Saimir Tahiri is a convicted Albanian politician,who served as the Minister of Interior Affairs in the government of Prime Minister Edi Rama from 2013 to 2017.
In 2019 he was sentenced to 5 years in prison,reduced to 3 years and 4 months due to the abbreviated trial on charges of abuse of office. He was suspected as involved in organized crime and of helping his cousins in international drug smuggling while serving as Minister of Interiors. In June 2023 his detention was changed to house arrest due to health problems. [1]
Tahiri was born in Tirana,on October 30,1979. Tahiri is in process of completing PhD studies in the area of Parliamentary Law in Albania. He holds a master's degree in public law from the University of Tirana,Faculty of Law,and has a bachelor's degree in law from University of Tirana,Faculty of Law.
He has been awarded the title of lawyer since 2008. In 2006 to 2008,he was a part-time lecturer at the Faculty of Law and several other higher education institutions.
In 2009,he was elected Member of the Assembly representing the Socialist Party for Tirana Region in the 18th Legislature. He was also appointed vice chair of the Parliamentary Group. In 2011,Tahiri was elected as chairman of Tirana Socialist Party Branch. From 2009 to 2013 he was a member of the Committee of Legal Affairs,Public Administration and Human Rights.
On 15 September 2013,he was appointed as Minister of Internal Affairs in the 1st Rama Government. During the first months of his mandate,following the prime minister's orders,Tahiri ordered raids on Lazarat,a secluded village in Albania's south,famed for industrial-scale cannabis cultivation. During the raid,71 tonnes of marijuana were seized by the Police. [2]
In the following years,the drug situation in Albania and the war on illegal trade became a bigger problem and a huge concern for the international community. [3]
On February 18,the opposition launched a protest,which continued for 3 months. One of the main demands was the resignation of Saimir Tahiri. On March 12,four ministers of the Cabinet,including Tahiri,resigned. [4]
On October 16,2017,the Guardia di Finanza of Catania arrested the members of an Albanian–Italian mafia group including 4 Italians and 3 Albanians. According to the Italian prosecution,the criminal group had trafficked over 3.5 tons of cannabis,guns and other weapons over the last few years,with a yearly profit of €20 million. Among the persons arrested was also Moisi Habilaj,one of three Habilaj brothers,well known to the Albanian public because of frequent public accusations for drug trafficking to Greece and Italy. [5] The Habilajs were Tahiri's cousins and during his time as Minister of Interior,the Opposition accused him of collaborating with the Habilaj Gang.
In the transcripts of the Italian police,that wiretapped while investigating the Habilaj Case,came also Tahiri's name. [6] Immediately after that the Prosecution Office asked the country's parliament to greenlight the arrest of MP and former Interior Minister Samir Tahiri,after confirming it suspected he had played a role in a crime ring smuggling cannabis to Italy.
Although Tahiri was expelled from the Socialist Party's parliamentary group,the party -which holds the majority of seats- voted against the prosecution's request to lift the MP's immunity and arrest him,citing a lack of sufficient evidence. [7] They did,however,agree to the restrictive measure of a travel ban,his interrogation and a police search of his home. [8]
On May 3 2018,he resigned from his MP status while the investigation went on for months. [9]
In September 2019,prosecutors demanded 12 years in prison for Tahiri under charges of participation in a criminal organization and international drug trafficking. [10]
On 19 September 2019,the Serious Crime Court sentenced Tahiri to 5 years in prison,which was reduced to 3 years and 4 months due to the abbreviated trial. The court dropped all the three charges by prosecutors and sentenced him on a different charge –abuse of office. [11]
Sali Ram Berisha is an Albanian cardiologist and conservative politician who served as the president of Albania from 1992 to 1997 and as the 32nd prime minister of Albania from 2005 to 2013. Berisha has served as Chairman of the Democratic Party of Albania since 2022. He has previously held the position of Chairman from 1990 to 1992 and 1997 to 2013. He is the leader of opposition in Albania.

On July 8,2010,Christie and 13 other individuals associated with the THC Ministry were indicted by a Federal grand jury in Honolulu on marijuana possession and trafficking charges. On Sept. 27,2013,Christie pleaded guilty to marijuana trafficking and two counts of failing to file income tax returns. On April 28,2014,Christie was sentenced to a term of five years in federal prison,with credit for time already served at the Honolulu Federal Detention Center.

The Albanian mafia participates in a diverse range of criminal enterprises including trafficking in drugs,arms,and humans. Due to their close ties with the 'Ndrangheta of Calabria,they control a large part of the billion dollar wholesale cocaine market in Europe and appear to be the primary distributors of cocaine in various European drug hubs including London. Albanian organized crime is characterized by diversified criminal enterprises which,in their complexity,demonstrate a very high criminal capacity. In Albania,there are over 15 mafia families that control organized crime.
Choo Han Teck is a Singaporean judge of the Supreme Court. He was formerly a lawyer before his appointment to the court as a judge. It was revealed in 2021 that Choo was one of the defence lawyers representing Adrian Lim,the infamous Toa Payoh child killer who was executed in 1988 for charges of murdering a girl and boy as ritual sacrifices. Lazarat is a village in Gjirokastër County,in southern Albania. It is located in the Dropull valley. Formerly functioning as a municipality,as part of the 2015 local government reform,it became a subdivision of the municipality of Gjirokastër. The former municipality consisted of the villages Lazarat and Kordhocë.

He is mostly known for the brutal murder of four police officers August 7,2009 during an operation to arrest him in Durrës. Flamur Noka is an Albanian politician,currently serving as the General Secretary of the Democratic Party of Albania. Born and raised in Kukës,in Albania's northern border with Kosovo,Noka joined the Democratic Party in the early 2000s,and quickly started climbing the ranks. From 2012 to 2013,he was Albania's Minister of the Interior.

The Kettle Falls Five is a name given to five defendants who were charged with 5 violations of federal law including growing,cultivating and distributing cannabis and firearms charges at their 33-acre property near the town of Kettle Falls in eastern Washington. This prosecution was done despite the defendants adherence to Washington State law allowing the growing of cannabis for medical use. One of the defendants,cancer patient Larry Harvey,was not permitted to argue his medical need for the plant in court. Despite this handicap,the defendants were acquitted of 4 out of 5 counts in federal court in Spokane,Washington on March 3,2015.

The 2017 Albanian opposition protests were a series of anti-government protests,largely in Tirana,which centered around poverty,corruption,the illicit drug situation in Albania,fear of electoral fraud in the parliamentary elections,and alleged manipulation of the voting process by the government.

Special Structure against Corruption and Organized Crime,SPAK is an independent judicial entity tasked with investigating corruption and organized crime at the highest levels of government and society in Albania. It consists of the National Bureau of Investigation,the Special Prosecution and the Special Courts. Τhe legal basis of the entity is Article 148/dh of the Constitution of the Republic of Albania and Law No. 95/2016 "On the organization and functioning of institutions for the fight against corruption and organized crime".
On 16 June 2014,around 800 heavily armed Albanian police officers began a large scale raid in the mountain village of Lazarat,targeting cannabis growers,as part of a nation-wide operation to quell illegal cannabis plantations. Armed drug gang members responded with fire from automatic rifles,RPG-7s and mortars. After a four-day siege,the police captured Lazarat and its surrounding fields. Fourteen villagers and mafiosos were arrested. No fatalities were reported. Following the capture of the village,the police destroyed around 91,000 cannabis plants.
