The Pike Committee is the common name for the United States House Permanent Select Committee on Intelligence during the period when it was chaired by Democratic Representative Otis G. Pike of New York. Under Pike's chairmanship, the committee investigated illegal activities by the U.S. Central Intelligence Agency (CIA), the Federal Bureau of Investigation (FBI), and the National Security Agency (NSA). [1] The Committee conducted much of its investigation, while the U.S. Senate Select Committee to Study Governmental Operations with Respect to Intelligence Activities, chaired by Senator Frank Church and informally known as the "Church Committee," conducted its own investigation. Unlike the report of the investigation of the Church Committee, which was eventually released to the public in the face of Executive Branch opposition to its release, the report of the investigation by the Pike Committee was suppressed from release to the American public, although portions of it were leaked and it was eventually published abroad. The Select Committee had originally been established in February 1975 under the chairmanship of Congressman Lucien Nedzi of Michigan. Following Nedzi's resignation in June, the committee was reconstituted with Pike as chair, in July 1975, with its mandate expiring January 31, 1976.
The Pike Committee was the U.S. House counterpart of the Church Committee of the U.S. Senate. The Congressional committees were part of an effort to push back against the "imperial presidency," an Executive Branch seen as encompassing a national security state with vast, unchecked power at the helm of a superpower. [3]
The Pike Committee interviewed some of the same witnesses as the Church Committee. Unlike the Church Committee, which concluded that much of the blame for illegal and embarrassing covert actions, such as assassinations of foreign political leaders, fell on the CIA, the Pike Committee found clear evidence that the orders for such activities emanated from the President's office. "The CIA does not go galloping off conducting operations by itself. The major things which are done are not done unilaterally by the CIA without approval from higher up the line...We did find evidence, upon evidence, upon evidence where the CIA said: 'No, don't do it,' The State Department or the White House said, 'We're going to do it.'...The CIA never did anything the White House didn't want. Sometimes they didn't want to do what they did," Chairman Pike wrote. [4]
The Pike Committee's demands for information were resisted and stalled by US President Gerald Ford's Administration. The eventual report produced by the Pike Committee described the Administration's sandbagging this way: “when legal proceedings were not in the offing, the access experience was frequently one of foot-dragging, stone-walling, and careful deception.” [5]
In fact, the Administration's reluctance to release documents requested by the Committee almost ignited a constitutional crisis in 1975. Newly declassified documents from the National Security Archive demonstrate the highly contentious nature of this conflict, showing the CIA's refusal to comply with the Pike Committee's requests for information. Ultimately, when the Pike Committee was preparing to sue for the documents’ release, the CIA determined the likelihood of winning the lawsuit was remote, and Ford was able to orchestrate a compromise. The Agency would release the requested documents “on loan” to the committee, and if there were disagreements about a specific document, the President would have the final say. The Pike Committee was then able to proceed with their investigation, and generated a report. [6]
The Pike Committee established important protocols for the declassification of intelligence documents, which would continue to evolve. It also created a precedent for the oversight of the Executive Branch and its agencies, leading to the creation of the House Permanent Select Committee on Intelligence, which now has the autonomy to declassify any of the information it receives. The Pike Committee constituted an extremely significant step in the tradition of government transparency. [7]
The final report of the Pike Committee was never officially published due to White House opposition to Congressional approval of the report. [8] However, unauthorized versions of the (draft) final report were leaked to the press. CBS News reporter Daniel Schorr was called to testify before Congress, but refused to divulge his source. [9] Major portions of the report were published by The Village Voice , and a full copy of the draft was published in the United Kingdom.[ citation needed ]
Plausible deniability is the ability of people, typically senior officials in a formal or informal chain of command, to deny knowledge of or responsibility for any damnable actions committed by members of their organizational hierarchy. They may do so because of a lack or absence of evidence that can confirm their participation, even if they were personally involved in or at least willfully ignorant of the actions. If illegal or otherwise disreputable and unpopular activities become public, high-ranking officials may deny any awareness of such acts to insulate themselves and shift the blame onto the agents who carried out the acts, as they are confident that their doubters will be unable to prove otherwise. The lack of evidence to the contrary ostensibly makes the denial plausible (credible), but sometimes, it makes any accusations only unactionable.
The President's Daily Brief (PDB), sometimes referred to as the President's Daily Briefing or the President's Daily Bulletin, is a top-secret document produced and given each morning to the president of the United States; it is also distributed to a small number of top-level US officials who are approved by the president. It includes highly classified intelligence analysis, information about covert operations of the US Central Intelligence Agency (CIA) and reports from the most sensitive US sources or those shared by allied intelligence agencies. At the discretion of the president, the PDB may also be provided to the president-elect of the United States, between election day and inauguration, and to former presidents on request.
