The Provincial Competitiveness Index (PCI) in Vietnam is designed to assess and rank the performance, capacity and willingness of provincial governments to develop business-friendly regulatory environments for private sector development. The fourth iteration, PCI 2008, once again validates that economic governance does matter. At each level of initial conditions, better-governed provinces are able to not only use their endowments more efficiently but also influence business performance and income in subsequent years.
The PCI is the result of a major, ongoing collaborative effort between the Vietnam Chamber of Commerce and Industry (VCCI) and the U.S. Agency for International Development(USAID)-funded Vietnam Competitiveness Initiative (VNCI), managed by DAI, with a substantial contribution by VNCI partner The Asia Foundation (TAF).
The PCI has its origins in an earlier study by the Asia Foundation (TAF) and VCCI. This study, titled "Best Practices in Provincial Economic Governance" was undertaken in 2003–2004 and covered 14 non-metropolitan provinces. Although based upon a different methodology, the PCI used the same survey instrument as that developed for the TAF-VCCI study.
Edmund Malesky of the University of California – San Diego led the development of the PCI's research methodology and authored the presentation of its analytical findings.
VNCI and VCCI are planning to jointly produce the PCI on an annual basis. This will allow provinces to track their progress over time, not only in terms of relative rankings, but also in terms of absolute scores.

The politics of Vietnam is dominated by a single party under an authoritarian system, the Communist Party of Vietnam (CPV). The President of Vietnam is the head of state, and the Prime Minister of Vietnam is the head of government. Both of these offices are separate from the General Secretary of the Communist Party of Vietnam, who leads the CPV and is head of the Politburo and the Central Military Commission. The General Secretary is thus the de facto highest position in the Vietnamese politics.
The economy of Vietnam is a developing mixed socialist-oriented market economy. It is the 35th-largest economy in the world by nominal gross domestic product (GDP) and the 26th-largest economy in the world by purchasing power parity (PPP). It is a lower-middle income country with a low cost of living. Vietnam is a member of the Asia-Pacific Economic Cooperation, the Association of Southeast Asian Nations and the World Trade Organization.
Ho Chi Minh City, formerly known as Saigon, is the most populous city in Vietnam, with a population of around 10 million in 2023. The city's geography is defined by rivers and canals, of which the largest Saigon River is named after. As a municipality, Ho Chi Minh City consists of 16 urban districts, five rural districts, and one municipal city (sub-city). As the largest financial centre in Vietnam, Ho Chi Minh City has the highest gross regional domestic product out of all Vietnam provinces and municipalities, contributing around a quarter of the country's total GDP. Ho Chi Minh City's metropolitan area is ASEAN's 6th largest economy, also the biggest outside an ASEAN country capital.
The Communist Party of Vietnam (CPV) is the founding and sole legal party of the Socialist Republic of Vietnam. Founded in 1930 by Hồ Chí Minh, the CPV became the ruling party of North Vietnam in 1954 and then all of Vietnam after the collapse of the South Vietnamese government following the Fall of Saigon in 1975. Although it nominally exists alongside the Vietnamese Fatherland Front, it maintains a unitary government and has centralized control over the state, military, and media. The supremacy of the CPV is guaranteed by Article 4 of the national constitution. The Vietnamese public generally refer to the CPV as simply "the Party" or "our Party".
Đồng Nai is a province in the Southeast region of Vietnam, located east and northeast of Ho Chi Minh City (Saigon). The capital city and the largest city in Đồng Nai is Biên Hòa.
Haiphong is the third-largest city in Vietnam and is the principal port city of the Red River Delta. The municipality has an area of 1,526.52 km2 (589.39 sq mi), consisting of 8 urban districts and 7 rural districts. Two of the rural districts cover islands in the South China Sea: Bạch Long Vĩ and Cát Hải. It has a population of 2,359,000 in 2021. The city's economy has strength in manufacturing, as evident by large industrial parks and numerous smaller traditional handicraft villages. Historically, Haiphong is the first place in Vietnam and Mainland Southeast Asia to get electricity.
Bà Rịa–Vũng Tàu is a province of Vietnam. It is located on the coast of the country's Southeast region. It also includes the Côn Đảo islands, located some distance off Vietnam's southeastern coast. From 1954 to 1975, under South Vietnam, the province was called Phước Tuy.
Đổi Mới is the name given to the economic reforms initiated in Vietnam in 1986 with the goal of creating a "socialist-oriented market economy". The term đổi mới itself is a general term with wide use in the Vietnamese language meaning "innovate" or "renovate". However, the Đổi Mới Policy refers specifically to these reforms that sought to transition Vietnam from a command economy to a socialist-oriented market economy.
