Samant Kumar Goel is a retired Indian civil servant,intelligence officer,who served as the Secretary of Research and Analysis Wing. [2] He was appointed as secretary on 26 June 2019,succeeding Anil Dhasmana. [3] [4]
Goel,who belongs to the Punjab cadre,was involved in the planning of the Balakot air strike and played an important role in checking militancy in Punjab. Mr. Goel,a recipient of the Police Medals for Gallantry and Meritorious Service,joined the R&AW in 2001. [5]
Goel has also served as Chief of Station,Europe Desk and as Chief of Station in London. [6]
Goel has been accused by intelligence agencies in the United States of involvement in an attempt to assassinate Sikh activist Gurpatwant Singh Pannun,a U.S. citizen,while he was living in New York. [7]
The Khalistan movement is a separatist movement seeking to create a homeland for Sikhs by establishing an ethno‐religious sovereign state called Khalistan in the Punjab region. The proposed boundaries of Khalistan vary between different groups;some suggest the entirety of the Sikh-majority Indian state of Punjab,while larger claims include Pakistani Punjab and other parts of North India such as Chandigarh,Haryana,and Himachal Pradesh. The 2019 Balakot airstrike was a bombing raid conducted by Indian warplanes on 26 February 2019 in Balakot,Pakistan,against an alleged training camp of the terrorist group Jaish-e-Mohammed. Open source satellite imagery has revealed that no targets of consequence were hit. The following day,Pakistan shot down an Indian warplane and took its pilot,Abhinandan Varthaman,as prisoner. Indian anti-aircraft fire downed an Indian helicopter killing six or seven airmen on board,their deaths receiving perfunctory coverage by Indian media. India claimed that a Pakistani F-16 fighter jet was downed,but that claim has been debunked. Subodh Kumar Jaiswal is an Indian police officer who served as the director of Central Bureau of Investigation (CBI). He is a 1985 batch Indian Police Service (IPS) officer and former Director General of Police,Maharashtra. He was previously the police commissioner of Mumbai,the largest city in India and the seventh most populous city in the world. Jaiswal was with the Research and Analysis Wing (R&AW),India's external intelligence agency for nine years,during which he served as the additional secretary of R&AW for three years. Jaiswal has also served in Intelligence Bureau and Maharashtra ATS Chief. He was the head of the Central Industrial Security Force. Jaiswal's career began in 1985 as a trainee officer in Aurangabad,where he was subsequently assigned the full posting as the Assistant Commissioner of Police.
Arvind Kumar,a 1984 (37RR) batch Assam-Meghalaya cadre Indian Police Service (IPS) officer,is a former Director of the Intelligence Bureau. the senior-most ranked IPS officer. After retirement,he was appointed as a Commissioner of the Central Vigilance Commission (CVC) on 3 August 2022 and served there till 30 September 2024.
The Directorate General of Security is an organisation of covert operations under India's Cabinet Secretariat. It is one of the four legally defined intelligence organisations of India and listed in the Schedule of the Intelligence Organisations Act,1985,the other three being I.B.,R&AW and NTRO. Since 1971,the Secretary,Research and Analysis Wing has usually held the post of Director General. This organisation used to be composed of Special Service Bureau,Aviation Research Centre,Special Frontier Force and Chief Inspectorate of Armaments. Deka is an Indian Police Service (IPS) officer of the 1988 (41RR),Deka was empanelled as Director general of police level in 2021. Deka's tenure as the Director of the Intelligence Bureau started from 1 July as his predecessor Arvind Kumar's tenure ended on June 30,2022.
Gurpatwant Singh Pannun is one of the main leaders of the Khalistan movement,which advocates for a religion-based separate state to be split out from Punjab and many neighbouring areas in India,to be known as Khalistan. He is the legal advisor and spokesperson for Sikhs for Justice (SFJ),which aims to promote the idea of a separate Sikh state. As of July 2020,the Ministry of Home Affairs of India has declared Pannun a terrorist on the grounds of sedition and secessionism,and has requested an Interpol red notice for him.
