Subhash Chandra Singh (born 1960) is a social activist,people leader and policy maker from the State of Odisha,India. He is the first directly elected Mayor of Cuttack Municipal Corporation, [1] acting Treasurer of Biju Janta Dal and General Secretary of Biju Sramika Samukhya (biggest labor union in Odisha). Previously he has also been member of Rajya Sabha from Odisha and has also served as National spokesperson for BJD. [2] He was elected for Rajya Sabha on 24 March 2020. [3] [4] Being one of the most trusted senior leaders in BJD,he holds the position of Party Treasurer of Biju Janta Dal since 2016. [5]
Prior to being elected to Rajya Sabha,he has served as Chairman of OB&OCWWB (Odisha Building &Other construction workers Welfare Board) for two consecutive terms. [6]
He is also a founder member and general secretary of Biju Shramik Shamukhya ( Trade union wing of Biju Janta Dal). [7] Biju Sramika Samukhya is currently the biggest trade union in Odisha.
He is one of the most active members of Rajya Sabha from Odisha. He voices issues faced by common working class in the parliament like minimum wage for Aanganwadi and ASHA [8] workers,welfare schemes for drivers [9] etc.
Singh was born in a small village of Kendrapada (Father Lt.Damodar Singh and Mother Lt.Anusaya Singh). He started as a people leader and has been instrumental in creation of multiple workers union and welfare initiatives. He was the president of Cuttack Bancho Committee,an all party initiate created in 2006,which has played a key role in the development of Cuttack. [10]
From 1990 to 2012,he was the face of the communist movement in Odisha. Due to incompetent leadership and internal disputes within CPIM,he joined BJD (Biju Janta Dal) in July 2013. At the time CPIM was directly supporting BJD government in Odisha. BJD Chief and Odisha CM Sri Naveen Patnaik personally welcomed Mr.Singh [11] to Biju Janta Dal and said "He is a asset for the Party".
Right after joining BJD,Mr.Singh became the state spokesperson for BJD and has been vocal about various developmental schemes by the government ever since. In 2014,he was selected as the Chairman of OB&OCWWB (Odisha Building &Other construction workers Welfare Board). Under his leadership the labor welfare board (OB&OCWWB) enrolled over 28 Lakhs workers and dispersed direct benefits to 20 Lakhs+ workers. His performance was not only recognized by the state and central government but also International Labor Organisation.
He continued to advise the state government on various welfare schemes including Jaga Mission,which guarantees permanent settlement for slum dwellers in Odisha. [12] This is one of kind scheme by Odisha Government. This led to his huge popularity among the working class across Odisha. Meanwhile,with his performance record and loyalty towards the party,BJD Chief Shree Naveen Pattnaik appointed him as Party Treasurer for Biju Janta Dal.
In 2018 Subhash Singh under the leadership of honorable Chief minister Sri Naveen Pattnaik founded Biju Sramika Samukhya - the labour wing of BJD. Within 3 years BSS turned into the biggest and the most active trade union in Odisha. [13]
In March 2020,Mr.Singh was elected to Rajya Sabha as Member of Parliament. He has been one of the most active MPs from Odisha,known for raising grassroot level issues in the upper house. Some of the issues raised by Mr.Singh are as follows.
Apart from raising issues in the upper house (Rajya Sabha),Mr.Singh also actively pursues the solutions by constantly chasing respective ministries. This is the reason within few years he has become quite popular across party lines.
In 2022,BJD vote share in the Barbati-Cuttack assembly segment had plummeted to 34.7 percent in 2019 from 45.8 percent in 2014 and 53.8 percent in 2009,when in contrast the vote share of Congress went up from 28.4 percent in 2009 to 34.4 percent in 2014 and 37.6 percent in 2019. The top leadership in the party was on the lookout for a new face. In such scheme of things,CM Patnaik pitted sitting Rajya Sabha member Subhash Singh in the direct mayor election. The Mayor poll results show that BJD's Subash Singh polled a whopping 1.13 lakh votes in the three constituencies,becoming the first directly elected Mayor of Cuttack.
