The San Francisco Bicycle Plan is the current guiding document for near-term bicycle transportation improvements in San Francisco, and was adopted unanimously by the Board of Supervisors on August 11, 2009. [1] The overall goal of the plan is to "increase safe bicycle use" over an expected implementation timeline of 5 years. [2] The plan recommends 60 near-term improvements to the bicycle route network, 52 of which are the addition of bicycle lanes to 34 miles of city streets to the already existing 45 miles of city streets with bicycle lanes.
San Francisco adopted a "Transit First" policy in 1973, identifying transit, bicyclists, and pedestrians as the city's top transportation priorities. It states that "Travel by public transit, by bicycle, and on foot must be an attractive alternative to travel by private automobile", "Decisions regarding the use of limited public street and sidewalk space shall encourage the use of public rights of way by pedestrians, bicyclists, and public transit", and "Bicycling shall be promoted by encouraging safe streets for riding, convenient access to transit, bicycle lanes, and secure bicycle parking." [3] In order to more specifically guide improvements to bicycle infrastructure, the first San Francisco Bicycle Plan was adopted in 1997, and led to the construction of many bicycle lanes and the installation of over 1,500 bicycle parking racks on sidewalks. [2]
An effort to update the 1997 plan was initiated in 2002 in order to qualify for funding from the California Bicycle Transportation Account (BTA) for bicycle facilities and programs. Public outreach to provide community input was led by the San Francisco Bicycle Coalition, and funded by a Caltrans Community Based Planning Grant. This community input included thousands of individuals and community groups in the planning process. The resulting 2005 San Francisco Bicycle Plan was adopted unanimously by the Board of Supervisors on June 7, 2005, [4] but a preliminary injunction was issued against its implementation by San Francisco Superior Court judge James Warren at the request of plan opponents in late June 2006. [5] These groups argued that removing travel lanes and parking spaces for motor vehicles, as the bicycle plan proposed, could cause significant damage to the environment and therefore required an environmental review under the California Environmental Quality Act. [6] The injunction, which was upheld by San Francisco Superior Court judge Peter Busch on November 7, 2006, [7] barred the city from implementing any of the projects described in the plan, including bicycle paths, lanes, or sharrows.
The 2009 San Francisco Bicycle Plan's overall goal is to "increase safe bicycle use". In addition, the plan has eight "chapter goals" intended to support the overall goal with specific action items.

The San Francisco Municipal Transportation Agency (SFMTA) and the San Francisco Department of Public Works (SFDPW) are responsible for implementing improvements to the bicycle route network. The SFMTA pursues bicycle project funding, and serves as the lead planning and engineering agency for bicycle projects, while the SFDPW contracts the construction of bicycle projects. Six months later, at the end of January 2011, they had installed bicycle lanes on 11 miles of city streets. [8]
The SFMTA installs inverted-U bicycle parking racks at the request of businesses or residents on city sidewalks next to the street. This activity was not prevented under the 2006-2010 injunction, and the SFMTA continues to install and repair them when damaged, slowly increasing their number over time. Between August and December 2010, the SFMTA installed ten "bicycle corrals", which are groups of five to eight inverted-U racks located in the street next to the sidewalk, replacing one automobile parking space. These were installed at locations with a particularly high demand for bicycle parking, usually grocery stores or cafes.
While the 2005 San Francisco Bicycle Plan was under injunction, the commuter rail service Caltrain, which runs daily between San Francisco and San Jose, issued a Bicycle Access and Parking Plan on October 2, 2008. [9] This plan aims to increase cycling to Caltrain stations, already at 8% of riders, by expanding bicycle access to trains and with additional bicycle parking at stations. Caltrain first allowed bicycles on board in 1992 and has since made incremental improvements, most recently increasing bicycle capacity in 2009, from 32 to 40 bicycles on the older "gallery" train cars and from 16 to 24 bicycles on the newer Bombardier train cars. [10]
BART permanently permitted bicycles on all trains at all hours as of October, 2013 [11] with certain restrictions related to the front cars of the train and crowding. None of the other agencies that serve San Francisco with public transit (Muni, AC Transit, SamTrans) have improved bicycle access since the bicycle plan was adopted. Bicycle access is normally not a problem on AC Transit or SamTrans, as all of their buses are equipped with front-mounted bicycle racks.