The United States Senate Select Committee on Intelligence is dedicated to overseeing the United States Intelligence Community—the agencies and bureaus of the federal government of the United States that provide information and analysis for leaders of the executive and legislative branches. The Committee was established in 1976 by the 94th Congress.
The Joint Inquiry into Intelligence Community Activities before and after the Terrorist Attacks of September 11, 2001 is the official name of the inquiry conducted by the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence into the activities of the U.S. Intelligence Community in connection with the September 11, 2001 attacks. The investigation began in February 2002 and the final report was released in December 2002.
The Puzzle Palace is a book written by James Bamford and published in 1982. It is the first major, popular work devoted entirely to the history and workings of the National Security Agency (NSA), a United States intelligence organization. The title refers to a nickname for the NSA, which is headquartered in Fort Meade, Maryland. In addition to describing the role of the NSA and explaining how it was organized, the book exposed details of a massive eavesdropping operation called Operation Shamrock. According to security expert Bruce Schneier, the book was popular within the NSA itself, as "the agency's secrecy prevents its employees from knowing much about their own history".
The Church Committee was a US Senate select committee in 1975 that investigated abuses by the Central Intelligence Agency (CIA), National Security Agency (NSA), Federal Bureau of Investigation (FBI), and the Internal Revenue Service (IRS). Chaired by Idaho Senator Frank Church (D-ID), the committee was part of a series of investigations into intelligence abuses in 1975, dubbed the "Year of Intelligence", including its House counterpart, the Pike Committee, and the presidential Rockefeller Commission. The committee's efforts led to the establishment of the permanent US Senate Select Committee on Intelligence.
The United States President's Commission on CIA Activities within the United States was set up under President Gerald Ford in 1975 to investigate the activities of the Central Intelligence Agency and other intelligence agencies within the United States. Project MINARET was a domestic espionage project operated by the National Security Agency (NSA), which, after intercepting electronic communications that contained the names of predesignated US citizens, passed them to other government law enforcement and intelligence organizations. Intercepted messages were disseminated to the FBI, CIA, Secret Service, Bureau of Narcotics and Dangerous Drugs (BNDD), and the Department of Defense. The project was a sister project to Project SHAMROCK.
The United States government classification system is established under Executive Order 13526, the latest in a long series of executive orders on the topic. Issued by President Barack Obama in 2009, Executive Order 13526 replaced earlier executive orders on the topic and modified the regulations codified to 32 C.F.R. 2001. "Family Jewels" is the name of a set of reports detailing illegal, inappropriate and otherwise sensitive activities conducted by the United States Central Intelligence Agency from 1959 to 1973. William Colby, the CIA director who received the reports, dubbed them the "skeletons in the CIA's closet". Most of the documents were released on June 25, 2007, after more than three decades of secrecy. The non-governmental National Security Archive filed a request for the documents under the Freedom of Information Act 15 years before their release.
The Public Interest Declassification Board (PIDB) is an advisory committee established by the United States Congress with the official mandate of promoting the fullest possible public access to a thorough, accurate, and reliable documentary record of significant U.S. national security decisions and activities. The Board is composed of nine individuals: five appointed by the President of the United States and one each appointed by the Speaker of the House, House Minority Leader, Senate Majority Leader, and Senate Minority Leader. Appointees must be U.S. citizens preeminent in the fields of history, national security, foreign policy, intelligence policy, social science, law, or archives.
The Operations Coordinating Board (OCB) was a committee of the United States Executive created in 1953 by President Eisenhower's Executive Order 10483 and tasked with oversight of United States covert operations. Eisenhower simultaneously gave secret instructions specifying additional functions for the new entity. The board, which reported to the National Security Council was responsible for integrating the implementation of national security policies across several agencies. An important part of its mandate was to act as the president's coordinating committee for the most incendiary secret foreign policy actions, such as covert operations.
At various times since the creation of the Central Intelligence Agency, the Federal government of the United States has produced comprehensive reports on CIA actions that marked historical watersheds in how CIA went about trying to fulfill its vague charter purposes from 1947. These reports were the result of internal or presidential studies, external investigations by congressional committees or other arms of the Federal government of the United States, or even the simple releases and declassification of large quantities of documents by the CIA.

The Pinochet File is a National Security Archive book written by Peter Kornbluh covering over approximately two decades of declassified documents, from the Central Intelligence Agency (CIA), Defense Intelligence Agency (DIA), White House, and United States Department of State, regarding American covert activities in Chile. It is based on more than 24,000 previously classified documents that were released as part of the Chilean Declassification Project during the Clinton administration, between June 1999 and June 2000.
