Rural Development Policy Institute

Rural Development Policy Institute is a not-for-profit organisation with an aim to "addressing vulnerabilities of resource-poor rural communities in Pakistan." RDPI was established under Trust Act 1882 in Islamabad on 7 February 2003. A group of lawyers, researchers, journalists and development professionals hailing from rural areas of Punjab created a community of friends based in Islamabad. They decided to develop an institution dedicated to work in and with rural communities of Pakistan. The core objective of establishing such an organisation was to provide an interface between academia, policy makers and media to discuss, debate, research, advise, advocate and demonstrate in field the models of participatory and inclusive rural development which should enhance social, political and economic spaces for the marginalised communities with focus on riverine areas.

RDPI is a civil initiative, with an aim to stimulating public dialogue on politics, informing public action, and "activat(ing) social regrouping to celebrate capacities".

RDPI, as it is known, also takes up research, planning, training and advocacy to help build "appropriate and people-centered rural development" at the village, union council, tehsil and district levels in that part of South Asia.

RDPI defines development as a dynamic process, which enlarges human choices, ensures ecological balance and provides supportive climate so that human creativity may flourish. RDPI understands that appropriate and integrated rural development can positively be achieved by redistributing political power, diversifying the occupational base, enhancing livelihood options and providing necessary infra-structural and training support to socially dropped-out communities and economically left-behind areas. RDPI campaigns for the redressal of grievances of the disentitled majority of rural communities by bringing about a shift in the structure of control and ownership of resources that should bring the disenfranchised back into the central flow of life.

The founders of RDPI include: Amjad Bhatti, Irfan Maqbool, Javaid Iqbal Malik, Iftikhar Haider, Aftab Alam, Kashif Hameed and Sohail Yaqoob Chishti.

Since 2003, RDPI has undertaken about 62 projects amounting Pak Rs 350 million; and has worked in 18 districts, 250 villages/communities in Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Gilgit-Baltistan and Azad Jammu and Kashmir. Currently, RDPI is implementing a major project in 132 communities, 73 villages, two union councils of districts Muzaffargarh and Rajanpur of Southern Punjab. The current project is supported by WHH.

The Board of Trustees of RDPI has undertaken a review of organisations functioning and introduced a Change Management Plan 2015-2016. The CMP is aimed at Institutional Re-profiling and Improved Internal Governance of RDPI. The need for institutional re-profiling (Revamping) and improving internal governance was articulated in a number of meetings and consultations of the BoT. To this effect, following three pillars of reforms were identified for the organisational restructuring of RDPI:

Economic Cooperation Organization

The Economic Cooperation Organization or ECO is an Asian political and economic intergovernmental organization which was founded in 1985 in Tehran by the leaders of Iran, Pakistan, and Turkey. It provides a platform to discuss ways to improve development and promote trade and investment opportunities. The ECO is an ad hoc organisation under the United Nations Charter. Capacity building is the process by which individuals and organizations obtain, improve, and retain the skills, knowledge, tools, equipment, and other resources needed to do their jobs competently. It allows individuals and organizations to perform at a greater capacity. "Capacity building" and "Capacity development" are often used interchangeably. This term indexes a series of initiatives from the 1950s in which the active participation of local communities’ members in social and economic development was encouraged via national and subnational plans. The United Nations Sustainable Development Goal 17 advocates for enhanced international support for capacity building in developing countries to support support national plans to implement the 2030 Agenda.

Akhter Hameed Khan was a Pakistani development practitioner and social scientist. He promoted participatory rural development in Pakistan and other developing countries, and widely advocated community participation in development. His particular contribution was the establishment of a comprehensive project for rural development, the Comilla Model (1959). It earned him the Ramon Magsaysay Award from the Philippines and an honorary Doctorate of law from Michigan State University.

The Orangi Pilot Project collectively designates three Pakistani Non-governmental organisations working together, having emerged from a socially innovative project carried out in 1980s in the squatter areas of Orangi, Karachi, Pakistan. It was initiated by Akhtar Hameed Khan, a North Indian muhajir from Uttar Pradesh implemented by Perween Rahman, a Bihari from Bangladesh and involved the local residents solving their own sanitation problems. Innovative methods were used to provide adequate low cost sanitation, health, housing and microfinance facilities.

