Caguas is a city and municipality of Puerto Rico located in the Central Mountain Range of Puerto Rico, south of San Juan and Trujillo Alto, west of Gurabo and San Lorenzo, and east of Aguas Buenas, Cidra, and Cayey. Caguas was founded in 1775. The municipality had a population of 127,244 at the 2020 census.

The Universidad del Noreste (UNE), is a private Mexican university founded in 1970; it was the first private institution of higher education established in the state of Tamaulipas. Dr. Manuel Martínez Maldonado, MD; MACP, an internist and nephrologist, administrator, educator, poet and author, has authored numerous scientific publications and edited several books. His research interests are the regulation of body fluids and the pathophysiology of blood pressure and its effects on the kidneys. He also focuses on the renin angiotensin system, a hormone system that helps regulate long-term blood pressure and blood volume in the body and which is controlled primarily by the kidneys. His clinical research has included polycycstic kidney disease, renal stones and hypercalcemia. Martinez-Maldonado has occupied numerous positions, including Vice President for Research at Oregon Health and Sciences University (1998-2000), President and Dean of the Ponce School of Medicine (2000–2006). He was the executive vice president for research at the University of Louisville from 2000 to 2009.
Rosa A. González, RN, was a nurse, author, feminist and activist. She established various health clinics throughout Puerto Rico and was the founder of The Association of Registered Nurses of Puerto Rico. In 1929, Gonzalez wrote a book titled Los Hechos Desconocidos, in which she denounced the discrimination against women and nurses in Puerto Rico. González’s book convinced James R. Beverley, the Interim Governor of Puerto Rico, to sign Ley 77 in May 1930, which established a Nurses Examining Board. In 1978, she was the first recipient of the Public Health Department of Puerto Rico Garrido Morales Award.
