Regional Clean Air Incentives Market (RECLAIM) is an emissions trading program operating in the state of California since 1994. Under the trading program, hundreds of polluting facilities are required to cut their emissions of nitrogen oxides (NOx) and sulfur oxides (SOx).

Under the system, which operates as a cap-and-trade program, each participating facility is given a certain number of emission rights (the 'cap') for free. In each consecutive year, the number of emission rights given is reduced such that the facilities have to either reduce their emissions or buy up emission rights from facilities with enough to trade.

The system was designed to reduce emissions of NOx by 70% from 1994 to 2003, and it was hoped to achieve this more cheaply than the traditional 'command and control' regulations it replaced. However, due to the setting of too generous caps, emissions were reduced at only a fraction of the rate expected at the time of the program's adoption. The US Environmental Protection Agency (EPA) considers RECLAIM a general lesson for market-based systems, namely that market-based programs require significant planning, preparation, and management during development and throughout the life of the program.

Scope of the Program

As of 2004, The NOx trading program includes 311 participating facilities, and among these 33 also participate in the SOx trading program. [1] The facilities include a large number of electric power stations, in addition to other types of installations.

Environmental results

It is evident that from 1994 to 1999, there were so many emission rights granted that there was little need to reduce emissions. In 2000, the system actually failed and emissions were too high. Emissions of NOx were reduced, albeit in the first many years more slowly than had been expected (see figure), and more slowly than under previous regulations. In its 2003 evaluation of RECLAIM, EPA concluded:

The initial allocations were excessively high and well beyond what was needed to account or allow for recovery from the "recessionary" economic conditions at the time RECLAIM was initiated. As indicated elsewhere, the initial allocations were roughly 40-60 percent above actual emissions during the first two years (1994-1995). EPA was unable to locate analyses justifying such a growth allowance based on economic data. Further, the data that has been provided in SCAQMD reports indicates that the Gross Regional Product has increased by approximately 13 percent since start of the program. This is not of sufficient magnitude to explain a rate of emissions decrease of less than half the initial projections. [2]

Costs

The program was founded on the principle that it would not only achieve the same environmental results as the traditional (successful) 'command and control' regulations, but that it would do so more cheaply. As EPA pointed out in its 2003 review of the program, it first of all failed to reduce emissions as much as otherwise, due to too generous emission caps, and even then much of the emissions reduced came at a price (per tonne) higher than would have been the case under the subsumed command-and-control program.

Allowance prices

The emission rights in RECLAIM are called RECLAIM Trading Credits (RTC), with one RTC for each tonne of NOx or SOx emissions. During 2005, NOx RTC average prices ranged from a low of $1,200 per ton for the Compliance Year 2004 RTCs, to $9,730 per ton for Compliance Year 2008 NOx RTCs, to $10,193 per ton of NOx RTCs for Compliance Years 2010, and leveled off at around $9,800 per ton for RTCs valid for Compliance Years 2010 and beyond. For SOx, average 2005 prices ranged from $1,400 per ton for Compliance Year 2004 SOx RTCs to around $4,450 per ton of SOx RTCs valid for Compliance Year 2007 and beyond. [1]

Emissions trading is a market-based approach to controlling pollution by providing economic incentives for reducing the emissions of pollutants. The concept is also known as cap and trade (CAT) or emissions trading scheme (ETS). Carbon emission trading for CO2 and other greenhouse gases has been introduced in China, the European Union and other countries as a key tool for climate change mitigation. Other schemes include sulfur dioxide and other pollutants.

A carbon credit is a generic term for any tradable certificate or permit representing the right to emit a set amount of carbon dioxide or the equivalent amount of a different greenhouse gas (tCO2e).

Navajo Generating Station Former coal-fired power plant in Arizona

Navajo Generating Station was a 2.25-gigawatt, coal-fired power plant located on the Navajo Nation, near Page, Arizona, United States. This plant provided electrical power to customers in Arizona, Nevada, and California. It also provided the power for pumping Colorado River water for the Central Arizona Project, supplying about 1.5 million acre feet (1.85 km3) of water annually to central and southern Arizona. As of 2017 permission to operate as a conventional coal-fired plant was anticipated until 2017–2019, and to December 22, 2044, if extended. However, in 2017, the utility operators of the power station voted to close the facility when the lease expires in 2019. In March 2019, the Navajo Nation ended efforts to buy the plant and continue running it after the lease expires.