Pakistan Institute of Development Economics

The Pakistan Institute of Development Economics is a post-graduate research institute, and a public policy think tank located in the vicinity of Islamabad, Pakistan.

Civil Society Human and Institutional Development Programme (CHIP) is a non-profit organization that works for improving and strengthening the functional capacities of individuals, organizations and institutions. It has its head office in Islamabad, field offices in Sohawa Tehsil of Jhelum District, Swabi and Skardu, and ongoing projects in 20 districts of Pakistan including 3 Agencies of tribal areas. CHIP has extended its service delivery to neighbouring Afghanistan.

Chernobyl Recovery and Development Programme (CRDP) is developed by the United Nations Development Programme and aims at ensuring return to normal life as a realistic prospect for people living in regions affected by Chernobyl disaster. The Programme provides continuing support to the Government of Ukraine for elaboration and implementation of development-oriented solutions for the regions. The CRDP, part of the United Nations Development Programme activities in Ukraine, has been launched based on the recommendations of “The Human Consequences of the Chernobyl Nuclear Accident. A strategy for Recovery”, the joint report by UN agencies initiated in February 2002. Since 2003 the CRDP is constantly working to mitigate long-term social, economic and environmental consequences of the Chernobyl catastrophe, to create more favorable living conditions and to promote sustainable human development in the Chernobyl-affected regions. In partnerships with international organizations, oblast, rayon and state administrations, village councils, scientific institutions, non-governmental organizations and private business, CRDP supports community organizations and helps them to implement their initiatives on economic, social development and environmental recovery. In addition, the CRDP distributes information about the Chernobyl catastrophe internationally and within Ukraine.

Drinking water supply and sanitation in Pakistan is characterized by some achievements and many challenges. Despite high population growth the country has increased the share of the population with access to an improved water source from 85% in 1990 to 92% in 2010, although this does not necessarily mean that the water from these sources is safe to drink. The share with access to improved sanitation increased from 27% to 48% during the same period, according to the Joint Monitoring Program for Water Supply and Sanitation. There has also been considerable innovation at the grass-root level, in particular concerning sanitation. The Orangi Pilot Project in Karachi and community-led total sanitation in rural areas are two examples of such innovation.

Afghanistan Research and Evaluation Unit

The Afghanistan Research and Evaluation Unit (AREU) is an independent research organization based in Kabul, Afghanistan. It aims to provide a firm basis for policy and practice in the country's rapidly changing environment by conducting in-depth, on-the-ground research. Funding is provided by a variety of governments and agencies.

Strengthening Participatory Organization

Strengthening Participatory Organization is the largest rights-based national support organization in Pakistan working since 1994 to strengthen and support community organizations and public interest institutions for promotion of democratic governance, social justice, peace and social harmony. SPO engages civil society networks, faith-based organisations and groups representing a wide range of stakeholders.

The Ministry of Science and Technology is a Cabinet-level Ministry of the Government of Pakistan concerned with Science and Technology in Pakistan and in general, Pakistan's science policy, planning, coordination and directing of efforts to initiate and launch scientific and technological programs as well as projects aimed at economic development.

Afghanistan Public Policy Research Organization

Western Indian Ocean Marine Science Association

Western Indian Ocean Marine Science Association (WIOMSA) is a regional professional, non-governmental, non-profit, membership organization, registered in Zanzibar, Tanzania. The organization is dedicated to promoting the educational, scientific and technological development of all aspects of marine sciences throughout the region of Western Indian Ocean, with a view toward sustaining the use and conservation of its marine resources. The association has about 1000 individual members as well as about 50 institutional members from within and outside the region.

Uganda National Entrepreneurship Development Institute

The Uganda National Entrepreneurship Development Institute (UNEDI) is a privately owned national resource development institution in Uganda whose focus area is entrepreneurship education, training and research. The institute provides training techniques, faculty support, consultancy, research as well as teaching and development of entrepreneurship training materials.
