The Territory of Montana was an organized incorporated territory of the United States that existed from May 26, 1864, until November 8, 1889, when it was admitted as the 41st state in the Union as the state of Montana.

Since Montana became a U.S. state in 1889, it has sent congressional delegations to the United States Senate and the United States House of Representatives. Each state elects two senators to serve for six years. Before the Seventeenth Amendment took effect in 1913, senators were elected by the Montana State Legislature. Members of the House of Representatives are elected to two-year terms, one from Montana's at-large congressional district. Before becoming a state, the Territory of Montana elected a non-voting delegate at-large to Congress from 1864 to 1889.

Incumbent Republican Senator Conrad Burns ran for re-election to a fourth term, but lost to Democrat Jon Tester by a margin of 0.87%, or 3,562 votes out of 406,505 cast. This made the election the second-closest race of the 2006 Senate election cycle, behind only the election in Virginia.

Carter was born in Junior Furnace, Ohio, on October 30, 1854. Born to an Irish immigrant family, he spent most of his childhood in on small farms in the Midwest. In 1882, he moved to Helena, Montana to begin his law career there. He entered then politics, and was elected Montana's territorial delegate in 1888. Following Montana's admission into the union as a state, Carter represented the state in U.S. House of Representatives. He ran for re-election in 1890, but was narrowly defeated by Democrat William W. Dixon in the general election.
Ronald Ray Cyrus was an American politician and public servant in Greenup County, Kentucky. A member of the Democratic Party, he was elected to the Kentucky House of Representatives for 11 consecutive terms, from 1975 until he retired in 1996.

Matthew Martin Rosendale Sr. is an American politician and former real estate developer representing Montana's 2nd congressional district in the United States House of Representatives. A Member of the Republican Party, Rosendale served in the Montana House of Representatives from 2011 to 2013, and in the Montana Senate from 2013 to 2017. From 2015 to 2017, he served as Senate majority leader. Rosendale was elected Montana state auditor in 2016 and held that position from 2017 to 2020. Rosendale ran unsuccessfully for the U.S. House of Representatives in 2014 and for the U.S. Senate in 2018. He was elected to represent Montana's at-large congressional district in 2020. After Montana regained its second House seat in the 2020 census, Rosendale was elected to represent the new 2nd congressional district in 2022.
The 1978 United States Senate election in Montana took place on November 7, 1978. Following the death of United States Senator Lee Metcalf on January 12, 1978, Montana Supreme Court Chief Justice Paul G. Hatfield was appointed to serve for the remainder of Metcalf's term. Hatfield opted to run for a full term, but was overwhelmingly defeated in the Democratic primary by U.S. Representative Max Baucus of the 1st congressional district. Baucus advanced to the general election, where he was opposed by the Republican nominee, author Larry R. Williams. Baucus ended up defeating Williams by a solid margin to win his first term in the Senate, and, following Hatfield's resignation on December 12, 1978, he began serving his first term in the Senate.
