He began his studies at Instituto San Fernando in San Fernando. Between 1994 and 1995, he studied at Chillicothe High School in Ohio, United States.
He graduated as a civil industrial engineer with a degree in engineering of informatics at the Pontifical Catholic University of Chile, and in 2003 he obtained a Master of Science in Engineering at the same university. [1]
He worked in Serplac of O'Higgins Region, and was SEREMI of Planning, in the same region. On 19 April 2011, he took over Rodrigo Pérez Mackenna's position as intendant of O'Higgins Region. [2] [3]

Irish Chileans are the inhabitants of Chile who either came from some part of the island of Ireland or are descendants of immigrants from there. Generally coming in the 18th century and early 19th century, the generally Catholic Irish were seeking refuge from the oppression of the Protestant-run government of the Kingdom of Great Britain. Spain, being a Catholic power, enticed many Irish to move to Latin America. Immigration diminished later in the 19th century as Catholic Emancipation made emigration to a Catholic nation less of a vital consideration and as the United States and Canada established themselves as more viable lands for settlement.
Many Basques arrived in Chile in the 16th, 17th, 18th, 19th and early 20th century from their homeland in northern Spain and parts of southwestern France, as conquistadors, soldiers, sailors, merchants, priests and labourers. Due to their traditional hard work and entrepreneurship, many of them rose to the top of the social scale and intermarried into the Chilean elites of Castilian descent, giving birth to the new Basque-Chilean aristocracy in Chile. This union is the basis of the Chilean elite of today. But also, they immensely contributed to the ethnic make up of the bulk of the Chilean population. The Basque settlers also intermarried into the Mestizo and Castizo population of central Chile in the middle of the colonial period to form the large Criollo population that exists in Chile today; Castizos create modern middle and lower classes. Many years after the first waves of settlers, thousands of Basque refugees fleeing Spanish Civil War in 1939 also settled and have many descendants in the country and have even intermarried with Spanish ethnic groups other than Castilians, and other European ethnic groups. An estimated 1.6 million (10%) to 5 million (30%) Chileans have a surname of Basque origin. This figure is to the least as the number of Basque descendence is great and plentiful. Due to Basque migration, Chile has a higher number of people of Basque descent than the Basque Country itself.

Colchagua Club de Deportes or just Colchagua is a chilean Football club, their home town is San Fernando in Chile. They currently play in the Tercera Division A of Chilean football, which is actually the fourth division on chilean football due to ANFP ruling. Its traditional rivals are Rancagua Sur and O'Higgins both from the city of Rancagua in the O'Higgins Region which is where San Fernando is also located, it also has rivalry with General Velásquez from the nearby town of San Vicente and with Deportes Santa Cruz. They also share some kind of brotherhood and «healthy» rivalry at the same time with Curicó Unido from the city of Curicó in the Maule Region, this is because San Fernando and Curicó are both pretty close to the regional border between O'Higgins and Maule, both cities are approximately 45 minutes away from each other, so when the La Granja stadium started it's reconstruction during early 2010, Colchagua let Curicó Unido play as local at the Jorge Silva Valenzuela stadium in San Fernando, these two teams dispute the Clásico Huaso because both teams are located in the denominated Zona Huasa of the country.
