Richard J. Balducci (born 1942) is a retired lobbyist and politician from Newington,Connecticut who was the Speaker of the Connecticut House of Representatives from 1989 to 1992. He also served one term in the Connecticut State Senate. [1] [2]
Balducci currently sits on the board of regents of the Connecticut State Colleges &Universities. [3] He is the head of the Board's Finance and Infrastructure Committee. [4]
Balducci taught history for 17 years in the Newington public school system. [3] He was also a partner in New England Recovery,an automobile salvage business. [5]
Balducci is a partner in the lobbying firm Doyle,D'Amore and Balducci. [6]

She is the first African-American woman elected to statewide office in the history of Connecticut,the first woman elected State Treasurer in Connecticut history,and the first African-American woman elected to serve as state treasurer in the United States. The Metropolitan District Commission of Connecticut (MDC) is a public non-profit municipal corporation chartered by the Connecticut General Assembly in 1929 to provide drinking water and sewer service to the Hartford area. The original agreement tied together the water systems of Hartford,Bloomfield,Newington,Wethersfield,and Windsor. The MDC currently serves eight towns in the Hartford area. Incumbent Democrat Denise Merrill planned to retire at the end of her elected term,but resigned June 30 to care for her ailing husband. Governor Lamont appointed former associate attorney general Mark Kohler to the position. Kohler was sworn in July 11. He was not a candidate for the office in the November election.
