Site and services is an approach to bringing shelter within the economic reach of the poor.
Recognizing that the vast majority of low income families in the world build their own shelter, which lacks basic hygiene, access and electricity, the strategy was developed. The approach first appeared on a large scale in Madras (now Chennai) in 1972 when the World Bank engaged Christopher Charles Benninger to advise the Madras Metropolitan Development Authority (MMDA) on their housing sector investments. The approach links the user group's ability to pay with land prices and the costs of rudimentary and upgradable infrastructure. The fundamental idea is to market plots with essential infrastructure at market prices, to avoid the resale of subsidized housing, directed at low-income groups. The first major scheme planned by Benninger, at Arambakkum in Chennai, created about 7,000 shelter units, within the paying capacity of the urban poor. Within five years the MMDA created more than 20,000 units and the approach became a major strategy of the World Bank to tackle a variety of shelter problems globally.

Although slums, especially in America, are usually located in urban areas, in other countries they can be located in suburban areas where housing quality is low and living conditions are poor. While slums differ in size and other characteristics, most lack reliable sanitation services, supply of clean water, reliable electricity, law enforcement, and other basic services. Slum residences vary from shanty houses to professionally built dwellings which, because of poor-quality construction and/or lack of basic maintenance, have deteriorated.

Inclusionary zoning (IZ), also known as inclusionary housing, refers to municipal and county planning ordinances that require a given share of new construction to be affordable by people with low to moderate incomes. The term inclusionary zoning indicates that these ordinances seek to counter exclusionary zoning practices, which aim to exclude low-cost housing from a municipality through the zoning code. There are variations among different inclusionary zoning programs. Firstly, they can be mandatory or voluntary. Though voluntary programs exist, the great majority has been built as a result of local mandatory programmes requiring developers to include the affordable units in their developments. There are also variations among the set-aside requirements, affordability levels coupled with the period of control. In order to encourage engagements in these zoning programs, developers are awarded with incentives for engaging in these programs, such as density bonus, expedited approval and fee waivers.
Slum clearance, slum eviction or slum removal is an urban renewal strategy used to transform low income settlements with poor reputation into another type of development or housing. This has long been a strategy for redeveloping urban communities; for example slum clearance plans were required in the United Kingdom in the Housing Act 1930, while the Housing Act of 1937 encouraged similar clearance strategies in the United States. Frequently, but not always, these programs were paired with public housing or other assistance programs for the displaced communities.

The effects of housing segregation include relocation, unequal living standards, and poverty. Calculating Area Median Income (AMI) and pricing units at certain percentages of AMI most often determine the income mix of a mixed-income housing development. Mixed-income housing is one of two primary mechanisms to eliminate neighborhoods of concentrated poverty, combat residential segregation, and avoid the building of public housing that offers 100% of its housing units to those living in poverty. Mixed-income housing is built through federal-, state-, and local-level efforts and through a combination of public-private-non-profit partnerships.
