Saroj Khaparde is an Indian politician from Maharashtra. Khaparde is the second-longest serving Member of the Parliament at the Rajya Sabha, serving five terms, second only to Najma Heptulla who served six. [1] She was a close aide to Indira Gandhi, and accompanied Indira Gandhi on all of her trips. [2]

Career

Khaparde belonged to the Indian National Congress party. The five terms at the Rajya Sabha that she served were from 1972–1974, 1976–1982, 1982–1988, 1988-1994 and 1994–2000. [1] She was the Union Minister of State of India holding portfolios of Health and Family Welfare and Textiles from 1986 to 1989. [3] She was the Vice-Chairman of the Rajya Sabha from 1994–2000. She also chaired several boards in the Rajya Sabha during her tenure. She was the Chairman of the House Committee from 1982–1984, the Committee on Government Assurances, from 1996 to 98 and the Committee on Subordinate Legislation, in 1996 and then from 1998 to 2000. [4]

Khaparde also introduced 28 private-member bills in the Rajya Sabha, [5] some of which are stated below.

Khaparde introduced the Housewives (Compulsory Weekly Holiday from Domestic Chores) Bill in 1996. The bill provides that notwithstanding any custom, convention, ritual and tradition, it shall be the duty of family members, particularly that of the head of the family, to ask every housewife to select a particular day of the week as holiday from all domestic chores so as to enable the housewife to take rest and enjoy the day according to her wishes. The day would free her of all domestic responsibilities, leaving it upon the other family members. Not only this, the Bill provided for compensation in the shape of a fine which may extend to Rs. 1000 on any family member contravening its provisions. But all hopes were dashed to the ground and the bill was criticized by general public, and could not be introduced and passed, because it was felt that it is not possible to implement or regulate it practically in Indian homes. She introduced a bill in 1987 in the Rajya Sabha to amend the Indian Medical Council Act, 1956. The amendment was to address the lack of uniformity in the standards of medical education at all levels in the country, and because the Central Government or the Medical Council had no control over the admission, courses and establishment of medical colleges in the country. The bill proposed a regulation of the practice of medicine in India. [7]

Khaparde also introduced a bill in 1995 to amend the Indecent Representation Of Women (Prohibiiton) Act 1986, which was adopted by the parliament. [8]

Margaret Alva, in her biography Courage & Commitment, wrote of a dramatic incident wherein Khaparde stormed into the Rajya Sabha carrying the blood-stained saree of a raped Dalit woman to demand justice for violence against Dalit women and accuse the Home Minister, Charan Singh, of being anti-SC. [9]

Although India is a parliamentary democracy, the country's politics has become dynastic or with high level of nepotism, possibly due to the absence of party organizations, independent civil-society associations which mobilize support for a party, or centralized financing of elections. The dynastic phenomenon is present at the national, state, regional, and district level. The Nehru–Gandhi family has produced three Indian prime ministers, and family members have largely led the Congress party since 1978. The Bharatiya Janata Party (BJP) also has several dynastic leaders. In addition to the major national parties, other national and regional parties such as Dravida Munnetra Kazhagam (DMK), Shiromani Akali Dal, Shiv Sena, Samajwadi Party, Rashtriya Janata Dal, Janata Dal Secular, Jharkhand Mukti Morcha, Kerala Congress, Jammu & Kashmir National Conference, Indian Union Muslim League, AIMIM, and the Nationalist Congress Party are all dominated by families, mostly those of the party founders.

She has formerly served as the Cabinet Minister. She took over in Rajasthan from the Punjab governor, Shivraj Patil, who had been holding an additional charge of that state. Dakshayani Velayudhan was an Indian politician and leader of the oppressed classes. Belonging to the Pulayar community, she was among the first generation of people to be educated from the community. She holds several distinctions including becoming the first woman from her community to wear an upper cloth, the first Scheduled Caste woman graduate in India, a science graduate, a member of the Cochin Legislative Council and of being one of nine female members of the Constituent Assembly of India. Premala Chavan, also known as Premalabai and Premalakaki, was an Indian politician and was a member of the Lok Sabha and the Rajya Sabha. The Founder-President of the All India Women's Cricket Association, she was involved in various other activities that contributed to the welfare of women in Indian society. Chavan is notable for holding the record for the most number of representations (four) in the Lok Sabha and the Rajya Sabha, by a female M.P. from Maharashtra.

Omem Moyong Deori was an Indian politician from Arunachal Pradesh belonging to Indian National Congress. She was a member of the influential All India Congress Committee (AICC) for many years. Considered one of the most powerful northeastern leaders in the Indian National Congress, she served as President of Arunachal Pradesh Pradesh Congress Committee. Deori was believed to have had very close relations with Indira Gandhi.

Santanu Sen is an Indian doctor and politician. He was a councilor in the Kolkata Municipal Corporation. He was a Rajya Sabha member from West Bengal. He was the President of the Indian Medical Association.

Special Protection Group (Amendment) Act, 2019 is an act passed by Indian parliament in 2019 which reduces Special Protection Group cover to only Prime Minister, former Prime Minister and their immediate family members up to 5 years after ceasing post if they are residing at the residence allotted. The bill amends Special Protection Group Act 1988 which was in application.
