The Portsmouth Public Library is a public library located near downtown Portsmouth, Ohio, United States. It has served the city since 1879. The library has four branch locations in Scioto County: Lucasville, New Boston, South Webster, and Wheelersburg.
The main library is located on Gallia Street across from the new Portsmouth High School complex. The W. Gordan Ryan (Lucasville) Branch (established in 1990) is located near the Scioto County Fairgrounds on Lucasville-Minford Road. The Vern Riffe (New Boston) Branch (1941) is located on eastbound U.S. 52 (Rhodes Avenue). The South Webster Branch (1984) is behind the South Webster High School complex while the Wheelersburg Branch (1965) is located on Old Gallia Pike between Pirate Drive (Wheelersburg High School) and State Route 522. Portsmouth's traces of a public library began in 1831 when a small library opened at the corner of Market and Front Streets. However, the library closed a short time later. It wasn't until 1879 when the Portsmouth City Schools Board of Education donated a building at the corner of Fifth and Court to provide these services. The first librarian of this location was Colonel James Wharton. He grew the library's collection to 5,000 volumes by September 1881. The biggest donation came in 1902 when Andrew Carnegie donated $50,000 to construct a new library with the solicitation of Henry A. Lorberg. [2] The new library opened on February 1, 1906, on Gallia Street and is still used to this day. [3] The original architectural firm was Richards, McCarty and Bulford. Much of the architecture stays true to the numerous Carnegie libraries even though the library received renovations and extensions in 1971 and 1995 by the architectural firm of Donaldson, Wittenmeyer and Associates and Myers, NBD. Today the library offers microfilm of the Portsmouth Daily Times and other forgotten papers of the city, a local history department, and local Bookmobile services which began in 1938. The library celebrated its 100th anniversary in 2006 with a reenactment of the opening with current workers in early-1900s attire. It has an annual circulation of over 370,000.
Scioto County is a county located along the Ohio River in the south central region of the U.S. state of Ohio. At the 2020 census, the population was 74,008. Its county seat is Portsmouth. The county was founded on March 24, 1804, from Adams County and is named for a Native American word referring to deer or deer-hunting. Scioto County comprises the Portsmouth, OH Micropolitan Statistical Area. It is located at the confluence of the Scioto and Ohio rivers.

The municipality is located in Southeast Ohio along the Ohio River about 55 miles (89 km) southeast of Chillicothe and 44 miles (71 km) northwest of Charleston, West Virginia. Wheelersburg is approximately 7 miles (11 km) east of Portsmouth and 14 miles (23 km) west of Ironton. It is in Porter Township. The population was 6,531 at the 2020 census.
Minford is a census-designated place located on the border of Harrison and Madison townships in northeastern Scioto County, Ohio, United States, about 14 miles (23 km) northeast of the county seat of Portsmouth. As of the 2020 census, it had a population of 641.
State Route 823 (SR 823), officially known as the Southern Ohio Veterans Memorial Highway and colloquially as the Portsmouth Bypass, is a north–south four-lane divided controlled-access highway in Scioto County, Ohio. The highway, which runs from Sciotodale to Lucasville, reroutes through traffic around the cities of Portsmouth and New Boston to the east. The bypass provides better mobility within the local area for residents and has the potential to increase the economic development of the local area. In September 2013, the Ohio Department of Transportation (ODOT) recommended a public–private partnership (P3) to fund and build the highway. Construction began in June 2015. The highway was dedicated on December 13, 2018 with vehicle traffic beginning the next day.

Sciotoville Community School is a charter school in Sciotoville, Scioto County, Ohio, United States. Their mascot is the Tartans and their colors are blue and white/gray. In 2000, East High School was supposed to be closed by the City of Portsmouth, but with public effort, they were able to convert the high school to a community school.
Wheelersburg High School (WHS) is a public high school in Wheelersburg, Ohio, United States. It is the only high school in the Wheelersburg Local School District, which is located in Porter Township along the northern bank of the Ohio River in Southern Ohio. Wheelersburg's mascot is the Pirates and their school colors are orange and black.
South Webster High School (SWHS) is a public high school in South Webster, OH. It is the only high school in the Bloom-Vernon Local School District.
The Southern Ohio Conference (S.O.C.) is an athletic conference in Ohio. The conference is also a member of the Ohio High School Athletic Association, the governing body of Ohio athletics. There are currently seventeen member schools in the conference. The S.O.C. includes teams from four different Ohio counties - Jackson County, Lawrence County, Pike County, and Scioto County. The conference recognizes: baseball, boys' and girls' basketball, boys' and girls' cross country, football, boys' and girls' soccer, fast pitch softball, boys' and girls' swimming, boys' and girls' tennis, boys' and girls' track and field athletics, and girls' volleyball.
Sciotoville is a neighborhood in the city of Portsmouth in Scioto County, Ohio. It is located at the intersection of U.S. 52 and State Route 335 between the village of New Boston and Wheelersburg in Scioto County along the northern bank of the Ohio River. It has its own post office, but shares the ZIP code of 45662 with the city of Portsmouth.
On April 21–24, 1968, a deadly tornado outbreak struck portions of the Midwestern United States, primarily along the Ohio River Valley. The worst tornado was an F5 that struck portions of Southeastern Ohio from Wheelersburg to Gallipolis, just north of the Ohio–Kentucky state line, killing seven people and injuring at least 93. Another long-tracked violent tornado killed six people, injured 364 others, and produced possible F5 damage as it tracked along the Ohio River. At least one other violent tornado caused an additional fatality and 33 injuries in Ohio. In the end, at least 26 tornadoes touched down, leaving 14 dead, including five in Kentucky and nine in Ohio.
