom apart from dental treatment and optical care. In England, NHS patients have to pay prescription charges; some, such as those aged over 60 and certain state benefit recipients, are exempt.

History of the National Health Service (England)

The National Health Service in England was created by the National Health Service Act 1946. Responsibility for the NHS in Wales was passed to the Secretary of State for Wales in 1969, leaving the Secretary of State for Social Services responsible for the NHS in England by itself.

The NHS Constitution for England is a document that sets out the objectives of the National Health Service, the rights and responsibilities of the various parties involved in health care, and the guiding principles which govern the service. First published on 21 January 2009, it was one of a number of recommendations in Lord Darzi’s report "High Quality Care for All" as part of a ten-year plan to provide the highest quality of care and service for patients in England. Previously, these rights and responsibilities had evolved in common law or through English or EU law, or were policy pledges by the NHS and UK government that have been written into the document. It can be seen as a development of the ideas that began with the introduction of the Patient's Charter in 1991.

Dentistry provided by the National Health Service in the United Kingdom is supposed to ensure that dental treatment is available to the whole population. Most dentistry is provided by private practitioners, most of whom also provide, on a commercial basis, services which the NHS does not provide, largely cosmetic. Most adult patients have to pay some NHS charges, although these are often significantly cheaper than the cost of private dentistry. The majority of people choose NHS dental care rather than private care: as of 2005, the national average proportion of people opting for private care was 23%. NHS dentistry is not always available and is not managed in the way that other NHS services are managed.
