Rear Admiral Paul Christopher Carroll, OBE (born 1970), is a senior Royal Navy officer who currently serves as Director of Innovation and Future Capability at the UK Ministry of Defence. [1]
After graduating from Britannia Royal Naval College at Dartmouth, Carroll was commissioned in the Royal Navy in 1991. Promoted to Captain on 6 October 2014, [2] then Commodore in 2018, [3] he became Rear Admiral on 2 August 2021, and Director of Innovation and Future Capability at MoD Defence Equipment and Support. [4]
Appointed OBE in the 2020 Birthday Honours, [5] Carroll is also a Liveryman of the Shipwrights' Company. [6]
The Second Sea Lord and Deputy Chief of Naval Staff is deputy to the First Sea Lord and the second highest-ranking officer to currently serve in the Royal Navy and is responsible for personnel and naval shore establishments. Originally titled Second Naval Lord in 1830, the post was restyled Second Sea Lord in 1904. They are based at Navy Command, Headquarters.
The post of Controller of the Navy was originally created in 1859 when the Surveyor of the Navy's title changed to Controller of the Navy. As of 2017, it is also known as Chief of Fleet Support, Chief of Materiel (Ships) then as of 2020, Director General Ships.
The Defence Science and Technology Laboratory (Dstl) is an executive agency of the Ministry of Defence of the United Kingdom. Radakin was previously the First Sea Lord, the professional head of the Naval Service from June 2019 to November 2021. He was Chief of Staff, Joint Forces Command, from 2016 to 2018, and the Second Sea Lord and Deputy Chief of the Naval Staff from 2018 to 2019. He was appointed Lord High Constable of England in 2023, and in that role took part in the Coronation of Charles III and Camilla.

Dating from 1920 it operated until 1939 before being abolished. It was revived in 1958 and existed until 1968.
