South Horizons West is one of the 17 constituencies in the Southern District, Hong Kong. The constituency returns one district councillor to the Southern District Council, with an election every four years.
South Horizons East constituency is loosely based on the western part of the South Horizons in Ap Lei Chau with estimated population of 15,088. [3]

Sin Chung-kai, SBS, JP is a former member of the Hong Kong Legislative Council. He is the chairman and a member of Kwai Tsing District Council for the Wah Lai constituency. He was one of the two vice-chairmen of the Democratic Party until December 2012, and now serves as a member of the Executive Committee.
The Hong Kong Island geographical constituency was one of the five geographical constituencies in the elections for the Legislative Council of Hong Kong from 1998 to 2021. It was established in 1998 for the first SAR Legislative Council election and was abolished under the 2021 overhaul of the Hong Kong electoral system. In the 2016 Legislative Council election, it elected six members of the Legislative Council using the Hare quota of party-list proportional representation. The constituency covered all the four districts on the Hong Kong Island, namely, Central and Western, Eastern, Southern and Wan Chai. In 2020, it had 707,277 registered voters.