Renewable Energy Certificates (RECs), also known as Green tags, Renewable Energy Credits, Renewable Electricity Certificates, or Tradable Renewable Certificates (TRCs), are tradable, non-tangible energy certificates in the United States that represent proof that 1 megawatt-hour (MWh) of electricity was generated from an eligible renewable energy resource and was fed into the shared system of power lines which transport energy. Solar renewable energy certificates (SRECs) are RECs that are specifically generated by solar energy.

Carbon offset Carbon dioxide reduction scheme

A carbon offset is a reduction or removal of emissions of carbon dioxide or other greenhouse gases made in order to compensate for emissions made elsewhere. Offsets are measured in tonnes of carbon dioxide-equivalent (CO2e). One ton of carbon offset represents the reduction or removal of one ton of carbon dioxide or its equivalent in other greenhouse gases. Both the Oxford Principles for Net Zero Aligned Offsetting and the Science Based Targets initiative's Net-Zero Criteria argue for the importance of moving beyond offsets based on reduced or avoided emissions to offsets based on carbon that has been sequestered from the atmosphere, such as CO2 Removal Certificates (CORCs).

Regional Greenhouse Gas Initiative

The Regional Greenhouse Gas Initiative (RGGI, pronounced "Reggie") is the first mandatory market-based program to reduce some greenhouse gas emissions by the United States. RGGI is a cooperative effort among the states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island, Vermont and Virginia to cap and reduce carbon dioxide (CO2) emissions from the power sector. RGGI compliance obligations apply to fossil-fueled power plants 25 megawatts (MW) and larger within the 11-state region. As of 2021, Pennsylvania is pending RGGI membership with an anticipated start in early 2022, and North Carolina is currently considering joining RGGI.

The Acid Rain Program is a market-based initiative taken by the United States Environmental Protection Agency in an effort to reduce overall atmospheric levels of sulfur dioxide and nitrogen oxides, which cause acid rain. The program is an implementation of emissions trading that primarily targets coal-burning power plants, allowing them to buy and sell emission permits according to individual needs and costs. In 2011, the trading program that existed since 1995 was supplemented by four separate trading programs under the Cross-State Air Pollution Rule (CSAPR). On August 21, 2012, the United States Court of Appeals for the District of Columbia issued its Opinion and Order in the appeal of the Cross State Air Pollution Rule (CSAPR) for two independent legal reasons. The stay on CSAPR was lifted in October 2014, allowing implementation of the law and its trading programs to begin.

The South Coast Air Quality Management District, also using the acronym South Coast (AQMD), formed in 1976, is the air pollution agency responsible for regulating stationary sources of air pollution in the South Coast Air Basin, in Southern California. The separate California Air Resources Board is responsible for regulating mobile sources in the air basin.

A mobile emission reduction credit (MERC) is an emission reduction credit generated within the transportation sector. The term “mobile sources” refers to motor vehicles, engines, and equipment that move, or can be moved, from place to place. Mobile sources include vehicles that operate on roads and highways, as well as nonroad vehicles, engines, and equipment. Examples of mobile sources are passenger cars, light trucks, large trucks, buses, motorcycles, earth-moving equipment, nonroad recreational vehicles, farm and construction equipment, cranes, lawn and garden power tools, marine engines, ships, railroad locomotives, and airplanes. In California, mobile sources account for about 60 percent of all ozone forming emissions and for over 90 percent of all carbon monoxide (CO) emissions from all sources.

Greenhouse gas emissions by the United States Climate changing gases from the North American country

The United States produced 6.6 billion metric tons of carbon dioxide equivalent greenhouse gas (GHG) emissions in 2019, the second largest in the world after greenhouse gas emissions by China and among the countries with the highest greenhouse gas emissions per person. In 2019 China is estimated to have emitted 27% of world GHG, followed by the United States with 11%, then India with 6.6%. In total the United States has emitted a quarter of world GHG, more than any other country. Annual emissions are over 15 tonnes per person and, amongst the top eight emitters, is the highest country by greenhouse gas emissions per person. Because coal-fired power stations are gradually shutting down, in the 2010s emissions from electricity generation fell to second place behind transportation which is now the largest single source. In 2019, 29% of the GHG emissions of the United States were from transportation, 25% from electricity, 23% from industry, 13% from commercial and residential buildings and 10% from agriculture. These greenhouse gas emissions are contributing to climate change in the United States as well as worldwide. As of 2022 US carbon polluters are not paying for the damage they are causing to other countries.

