Air Marshal Paul Harron Lloyd CBE is a senior Royal Air Force officer. He currently serves as Deputy Chief of the Air Staff and Air Member for Personnel.
Lloyd studied mechanical engineering at the University of Manchester, graduating with a first class honours Bachelor of Engineering (BEng) degree. During his military service, he further studied for Master of Defence Administration (MDA) degree from Cranfield University (2002), a Master of Arts (MA) degree in defence studies from King's College London (2008), and a Master of Science (MSc) degree from the University of Oxford in major programme management (2018). Lloyd was commissioned into the Royal Air Force (RAF) on 29 September 1991 with the rank of pilot officer. [2] After training as an engineer officer, he worked on the Hercules C-130, the Tornado GR1 and the Tornado GR4 aircraft. [3] He was promoted to flying officer on 29 March 1992 with seniority in that rank from 29 March 1991, [4] and to flight lieutenant on 29 March 1995. [5]
Lloyd was promoted to group captain on 17 September 2012. [6] He became Chief Engineer and Type Airworthiness Authority within the Unmanned Air Systems project team at Defence Equipment and Support in September 2012. He went on to be Head of the Typhoon Delivery Team at Defence Equipment and Support in August 2016, and Director Support and the Chief Engineer of the RAF in January 2021. [3]
In September 2023, Lloyd was appointed interim Deputy Chief of the Air Staff and Air Member for Personnel, and promoted to acting air marshal. [7] [8] These appointments were formalised on 17 May 2024, [9] and he was promoted to substantive air marshal in June 2024, backdated to 18 September 2023. [3] [10]
He was appointed a Commander of the Order of the British Empire (CBE) in the 2020 Birthday Honours. [11] [12]

The Deputy Chief of the Air Staff (DCAS) is a senior appointment in the Royal Air Force. The incumbent is the deputy to the Chief of the Air Staff. The post existed from 1918 to 1969, and from 2023 to present. The Deputy Chief of the Air Staff, formerly the Deputy Commander Capability, is responsible for the strategic planning and delivery of all aspects of Royal Air Force capability, including people, equipment, infrastructure, and training. The appointee is a Member of the United Kingdom's Air Force Board as the Air Member for Personnel and Capability due to their position.
Air Chief Marshal Stuart William Peach, Baron Peach, is a British retired senior Royal Air Force officer. After training as a navigator, Peach commanded IX (Bomber) Squadron and then became Deputy Station Commander RAF Bruggen. He was deployed as NATO Air Commander (Forward) in Kosovo in 2000. He went on to be Chief of Defence Intelligence in 2006, Chief of Joint Operations in 2009 and the first Commander of Joint Forces Command in December 2011 before being appointed Vice-Chief of the Defence Staff in May 2013. Peach succeeded General Sir Nick Houghton as Chief of the Defence Staff on 14 July 2016. He succeeded General Petr Pavel as Chairman of the NATO Military Committee on 29 June 2018, serving as such until his retirement from NATO in June 2021.
Air Marshal Sir Stuart David Atha,, is a former senior officer of the Royal Air Force. He led No. 3 (Fighter) Squadron from 2000 to 2004, which included deployment to Iraq on Operation Telic, commanded RAF Coningsby (2006–08), No. 83 Expeditionary Air Group (2009–10) and No. 1 Group (2011–14), and served as the Air Component Commander for security during the 2012 London Olympics. Atha was RAF Deputy Commander Operations from 2016 to 2019.
Air Chief Marshal Sir Andrew Douglas Pulford, is a retired senior Royal Air Force (RAF) commander. A helicopter pilot with operational service in Northern Ireland, the Falklands War and Iraq War, Pulford commanded RAF Odiham and No. 2 Group, and served as Assistant Chief of Defence Staff Operations, before taking up the post of Deputy Commander-in-Chief Personnel at Air Command and Air Member for Personnel in 2010. He became Chief of the Air Staff on 31 July 2013, retiring from the Royal Air Force on 12 July 2016.
The Air Secretary and Chief of Staff, Personnel is the Royal Air Force officer with responsibility for appointments, promotions, postings, and discipline of high ranking members of the British air force. From 1978 to 1983 the Air Secretary was more often referred to as "Air Officer Commanding Royal Air Force Personnel Management Centre". It is a senior RAF appointment, held by an officer holding the rank of air vice-marshal and appointed by the sovereign. Air Chief Marshal Sir Michael Wigston, is a former senior officer in the Royal Air Force, who served as Chief of the Air Staff from 26 July 2019 until 2 June 2023. He previously served as Assistant Chief of the Air Staff from 2017 to 2018, and Deputy Commander (Personnel) and Air Member for Personnel and Capability from 2018 to 2019.
Deputy Chief of the General Staff (DCGS) is the title of the deputy to the Chief of the General Staff, the professional head of the British Army. From 1942 until 1968 the Deputy Chief was the third-ranking member of the General Staff, subordinate the Chief and Vice Chief. As of September 2015, the role of Deputy CGS is to be "responsible for representing the Army Top Level Budget (TLB) within Head Office and outwards to relevant TLBs and dependencies, provides oversight of the Army Operating Model and provides overall personnel policy direction as the Principal Personnel Officer (PPO)."
