Sean Elo-Rivera is the president of the San Diego City Council. [1] A member of the California Democratic Party,he represents City Council District 9,which includes the neighborhoods of City Heights,Kensington,Normal Heights,and East San Diego,and also includes San Diego State University. [2]
He was elected to the city council in the 2020 San Diego elections,alongside mayor Todd Gloria. He succeeded Georgette Gómez to represent the 9th district. [3] His election,alongside those of many other candidates around the country,was hailed as a victory for those who care about climate change,as he had developed a strong climate plan in his campaign. [4]
On December 6,2021,Sean Elo-Rivera was elected as the President of the San Diego City Council,defeating Jennifer Campbell in a 5–4 vote. [5] On December 12,2022,he was re-elected to the post of President of the City Council unanimously by his City Council colleagues. [6] On December 11,2023,Elo-Rivera was re-elected to serve as Council President for a third straight year by a vote of 5-4. [7]
Elo-Rivera graduated from Chapman University in 2009 and the California Western School of Law in 2013. [3] Before getting elected to the City Council,he served as a trustee of the San Diego Community College District. [3]
Elo-Rivera introduced a no-fault eviction moratorium. The legislation would put an emergency moratorium on no-fault evictions,or evictions where tenants are paying their rent and complying with their leases. The purpose of the moratorium was to prevent unnecessary displacement amid a growing homelessness crisis. This took effect on May 22,2022 and expired on September 30,2022. [8]
In the FY 2022-2023 Budget,Elo-Rivera introduced a program to provide a rental subsidy to vulnerable seniors and families to prevent them from falling into homelessness. A late addition to the budget included $3.5 million for homelessness prevention program which became known as the Housing Instability Prevention Program. At the time,seniors were the fastest growing population becoming newly homeless,facing rising cost of living on a fixed income. [9]
Elo-Rivera introduced the Residential Tenant Protections ordinance in late 2022,which increased tenants rights. The ordinance which passed in the City Council by a vote of 8-1 in April 2023 banned no-fault evictions with some exceptions. Evictions for renovations of units would require permits to be posted on the premises. Enhanced rights for tenants would be take effect on the first day of tenancy. The ordinance included input from tenants rights advocates and the rental housing industry. [10]
Elo-Rivera worked with Lucky Duck Foundation to launch the Seniors Safe at home program which provided eligible seniors with a rent subsidy and services to keep them from falling into homelessness. The effort aimed to prevent seniors from falling into homelessness which,at the time,was the fastest growing age group becoming newly homeless. [11]
Eviction is the removal of a tenant from rental property by the landlord. In some jurisdictions it may also involve the removal of persons from premises that were foreclosed by a mortgagee.

The Costa–Hawkins Rental Housing Act ("Costa–Hawkins") is a California state law,enacted in 1995,which places limits on municipal rent control ordinances. Costa–Hawkins preempts the field in two major ways. First,it prohibits cities from establishing rent control over certain kinds of residential units,e.g.,single-family dwellings and condominiums,and newly constructed apartment units;these are deemed exempt. Second,it prohibits "vacancy control",also called "strict" rent control. The legislation was sponsored by Democratic Senator Jim Costa and Republican Assemblymember Phil Hawkins.

The United States Department of Housing and Urban Development estimated that more than 181,399 people were experiencing homelessness in California in January 2023. This represents more than 27% of the homeless population of the United States even though California has slightly less than 12% of the country's total population,and is one of the highest per capita rates in the nation,with 0.46% of residents being homeless. More than two-thirds of homeless people in California are unsheltered,which is the highest percentage of any state in the United States. 49% of the unsheltered homeless people in the United States live in California:about 123,423 people,which is eight times as many as the state with the second highest total. Even those who are sheltered are so insecurely,with 90% of homeless adults in California reporting that they spent at least one night unsheltered in the past six months.
Eviction in the United States refers to the pattern of tenant removal by landlords in the United States. In an eviction process,landlords forcibly remove tenants from their place of residence and reclaim the property. Landlords may decide to evict tenants who have failed to pay rent,violated lease terms,or possess an expired lease. Landlords may also choose not to renew a tenant's lease,however,this does not constitute an eviction. In the United States,eviction procedures,landlord rights,and tenant protections vary by state and locality. Historically,the United States has seen changes in domestic eviction rates during periods of major socio-political and economic turmoil—including the Great Depression,the 2008 Recession,and the COVID-19 pandemic. High eviction rates are driven by affordable housing shortages and rising housing costs. Across the United States,low-income and disadvantaged neighborhoods have disproportionately higher eviction rates. Certain demographics—including low income renters,Black and Hispanic renters,women,and people with children—are also at a greater risk of eviction. Additionally,eviction filings remain on renters' public records. This can make it more difficult for renters to access future housing,since most landlords will not rent to a tenant with a history of eviction. Eviction and housing instability are also linked to many negative health and life outcomes,including homelessness,poverty,and poor mental and physical health.

As of 2018,in the United States,two states and D.C provide significant rights to tenant unions,and twenty-nine other states provide legal protections to tenant union organizing.
Moms 4 Housing is a housing activist group in Oakland,California. It was formed and received national attention after three formerly homeless Black women moved their families into a vacant three-bedroom house as squatters without permission from the owner,a real estate redevelopment company. The publicity of their occupation highlighted issues of homelessness,affordable housing,gentrification,and human rights. In January 2020,after resisting a judge's order to leave the residence,"the moms" were forcibly but peaceably arrested and removed by a heavily armed sheriff's department. A few days later,the governor and the mayor brokered a deal with Moms 4 Housing for a local community land trust to purchase what was came to be called the "Moms' House" from the owner. After refurbishing the embattled house,the group began to use it as a transitional home for homeless mothers. The actions of Moms 4 Housing inspired California lawmakers to make changes to housing laws statewide.
Hugo Soto-Martinez is an American labor organizer and politician,currently serving as a member of the Los Angeles City Council for the 13th district since 2022. A member of the Democratic Party and the Democratic Socialists of America,Soto-Martinez defeated incumbent Mitch O'Farrell in the 2022 general election.
Kent Lee is an American politician serving as a member of the San Diego City Council. He represents the 6th District in the San Diego City Council,which encompasses the neighborhoods of Miramar,Mira Mesa,and parts of Rancho Peñasquitos. He assumed office in December 2022,replacing termed-out city council member Chris Cate. As Cate was the only Republican on the City Council,Lee's election led to a complete lockout of Republicans from the San Diego City Council.