Title 40 is a part of the United States Code of Federal Regulations. Title 40 arranges mainly environmental regulations that were promulgated by the US Environmental Protection Agency (EPA), based on the provisions of United States laws. Parts of the regulation may be updated annually on July 1.

Clean Air Act (United States) United States federal law to control air pollution

The Clean Air Act (CAA) is the United States' primary federal air quality law, intended to reduce and control air pollution nationwide. Initially enacted in 1963 and amended many times since, it is one of the United States' first and most influential modern environmental laws.

The Chinese national carbon trading scheme is an intensity-based trading system for carbon dioxide emissions by China, which started operating in 2021. This emission trading scheme (ETS) creates a carbon market where emitters can buy and sell emission credits. From this scheme, China can limit emissions, but allow economic freedom for emitters to reduce emissions or purchase emission allowances from other emitters. China is the largest emitter of greenhouse gases (GHG) and many major Chinese cities have severe air pollution. The scheme is run by the Ministry of Ecology and Environment, which eventually plans to limit emissions from six of China's top carbon dioxide emitting industries. In 2021 it started with its power plants, and covers 40% of China's emissions, which is 15% of world emissions. China was able to gain experience in drafting and implementation of an ETS plan from the United Nations Framework Convention on Climate Change (UNFCCC), where China was part of the Clean Development Mechanism (CDM). From this experience with carbon markets, and lengthy discussions with the next largest carbon market, the European Union (EU), as well as analysis of small scale pilot markets in major Chinese cities and provinces, China's national ETS is the largest of its kind and will help China achieve its Nationally Determined Contribution (NDC) to the Paris Agreement. In July 2021 permits were being handed out for free rather than auctioned, and the market price per tonne of CO2e was around RMB 50, far less than the EU ETS and the UK ETS.

The environmental effects of paper are significant, which has led to changes in industry and behaviour at both business and personal levels. With the use of modern technology such as the printing press and the highly mechanized harvesting of wood, disposable paper became a relatively cheap commodity, which led to a high level of consumption and waste. The rise in global environmental issues such as air and water pollution, climate change, overflowing landfills and clearcutting have all lead to increased government regulations. There is now a trend towards sustainability in the pulp and paper industry as it moves to reduce clear cutting, water use, greenhouse gas emissions, fossil fuel consumption and clean up its influence on local water supplies and air pollution.

The California Statewide Truck and Bus Rule was initially adopted in December 2008 by the California Air Resources Board (CARB) and requires all heavy-duty diesel trucks and buses that operate in California to retrofit or replace engines in order to reduce diesel emissions. All privately and federally owned diesel-fueled trucks and buses, and privately and publicly owned school buses with a gross vehicle weight rating (GVWR) greater than 14,000 pounds, are covered by the regulation.

Mobile source air pollution

Mobile source air pollution includes any air pollution emitted by motor vehicles, airplanes, locomotives, and other engines and equipment that can be moved from one location to another. Many of these pollutants contribute to environmental degradation and have negative effects on human health. To prevent unnecessary damage to human health and the environment, environmental regulatory agencies such as the U.S. Environmental Protection Agency have established policies to minimize air pollution from mobile sources. Similar agencies exist at the state level. Due to the large number of mobile sources of air pollution, and their ability to move from one location to another, mobile sources are regulated differently from stationary sources, such as power plants. Instead of monitoring individual emitters, such as an individual vehicle, mobile sources are often regulated more broadly through design and fuel standards. Examples of this include corporate average fuel economy standards and laws that ban leaded gasoline in the United States. The increase in the number of motor vehicles driven in the U.S. has made efforts to limit mobile source pollution challenging. As a result, there have been a number of different regulatory instruments implemented to reach the desired emissions goals.

The Emissions Reduction Market System (ERMS) is a regulatory plan designed to curb emissions of volatile organic material (VOM) in Illinois. The ERMS operates under the principles of a cap and trade market system.

Emission Control Areas (ECAs), or Sulfur Emission Control Areas (SECAs), are sea areas in which stricter controls were established to minimize airborne emissions from ships as defined by Annex VI of the 1997 MARPOL Protocol.
