The South East Multi-County Agency Narcotics Task Force (SEMCA) is a multi-jurisdictional agency that provides policing services to Richland, Ransom and Sargent Counties in North Dakota and Wilkin County in Minnesota. The Harris County Sheriff's Office (HCSO) is a local law enforcement agency serving the over four million citizens of Harris County, Texas, United States. It is headquartered on the first and second floors in the 1200 Baker Street Jail in Downtown Houston.
The Hennepin County Sheriff's Office is the sheriff's office for Hennepin County in the U.S. state of Minnesota. HCSO serves one million residents and is located downtown in the city of Minneapolis, the county seat. The office manages the county jail, patrols waterways, provides security for the District Court, handles home foreclosures, participates in homeland security activities and in law enforcement, and by state law is responsible for handling applications for permits to carry a firearm for residents of Hennepin County.

In the United States, the state police is a police body unique to each U.S. state, having statewide authority to conduct law enforcement activities and criminal investigations. In general, state police officers, known as state troopers, perform functions that do not fall within the jurisdiction of the county sheriff, such as enforcing traffic laws on state highways and interstate expressways, overseeing the security of the state capitol complex, protecting the governor, training new officers for local police forces too small to operate an academy and providing technological and scientific services. They support local police and help to coordinate multi-jurisdictional task force activity in serious or complicated cases in those states that grant full police powers statewide.
Andrew Sadek, was a 20-year-old student at the North Dakota State College of Science (NDSCS) in Wahpeton, North Dakota, United States. Following an arrest in 2013 for felony charges of selling marijuana that legally could have led to a long prison sentence, he agreed to work as a confidential informant (CI) for a local multi-jurisdictional law enforcement task force in exchange for having the charges dropped. Under police supervision, he bought more marijuana from other dealers around the NDSCS campus.
Dolal Idd was a 23-year-old Somali-American man who was killed in an exchange of gunfire with Minneapolis police officers at approximately 6:15 p.m. CST on December 30, 2020, after he shot at them from inside the car he was driving. The fatal encounter happened in the U.S. state of Minnesota during a police sting operation.