Hải Dương is a province in the Red River Delta of northern Vietnam. Its name derives from Sino-Vietnamese 海陽 "ocean sun", though the modern province is in fact landlocked. Located in the Northern Key Economic Region, Hai Duong Province has a dynamic economy with a focus on industrial manufacturing.
Long An is a province in the Mekong Delta region of southern Vietnam. The provincial capital is Tân An city, and other major districts and town include Kiến Tường, Bến Lức, Cần Giuộc and Đức Hòa. There are 15 districts within the province.

The Asia Foundation (TAF) is a nonprofit international development organization focused on improving lives across Asia. Its programs operate in various sectors, including governance, women's empowerment and gender equality, inclusive economic growth, environmental and climate action, and regional and international cooperation. One of the Foundation's notable initiatives is the "Let's Read" program, which provides a free digital library in local languages to support students, educators, and community leaders in over 20 countries. The Asia Foundation is headquartered in San Francisco, California, and operates as a 501(c)(3) nonprofit organization. It collaborates with a range of public and private partners and receives funding from various sources, including agencies, foundations, corporations, and individual donors. The Foundation was established in 1954 by the Central Intelligence Agency (CIA) to conduct cultural and educational activities on behalf of the United States government in ways that were not available to official U.S. agencies.
Environmental issues in Vietnam are numerous and varied. This is due in part to the effects of the Vietnam War, and also because of Vietnam's rapid industrialization following the economic reforms in 1986 known as Doi Moi, amongst other reasons. Officially, the Ministry of Natural Resources and Environment (MONRE) of the Socialist Republic of Vietnam lists environmental issues to include land, water, geology and minerals, and seas and islands, amongst others.
Nguyễn Xuân Phúc is a Vietnamese former politician who served as the 11th President of Vietnam from 2021 until his resignation from all state posts in 2023 amidst a series of corruption scandals. He also was the 7th Prime Minister of Vietnam from 2016 until 2021 and served as a member of the Politburo of the Communist Party of Vietnam for 3 terms from 2011 until his resignation in 2023.
The 6th National Congress of the Communist Party of Vietnam (CPV) was held in Ba Đình Hall, Hanoi, between 15 and 18 December 1986. 1,129 delegates represented the party's estimated 1,900,000 members. The congress occurs once every five years. Preparations for the 6th National Congress began with 8th plenum of the 5th Central Committee and ended with the 10th plenum, which lasted 19 days. After the 10th plenum, local and provincial party organizations began electing delegates to the congress as well as updating party documents.
Mai Kieu Lien is a Vietnamese businesswoman and currently Chief Executive Officer (CEO) of Vinamilk. She studied in the Soviet Union and has been working for Vinamilk since returning to Vietnam in 1976, holding leadership positions during much of the company's modernisation. She is the only Vietnamese manager in Forbes' "Asia's 50 Power Businesswomen" list and was described by the magazine to be dynamic and having played a key role in transforming Vinamilk not only "into one of Vietnam's most profitable brands but also a respected name across Asia".
Global Communities is a global development organization that has grown to reach over 35 countries per year. The non-profit organization was founded in 1952 as the Cooperative Housing Foundation and provided affordable housing for low-income families in rural and urban America. In April 2020, Global Communities and PCI announced a merger to form one organization based on shared missions and complementary areas of technical expertise and geographic reach. Today, Global Communities, works in humanitarian assistance, sustainable development and financial inclusion and provides programs in the areas of economic development; micro, small and medium enterprise (SME) and housing finance; governance and urban development; construction and infrastructure; civil society and municipal development; positive youth development; climate action and resilience building; global health and emergency response.
Water supply and sanitation in Vietnam is characterized by challenges and achievements. Among the achievements is a substantial increase in access to water supply and sanitation between 1990 and 2010, nearly universal metering, and increased investment in wastewater treatment since 2007. Among the challenges are continued widespread water pollution, poor service quality, low access to improved sanitation in rural areas, poor sustainability of rural water systems, insufficient cost recovery for urban sanitation, and the declining availability of foreign grant and soft loan funding as the Vietnamese economy grows and donors shift to loan financing. The government also promotes increased cost recovery through tariff revenues and has created autonomous water utilities at the provincial level, but the policy has had mixed success as tariff levels remain low and some utilities have engaged in activities outside their mandate.
Vietnam Chamber of Commerce and Industry (VCCI) is a national organization which assembles and represents business community, employers and business associations of all economic sectors in Vietnam. The promotion of trade and business relations with enterprises abroad is one of its main functions. VCCI is an independent, non-governmental, non-profit organization having the status of a legal entity and operating with financial autonomy. N.B. The email links on their site do not work.
A municipal city, commonly known as a city within a city, is a type of second tier subdivision of Vietnam along with urban district, district, town and provincial city, all of which have equal status.