Bicycles have been allowed on the Golden Gate Bridge since the mid-1970s, but have never had access to the Bay Bridge connecting San Francisco with Oakland. Cyclists now have access to the new eastern span of the Bay Bridge (between Yerba Buena Island and Oakland) since completion in 2013. While a western span addition (between San Francisco and Yerba Buena Island) is being considered, construction will not begin until 2019 at the earliest. [12]
Caltrain is a California commuter rail line serving the San Francisco Peninsula and Santa Clara Valley. The southern terminus is in San Jose at Tamien station with weekday rush hour service running as far as Gilroy. The northern terminus of the line is in San Francisco at 4th and King Streets. Caltrain has 28 regular stops, one limited-service weekday-only stop, one weekend-only stop (Broadway), and one football-only stop (Stanford). While average weekday ridership in 2019 exceeded 63,000, impacts of the COVID-19 pandemic have been significant: in August 2022, Caltrain had an average weekday ridership of 18,600 passengers.
The N Judah is a hybrid light rail/streetcar line of the Muni Metro system in San Francisco, California. The line is named after Judah Street that it runs along for much of its length, named after railroad engineer Theodore Judah. It links downtown San Francisco to the Cole Valley and Sunset neighborhoods. The line provides rail access to Golden Gate Park. It is the busiest line in the Muni Metro system, serving an average of 41,439 weekday passengers in 2013. It was one of San Francisco's streetcar lines, beginning operation in 1928, and was partially converted to modern light-rail operation with the opening of the Muni Metro system in 1980. While many streetcar lines were converted to bus lines after World War II, the N Judah remained a streetcar line due to its use of the Sunset Tunnel.
The L Taraval is a hybrid light rail/streetcar line of the Muni Metro system in San Francisco, California, mainly serving the Parkside District. Since 2021, the line has been suspended and replaced by buses until the end of 2024 for an improvement project along Taraval Street.
The Third Street Light Rail Project was the construction project that expanded the Muni Metro system in San Francisco, California, linking downtown San Francisco to the historically underserved southeastern neighborhoods of Bayview-Hunters Point and Visitacion Valley along the eastern side of the city. Construction was finished in late 2006, non-revenue weekend service began on January 13, 2007, and full service began on April 7, 2007. The new service, as the T Third Street Metro line, replaced the 15 Third bus line, which ran south from the Caltrain Depot at 4th and King streets, along Third Street and Bayshore Boulevard to the southeastern neighborhoods.
The San Francisco Municipal Transportation Agency is an agency created by consolidation of the San Francisco Municipal Railway (Muni), the Department of Parking and Traffic (DPT), and the Taxicab Commission. The agency oversees public transport, taxis, bicycle infrastructure, pedestrian infrastructure, and paratransit for the City and County of San Francisco.
Intermodal passenger transport, also called mixed-mode commuting, involves using two or more modes of transportation in a journey. Mixed-mode commuting is often used to combine the strengths of various transportation options. A major goal of modern intermodal passenger transport is to reduce dependence on the automobile as the major mode of ground transportation and increase use of public transport. To assist the traveller, various intermodal journey planners such as Rome2rio and Google Transit have been devised to help travellers plan and schedule their journey.
People in the San Francisco Bay Area rely on a complex multimodal transportation infrastructure consisting of roads, bridges, highways, rail, tunnels, airports, seaports, and bike and pedestrian paths. The development, maintenance, and operation of these different modes of transportation are overseen by various agencies, including the California Department of Transportation (Caltrans), the Association of Bay Area Governments, San Francisco Municipal Transportation Agency, and the Metropolitan Transportation Commission. These and other organizations collectively manage several interstate highways and state routes, eight passenger rail networks, eight trans-bay bridges, transbay ferry service, local and transbay bus service, three international airports, and an extensive network of roads, tunnels, and bike paths.
A road diet is a technique in transportation planning whereby the number of travel lanes and/or effective width of the road is reduced in order to achieve systemic improvements.
The E Embarcadero is a historic streetcar line that is the San Francisco Municipal Railway's second heritage streetcar line in San Francisco, California. Trial service first ran during the Sunday Streets events on The Embarcadero in 2008. The line initially ran on weekends only, but expanded to weeklong service in late April 2016.
