It is used as a free alternative to proprietary software in French administration, managing 450 projects for 75 projects managers.[ citation needed ]

Features offered are, as synthesized by "Find The Best" [2] and "I love free software": [3]

Technically ProjeQtOr relies on PHP with a MySQL or PostgreSQL database and the Apache web server.

In the book "Démarche et outil de gestion de portefeuille de projets informatiques" [4] (approach and tool for project portfolio management), this tool is proposed as a credible free alternative to the proprietary software "Genius Project" (distributed by IBM).

Project sources are available on SourceForge. [5] Distribution license is GPL V3. On editor's website, [6] change history shows of a major release about every 2 months since July 2010.

MySQL is an open-source relational database management system (RDBMS). Its name is a combination of "My", the name of co-founder Michael Widenius's daughter My, and "SQL", the acronym for Structured Query Language. A relational database organizes data into one or more data tables in which data may be related to each other; these relations help structure the data. SQL is a language that programmers use to create, modify and extract data from the relational database, as well as control user access to the database. In addition to relational databases and SQL, an RDBMS like MySQL works with an operating system to implement a relational database in a computer's storage system, manages users, allows for network access and facilitates testing database integrity and creation of backups.

<span class="mw-page-title-main">History of free and open-source software</span> Aspect of history

In the 1950s and 1960s, computer operating software and compilers were delivered as a part of hardware purchases without separate fees. At the time, source code, the human-readable form of software, was generally distributed with the software providing the ability to fix bugs or add new functions. Universities were early adopters of computing technology. Many of the modifications developed by universities were openly shared, in keeping with the academic principles of sharing knowledge, and organizations sprung up to facilitate sharing. As large-scale operating systems matured, fewer organizations allowed modifications to the operating software, and eventually such operating systems were closed to modification. However, utilities and other added-function applications are still shared and new organizations have been formed to promote the sharing of software.
