The city of Hamilton will be co-hosting the Games with Toronto. Hamilton Mayor Fred Eisenberger said "the Pan Am Games will provide a 'unique opportunity for Hamilton to renew major sport facilities giving Hamiltonians a multi-purpose stadium, a 50-metre swimming pool, and an international-calibre velodrome to enjoy for generations to come.'"

The Hamilton Steelers were a soccer team in Hamilton, Ontario, Canada. The team was known as Hamilton Italo-Canadian Soccer Club from 1958 to 1960 when they played in the National Soccer League, then switched their name to the Steelers in 1961 when they joined the Eastern Canada Professional Soccer League. According to the Hamilton Spectator, the club was "incorporated in 1959 and capitalized at $200,000 with common shares bearing a par value of $1." In 1961, major shareholders were John Agro and Arnold Martini.

The season began in late May and concluded in early October with Sudbury Italia securing the double. Sudbury finished first in the standings with 29 points with a single-point difference between Toronto Hellas. Italia would face Toronto Hellas once more in the NSL Championship final. The league would serve as a secondary league in the Canadian soccer landscape as the American-based North American Soccer League expanded into British Columbia and Ontario.

The season began in early May and concluded in early November with Windsor Teutonia successfully defending the O’Keefe Trophy against Hamilton Primos. The regular-season title was clinched by Hamilton Primos by finishing first throughout the regular season.
