S. L. Bhat was the Chairman of the Jammu & Kashmir Public Service Commission; he succeeded Arun Kumar in 2009. [1] [2] He was previously Financial Commissioner, Planning & Development Department. [3] He was succeeded by Abdul Latief Deva as Chairman in 2015. [4]

Biography

Born on January, 1st 1950 at Chandapura, Harwan Srinagar Shiban Lal Bhat graduated from Sir Parshurambhau College, Pune, Maharashtra and did his Masters in Political Science from Kashmir University. He pursued a master's degree from Jawahar Lal Nehru University, New Delhi and also a Masters in Development Management and Environment from Glasgow University, U.K.

He joined the Indian Administrative Services in 1976, and served as Deputy Commissioner of Rajouri and Baramulla Districts and also Divisional Commissioner, Kashmir. He served as Commissioner/Secretary to the Agriculture Production, Labor and Employment and Science and Technology Departments. He has been Principal Secretary to the Social Welfare and General Administration Department. He has the distinction of serving in the Ministry of Home Affairs as Director and Joint Secretary from 1991 to 1996. He also served in the Ministry of Agriculture and Cooperation from 2005 to 2008, becoming Additional Secretary for Agriculture and Cooperation in the Agriculture Ministry in 2007. [5] He has represented the country in many international conferences including the FAO and led the Union Agriculture Ministry delegation to China and Pakistan

Jaipal Singh Law is a former bureaucrat and a member of the J&K Public Service Commission, a constitutional body under the erstwhile J&K constitution. A retired officer of the Jammu & Kashmir government in India who superannuated from service in 2014. He retired as the Director of The State's Technical Education Department and a Directors of the executive body of the All India Council For Technical Education (AICTE). He was the head of the Directorate General of YSS J&K and The Secretary of the Sports Council. He is the chairman of the School Games Federation of India (SGFI) legal committee, the head of the Hostel Development committee of the Youth Hostels Association Of India (YHAI) and holds positions in other semi-government bodies. Ramesh Inder Singh is a former Indian civil servant and the incumbent Chief Information Commissioner of the state of Punjab. He was the Deputy Commissioner of Amritsar during the Operation Blue Star, the military action at the Golden Temple in 1984 and has served as the Chief Secretary of Punjab. Dr. C. V. S. K. Sarma is an economist and a retired IAS officer with exceptional public service record. He served as an IAS officer from 1980 to 2013, and retired as the Agriculture Production Commissioner & Spl. Chief Secretary to Government, Agriculture & Coop. Department, Government of Andhra Pradesh. He was also the Vice Chancellor, A.P. Horticulture University before he retired.
