In cricket, an umpire is a person who has the authority to make decisions about events on the cricket field, according to the Laws of Cricket. Besides making decisions about legality of delivery, appeals for wickets and general conduct of the game in a legal manner, the umpire also keeps a record of the deliveries and announces the completion of an over.
The International Cricket Council (ICC) is the global governing body of cricket. It was founded as the Imperial Cricket Conference in 1909 by representatives from Australia, England and South Africa. It was renamed as the International Cricket Conference in 1965, and took up its current name in 1989. It organises world championship events such as Cricket World Cup, Women's Cricket World Cup, ICC T20 World Cup, ICC Women's T20 World Cup, ICC Champions Trophy and Under-19 Cricket World Cup.
Paul Ronald Reiffel is an Australian former cricketer who played in 35 Tests and 92 One Day Internationals (ODIs) from 1992 to 1999. He was part of Australia's victorious 1999 World Cup team. Stephen Grant Randell is a former Australian Test cricket match umpire, the first to come from Tasmania. He was convicted in 1999 of 15 counts of sexual assault against nine schoolgirls of ages 10-12 while teaching at a Catholic primary school between 1981 and 1982.
Darrell Bruce Hair is an Australian former Test match cricket umpire, from New South Wales. He stood on the International panel of umpires from 2002 to 2003, before he, along with fellow Australian Simon Taufel, and New Zealander Billy Bowden, was appointed to the ICC Elite umpire panel. After an ICC board meeting discussed his actions in a Test match between Pakistan and England in 2006 it was decided he should not umpire matches involving the test playing nations. He was restored to the Elite Panel by the ICC on 12 March 2008 and stood in the England v New Zealand tests at Old Trafford in May and Trent Bridge in June 2008.
Graham David Lloyd is a former English cricketer who played for Lancashire County Cricket Club (1988-2002) and in six One Day Internationals for England between 1996 and 1998. His final List A cricket appearance was for Cumberland County Cricket Club in 2003 against Scotland, a match in which he scored 123 runs.
Frederick Robert Goodall is a former New Zealand international cricket umpire who officiated in 24 Tests and 15 one-day internationals between 1965 and 1988. His debut as One Day International umpire was at Christchurch in February 1973, in the first one-day cricket match played in New Zealand; he made his Test debut eight years earlier, also in Christchurch.
Lloyd Hamilton Barker is a cricket umpire who officiated in 29 Tests and 37 One Day Internationals from 1984 to 1997. Barker's first Test as umpire was the Third Test between West Indies and Australia in 1984. He officiated in the first ever Test between Sri Lanka and Zimbabwe at Harare in October 1994 as the neutral umpire; his colleague was Ian Robinson.

He is currently a member of the Elite Panel of ICC Umpires and officiates in international matches - Tests, ODIs and T20Is. Earlier, he had played English domestic cricket during the 1990s with Kent County Cricket Club.
The West Indies cricket team embarked on a tour of New Zealand in 1979–80 following their successful series in Australia. Captained by Clive Lloyd, the West Indies played three Test matches against New Zealand as well as an ODI and two first-class fixtures, played against Northern Districts and Wellington. The series is remembered for West Indian complaints about the standard of umpiring, which led to a number of on-field incidents in the three Test matches. This series was the West Indies' last defeat in a Test match series until 1994–95.
The Emirates Elite Panel of ICC Referees is composed of former international cricket players who are appointed by the ICC to oversee all Test match, One Day International and Twenty20 International cricket matches in the capacity of Match referee. The referees are ultimately in charge of all international cricket matches, and act as the ICC's representative at the grounds. In addition they are responsible for imposing penalties for infringements of the ICC Code of Conduct, and so being ex-international cricketers they can ensure that the punishments dealt out are just. The referees also form part of the ICC's umpire performance review, submitting reports about the umpires after each match.
The International Panel of ICC Umpires was established by the ICC in 1994 following trial in 1992/3, to ensure that one neutral umpire would stand in every Test match. It is made up of officials nominated from each of the twelve Test playing cricket boards. From 2002, its role in Tests was largely supplanted by the Elite Panel of ICC Umpires.
Anthony Lloyd Hill, commonly known as Tony Hill, is retired international cricket umpire from New Zealand. He was former member of the Elite Panel of ICC Umpires.
Roy Palmer, born at Devizes, Wiltshire, on 12 July 1942, was a cricketer who had a relatively short first-class career as a player with Somerset from 1965 to 1970 and a much longer career as a first-class umpire, He stood in two Test matches in 1992 and 1993 and in eight One Day International games between 1983 and 1995.
Bruce Nicholas James Oxenford is an Australian cricket umpire and a former cricketer. He has been an ICC international umpire since 2008, when he first umpired an ODI match. He went on to stand in his first Test match in 2010. On 26 September 2012, he was promoted to the ICC Elite Umpire Panel, the highest umpiring body in the game of cricket, replacing his fellow Australian Simon Taufel, who retired from the panel to take up a newly created ICC supervisory and training position.
William Lloyd Budd was an English first-class cricketer and umpire. Born in Hampshire on 25 October 1913, he played 60 first-class games for his native county as a right arm fast medium bowler and right-handed lower order batsman from 1934 to 1946. He took 64 wickets and scored 941 runs. He turned to umpiring after his playing days and stood in 4 home Test matches and 12 home One Day Internationals. The first Test he umpired was the controversial Test at Old Trafford in 1976 when England's batsmen John Edrich and Brian Close were subject to a bouncer barrage from the West Indian quick bowlers. His last Test was at Lord's in 1978 featuring the touring Pakistan team. He died in 1986 in Southampton.
