Born in 1946 and educated in Dublin, he was an English professor and visiting poet at the University of St. Thomas, Minnesota, USA from 1970 to 1971, and published two volumes of poetry in the early 1970s. In 1974 he joined the Irish diplomatic service.

In the 1980s he served as counsellor in the Irish Embassy in London where, according to Garret FitzGerald, he did very useful work in the run up to the Anglo-Irish Agreement. One of his talents was that he was an excellent shot. This gave him a ready entrée to several segments of British society, including important sections of the Tory party. His role was to influence a wide range of MPs, particularly Conservatives, in favour of Irish policy. In Fitzgerald's words, he did Trojan work "dining for Ireland", and helped to ensure that when Margaret Thatcher eventually came to sound out whether an agreement along the lines Ireland was seeking was "saleable" to her party, she would receive a positive response. [1]

He served as Irish ambassador to Korea (1989–93), [2] Japan and Spain (1994–98) [3] before becoming Ireland's permanent representative to the United Nations from 1998 until 2005. [4] In that role he played an important part in securing a seat for Ireland as a non-permanent member of the Security Council ( 2001-2002). [5]

He was also ambassador to the Czech Republic between 2009 and 2011. [6] He later served as Irish ambassador to the Netherlands.

Fiji has experienced many coups recently, in 1987, 2000, and 2006. Fiji has been suspended various times from the Commonwealth of Nations, a grouping of mostly former British colonies. It was readmitted to the Commonwealth in December 2001, following the parliamentary election held to restore democracy in September that year, and has been suspended again because of the 2006 coup, but has been readmitted a second time after the 2014 election. Other Pacific Island governments have generally been sympathetic to Fiji's internal political problems and have declined to take public positions.

The foreign relations of Ireland are substantially influenced by its membership of the European Union, although bilateral relations with the United States and United Kingdom are also important to the state. It is one of the group of smaller nations in the EU and has traditionally followed a non-aligned foreign policy. Ireland has historically tended towards independence in foreign military policy, thus it is not a member of the North Atlantic Treaty Organisation and has a longstanding policy of military neutrality. According to the Irish Defence Forces, the neutrality policy has helped them to be successful in their contributions to United Nations peace-keeping missions since 1960 and subsequently in Cyprus, Lebanon and Bosnia and Herzegovina.
