In Britain, Salmon Letters, or Crampton Letters (also known as Maxwellisation or Scott Compliance), are official letters sent out by a public inquiry to people who will be subject to criticism when the inquiry's report is released. The aim of the letter is to give the person a chance to prepare for the resultant exposure and possible legal recourse which may need to be taken when allegations against them become public. [1] The letters also serve to inform someone of the allegations they may have to answer during the tribunal period of the inquiry which may become matters of interest to the public once the report is published.
The letters are so called after Cyril Salmon, Baron Salmon, who first conceived of the idea in 1966 when chairing a report into how tribunals of inquiry were to be conducted. [2]
The letters are also known as Maxwellisations after Robert Maxwell, who complained after criticism of his dealings in a public report. [3] Other reports have delved further into this process, leading to them also being named after those reports, as Crampton Letters (Crampton v Secretary of State for Health 1993) and Scott Compliance (after the Scott Inquiry into the Matrix Churchill Affair (the ‘Arms to Iraq Inquiry’) published in 1996). [4]
Salmon Letters are often sent out in the initial stages of an inquiry, with more dispatched later if further allegations are made. This is common in child abuse inquiries, such as the North Wales Child Abuse Inquiry which started in 1996. [5] The Department for Education's guidelines on the matter (in relation to inquiries where under 18's are involved) include a sample letter which points out to alleged perpetrators that the resultant report has no connection to criminal or any other proceedings. [6]
Salmon Letters have been sent out in most major public inquiries since first being recommended by Baron Salmon in his report Royal Commission on Tribunals of Inquiry (1966). In some cases, particularly the Chilcot Inquiry (into the Iraq war (2003-2010)) it has been cited that delay on the part of those being criticized, in responding to allegations, has led (in part) to a delay in the final report. The Scott Inquiry report noted that adherence to the rules of Salmon Letters had been 'unhelpful' in obtaining clarity. [2]
Whilst the original 1966 report determined that the notification of an allegation was within the fairness of such an inquiry, the responsibility to send the letters out was not enshrined in the Inquiries Act of 2005. However, the Inquiries Rules Act of 2006 requires the chairperson of an inquiry to call the person's attention where the inquiry will be critical of their conduct. This would normally be in the form of a warning letter. [7] The Act stipulates that;
...The inquiry panel must not include any explicit or significant criticism of a person in the report, or in any interim report, unless
a. the chairman has sent that person a warning letter; and
b. the person has been given a reasonable opportunity to respond to the warning letter. [8]

Iraq's Weapons of Mass Destruction: The Assessment of the British Government, also known as the September Dossier, was a document published by the British government on 24 September 2002. Parliament was recalled on the same day to discuss the contents of the document. The paper was part of an ongoing investigation by the government into weapons of mass destruction (WMD) in Iraq, which ultimately led to the invasion of Iraq six months later. It contained a number of allegations according to which Iraq also possessed WMD, including chemical weapons and biological weapons. The dossier even alleged that Iraq had reconstituted its nuclear weapons programme.
The Hutton Inquiry was a 2003 judicial inquiry in the UK chaired by Lord Hutton, who was appointed by the Labour government to investigate the controversial circumstances surrounding the death of David Kelly, a biological warfare expert and former UN weapons inspector in Iraq.
A public inquiry, also known as a tribunal of inquiry, government inquiry, or simply inquiry, is an official review of events or actions ordered by a government body. In many common law countries, such as the United Kingdom, Ireland, Australia and Canada, such an inquiry differs from a royal commission in that a public inquiry accepts evidence and conducts its hearings in a more public forum and focuses on a more specific occurrence. Sir Richard Billing Dearlove is a retired British intelligence officer who was head of the British Secret Intelligence Service (MI6), a role known informally as "C", from 1999 until 6 May 2004. He was head of MI6 during the invasion of Iraq. He was criticised by the Iraq Inquiry for providing unverified intelligence about weapons of mass destruction to the Prime Minister, Tony Blair.

He was a member of the Chilcot Inquiry into Britain's role in the Iraq War.
Philip Douglas Jones is a former director of the Climatic Research Unit (CRU) and a professor in the School of Environmental Sciences at the University of East Anglia (UEA) from 1998, having begun his career at the unit in 1976. He retired from these positions at the end of 2016, and was replaced as CRU director by Tim Osborn. Jones then took up a position as a Professorial Fellow at the UEA from January 2017.
Jawad Jabber Sadkhan is a citizen of Iraq who was held in extrajudicial detention in the United States Guantanamo Bay detainment camps, in Cuba. Sadkhan's Guantanamo Internment Serial Number was 433.
Baha Mousa was an Iraqi man who died while in British Army custody in Basra, Iraq in September 2003. The inquiry into his death found that Mousa's death was caused by "factors including lack of food and water, heat, exhaustion, fear, previous injuries and the hooding and stress positions used by British troops - and a final struggle with his guards". The inquiry heard that Mousa was hooded for almost 24 hours during his 36 hours of custody by the 1st Battalion of the Queen's Lancashire Regiment and that he suffered at least 93 injuries before his death. The report later details that Mousa was subject to several practices banned under both domestic law and the Geneva Conventions. Seven British soldiers were charged in connection with the case. Six were found not guilty. Corporal Donald Payne pleaded guilty to inhumane treatment of a prisoner and was jailed for a year and dismissed from the Army. On 19 September 2006 with his guilty plea to inhumane treatment of Mousa, Payne became the first British soldier to admit to a war crime.

The Review of Intelligence on Weapons of Mass Destruction, widely known as the Butler Review after its chairman Robin Butler, Baron Butler of Brockwell, was announced on 3 February 2004 by the British Government and published on 14 July 2004. It examined the intelligence on Iraq's weapons of mass destruction which played a key part in the Government's decision to invade Iraq in 2003. A similar Iraq Intelligence Commission was set up in the United States. Despite the apparent certainty of both governments prior to the war that Iraq possessed such weapons, no such illegal weapons or programmes were found by the Iraq Survey Group.
The Climatic Research Unit email controversy began in November 2009 with the hacking of a server at the Climatic Research Unit (CRU) at the University of East Anglia (UEA) by an external attacker, copying thousands of emails and computer files to various internet locations several weeks before the Copenhagen Summit on climate change.

The Edinburgh Tram inquiry was a public inquiry, chaired by Lord Hardie, that was held in Edinburgh to establish why the Edinburgh Trams project incurred delays, cost more than originally budgeted and delivered significantly less than was projected. Its report, which was published in September 2023, put much of the blame for the delays and cost overruns on Edinburgh Council and on various arms-length companies employed by the council, singling out Transport Initiatives Edinburgh for particular criticism.

Ardagh v Maguire[2002] IESC 21; [2002] 1 IR 385 was a landmark Irish Supreme Court case on the separation of powers under the Constitution of Ireland. The Court ruled that the holding of an inquiry by the Joint Oireachtas [national parliament] Subcommittee was acting outside the constitutional powers of the Houses of the Oireachtas. The inquiry concerned the case of the fatal shooting of John Carthy at Abbeylara on the 20 April 2000 by members of An Garda Síochána.
