The Provincial Council of Zeeland (Dutch : Provinciale Staten van Zeeland), also known as the States of Zeeland, is the provincial council of Zeeland, Netherlands. It forms the legislative body of the province. Its 39 seats are distributed every four years in provincial elections.
During the rule of Charles V, the States of Zeeland was made up of prelates from the area (e.g. the abbot of the Onze Lieve Vrouwe Abdij in Middelburg), the main nobles of Zeeland (the Ridderschap) and representatives of the area's six largest cities (known as pensionaries). These cities were Middelburg, Zierikzee, Goes, Reimerswaal and Tholen (with Vlissingen and Veere added after the Dutch Revolt). Decisions were taken by majority vote and the body and area were represented at the States General of the Netherlands by the Grand Pensionary of Zeeland, with this regional states (like the others) also nominating Zeeland's members of the States-General. Its executive board was known as the Gecommitteerde Raden. From 1578, these, the Zeeuwse Admiraliteitscollege and other regional representatives oversaw the Admiralty of Zeeland.

The term Reformed is not a reference to political reform but is a synonym for Calvinism—a major branch of Protestantism. The SGP is the oldest political party in the Netherlands existing in its present form, and has been in opposition for its entire existence. Since 1925, it has won between 1.6% and 2.5% of the votes in general elections. Owing to its orthodox political ideals and its traditional role in the opposition, the party has been called a testimonial party. Since the general election of 2012, it has held three of the 150 seats of the House of Representatives.

Water boards are independent of administrative governing bodies like provinces and municipalities. They manage polder systems, water levels, water barriers and locks, enforcements, water quality and sewage treatment in their respective regions. The concept of a coordinating "High Water Authority" (Hoogheemraadschap) originated in what now is the province of South Holland in the 12th century.
