The Kentucky Governor's Scholars Program (GSP) is a program to attempt to keep "the brightest" rising high school seniors inside the state of Kentucky. The program is a five-week program over the summer for students between their junior and senior years of high school. It is held at three different colleges across the state of Kentucky every year. The program is highly competitive with about a 50% acceptance rate. In order to get accepted, prospective juniors must have high academic achievement, including standardized test scores, and be active in the community. The application prompts students to list their academic, extracurricular, and volunteer achievements. In addition, students must write an essay to be accepted into the program. The program itself consists of various classes and other school activities. The 1,000 seniors that are selected yearly are eligible to receive scholarships to any in-state public university upon completing the program. This incentive is an effort to keep the most intelligent of the state, in Kentucky.

The Cranberry Area School District is a small, rural, public school district which serves the residents of Cranberry Township, Pinegrove Township and Rockland Township in Venango County, Pennsylvania. Cranberry Area School District encompasses approximately 155 square miles (400 km2). According to 2000 federal census data, it serves a resident population of 9,698. In 2009, the per capita income of district residents was $16,307, while the median family income was $39,203 a year. In the Commonwealth, the median family income was $49,501 and the United States median family income was $49,445, in 2010. Per school district officials, in school year 2007-08 the Cranberry Area School District provided basic educational services to 1271 pupils through the employment of 115 teachers, 77 full-time and part-time support personnel, and 7 administrators. In 2006, the 1,308 student population was 98% white, 1% black, 1% Asian, Native American <0.1% and <0.2% Hispanic. The Cranberry Area School District received more than $9 million in state funding, for school year 2007-08.
Gerald L. Zahorchak is an American educator and the former Secretary of Education for the Pennsylvania Department of Education, a position he held from 2006 to 2010. Throughout the 1980s and 1990s, Zahorchak worked at various Pennsylvania public school districts in a number of positions, including teacher, football coach, principal, federal programs director, strategic planning coordinator and personnel director. Zahorchak worked as superintendent of the Greater Johnstown School District in Cambria County from 1997 to 2003, when he was chosen to be Deputy Secretary for Elementary and Secondary Education for the state. Governor Ed Rendell appointed him Secretary of Education in 2005.
