Giridih district is one of the twenty-four districts of Jharkhand state, India, and Giridih is the administrative headquarters of this district. As of 2011 it is the third most populous district of Jharkhand, after Ranchi and Dhanbad.
Although India is a parliamentary democracy, the country's politics has become dynastic or with high level of nepotism, possibly due to the absence of party organizations, independent civil-society associations which mobilize support for a party, or centralized financing of elections. Kamal Akhtar is a member of the 18th Legislative Assembly and has earlier been the former Panchayati Raj Minister of Uttar Pradesh, former Member of the Legislative Assembly, and a politician from Samajwadi Party as well as a former Member of the Parliament of India representing Uttar Pradesh in the Rajya Sabha, the upper house of the Indian Parliament.

He belongs to the community of Kurmis.
