Serge Mombouli has been the Republic of the Congo's ambassador to the United States since 2001. [1] [2] He lives in Washington,D.C. He has two children with his wife Stella Mombouli.
Prior to his diplomatic work,he was a businessman in Houston,Texas. He worked in the oil and gas business,facilitating contract negotiations for corporations in Japan,South Africa and other countries.
In an interview on NPR's All Things Considered broadcast in June 2007,he stated:"Tangible development means you can see,you can touch. We need both. We cannot be talking just about democracy,transparency,good governance. At the end of the day the population does not have anything to eat,does not have water to drink,no electricity at night,industry to provide work,so we need both. People do not eat democracy." [3] This comment was quoted in Foreign Policy's Passport blog and in the book La Chinafrique by French journalists Serge Michel and Michel Beuret.
On August 31,2015,Mombouli became Dean of the African Diplomatic Corps to the United States. [4]
For the two decades preceding the Republic of the Congo's 1991 National Conference,the country was firmly in the socialist camp,allied principally with the Soviet Union and other Eastern bloc nations. Educational,economic,and foreign aid links between Congo and its Eastern bloc allies were extensive,with the Congolese military and security forces receiving significant Soviet,East German,and Cuban assistance.

He has served as United States ambassador to Malawi (2000–2003) and Democratic Republic of the Congo (2004–2007),as well as Charge d'affairs to Nigeria (2003) and to Ethiopia (2009). Somaliland and the United States do not have official diplomatic relations. While Somaliland operates a representative liaison office in Washington,D.C.,it does not have formal diplomatic status under the provisions of the Vienna Convention on Diplomatic Relations. Both countries do maintain contact as delegations from both sides have met in the past.