Complete streets is a transportation policy and design approach that requires streets to be planned, designed, operated and maintained to enable safe, convenient and comfortable travel and access for users of all ages and abilities regardless of their mode of transportation. Complete Streets allow for safe travel by those walking, cycling, driving automobiles, riding public transportation, or delivering goods.
The San Francisco Bicycle Coalition (SFBC) is a California 501(c)(4) nonprofit public-benefit corporation established to "transform San Francisco's streets and neighborhoods into more livable and safe places by promoting the bicycle for everyday transportation." Founded in 1971, dormant through much of the 1980s, and re-founded in 1990, the SFBC in 2011 has a dues-paying membership of over 12,000 and is considered to be one of the most influential membership-based advocacy organizations in San Francisco.
A shared lane marking, shared-lane marking, or sharrow is a street marking installed at various locations worldwide, such as New Zealand, Australia, Canada, Spain, and the United States. This marking is placed in the travel lane to indicate where people should preferably cycle.
The Geary Bus Rapid Transit project added bus rapid transit features to San Francisco Municipal Railway bus lines along Geary Boulevard. The corridor serves routes 38, 38R, 38AX, 38BX which combined to serve 52,900 daily riders in 2019, the most of any corridor in the city. The project added transit-only lanes, painted red, along many sections of Geary between the Transbay Transit Center and 33rd Avenue. After the project’s completion, over 75% of Geary corridor now has transit lanes.
Van Ness Bus Rapid Transit is a bus rapid transit (BRT) corridor on Van Ness Avenue in San Francisco, California, United States. The 1.96-mile (3.15 km) line, which runs between Mission Street and Lombard Street, has dedicated center bus lanes and nine stations. It was built as part of the $346 million Van Ness Improvement Project, which also included utility replacement and pedestrian safety features. Van Ness Bus Rapid Transit is used by several San Francisco Municipal Railway (Muni) lines including the 49 Van Ness–Mission, as well as three Golden Gate Transit routes.
Toronto, Ontario, like many North American cities, has slowly been expanding its purpose-built cycling infrastructure. The number of cyclists in Toronto has been increasing progressively, particularly in the city's downtown core. As cycling conditions improve, a cycling culture has grown and alternatives such as automobiles are seen as less attractive. The politics of providing resources for cyclists, particularly dedicated bike lanes, has been contentious, particularly since the 2010s.
Bike East Bay, formerly known as East Bay Bicycle Coalition, is a Californian non-profit organization that worked since 1972 toward "promoting bicycling as an everyday means of transportation and recreation" in Alameda and Contra Costa counties of the California's East Bay.
Cycling in San Francisco has grown in popularity in recent years, aided by improving cycling infrastructure and community support. San Francisco's compact urban form and mild climate enable cyclists to reach work, shopping, and recreational destinations quickly and comfortably. Though San Francisco's famed steep hills can make cycling difficult, many parts of the city are relatively flat, including some of the most densely populated. However, heavy automobile traffic, the lack of bike lanes on many streets, and difficulty in crossing major streets deter most residents from cycling frequently in San Francisco.
Cycling infrastructure is all infrastructure cyclists are allowed to use. Bikeways include bike paths, bike lanes, cycle tracks, rail trails and, where permitted, sidewalks. Roads used by motorists are also cycling infrastructure, except where cyclists are barred such as many freeways/motorways. It includes amenities such as bike racks for parking, shelters, service centers and specialized traffic signs and signals. The more cycling infrastructure, the more people get about by bicycle.
The Sustainable Transport Award (STA), is presented annually to a city that has shown leadership and vision in the field of sustainable transportation and urban livability in the preceding year. Nominations are accepted from anyone, and winners and honorable mentions are chosen by the Sustainable Transport Award Steering Committee.
San Jose, California has various cycling routes on roads and trails used by both commuters and recreational riders. The city has plans to expand the current 285 miles (459 km) of bike lanes to 400 miles (640 km), and the current 60 miles (97 km) of trails to 100 miles (160 km). San Jose was ranked as a bronze-level bicycle-friendly community by the League of American Bicyclists.