The BJD polled the highest of around 57633 votes in the 2014 Assembly elections,however,it nosedived to 46,417 in 2019 Assembly polls. On the other hand,Subhash Singh has polled over 80,000 votes in the Barbati-Cuttack segment. The winner shield for BJD shows that Congress polled almost around 50,000-52,000 votes in the Assembly segment. The incumbent legislator of Barbati-Cuttack Mojammad Mouqim of the Indian National Congress had polled 50,244 votes in the 2019 assembly polls. [22] Commanding the maximum number of votes not only in Cuttack Barabati but also in Cuttack Sadar and Choudwar,Mr.Singh has proved himself to be the most popular leader in the whole Cuttack district.
Subhash Singh has been one of the most active Mayors the city of Cuttack has seen. He inspects every major project in person and makes sure the work is delivered effectively. Everyday as mayor he reaches out to various wards in his constituency and meets people on spot and tried to understand and address their problems. He is quite popular among young people and poor people. [4] [26] Apart from being in a front line leader in Biju Janta Dal,he is also a distinguished labour leader and is part of multiple unions and labor forums across India. This includes Auto Mahasangh,All India Hawkers Association,All Odisha Drivers Mahasangh,AASHA,Anganwadi,Swachya Sathi and multiple other unions. He heads the Labor wing of Biju Janta Dal and is the founder of the biggest labor union in Odisha - Biju Sramika Samukhya.
The Biju Janata Dal is an Indian regional political party with significant influence in the state of Odisha. It was founded by the former minister of mines and minerals of the Republic of India Naveen Patnaik on 26 December 1997 as a breakaway faction from the Janata Dal. The BJD is led by its founder as president of the party. The headquarters of the party is located in Forest Park,Bhubaneswar.
Naveen Patnaik is an Indian statesman,politician and writer serving as the current and 15 Chief Minister of Odisha representing the Hinjili Assembly constituency since 2000. He is the longest-serving chief minister of Odisha and as of 2024,one of the longest-serving chief ministers of any Indian state,holding the post for over two decades,and only the second Indian chief Minister after Pawan Chamling to win five consecutive terms as Chief Minister of an Indian state. He is the first president of the Biju Janata Dal since 1997. He served as the Union Minister of Steel and Mines from 1998 to 2000 and a member of the Lok Sabha from Aska from 1997 to 2000.
Bijayananda Patnaik was an Indian politician,aviator and businessman. He served as the 3rd Chief Minister of the State of Odisha from 1990 to 1995 and from 1961 to 1963. He was also the 14th Steel and mines and 1st Coal Union Minister of India from 1979 to 1980 and from 1977 to 1979 and a member of Lok Sabha from Kendrapara from 1977 to 1985. He was the father of Naveen Patnaik,who is the current CM of Odisha and currently the longest serving CM of Odisha.
Pyarimohan Mohapatra was a politician from the Odisha Jana Morcha as a member of the Parliament of India representing Odisha in the Rajya Sabha,the upper house of the Indian Parliament. He was the political advisor of Naveen Patnaik. He started his career as an IAS officer and was principal secretary to Biju Patnaik. He was considered as the mastermind and the proxy leader of the Biju Janata Dal.

The Aama Odisha Party (AOP) was a state political party of the Indian state of Odisha led by Soumya Ranjan Patnaik. It was founded on 26 November 2013. Aama Odisha Party was allotted pot symbol by the Election Commission of India.
Narendra Kumar Swain was an Indian politician from Odisha state. He was elected unopposed to the Rajya Sabha the Upper house of Indian Parliament from Odisha as a Biju Janata Dal candidate. He died September 7,2020,after undergoing treatment at a hospital in Cuttack.

Pratap Jena is an Indian politician and the Former Cabinet Minister in the Sixteenth Odisha Legislative Assembly with Panchayati Raj &Drinking Water,Law,Housing &Urban Development portfolios (2019–2022). He is elected as the Member of Legislative Assembly for the fifth consecutive time from Mahanga constituency of Kendrapara. He is also the General secretary of the farmers wing of Biju Janata Dal,Biju Krushak Janata Dal. The 2019 Odisha assembly election,held between April 11 and April 29,was the 16th quinquennial legislative assembly election to elect 147 MLAs to the 16th legislative assembly of Odisha. Covering 147 constituencies across four phases,the polls coincided with the Lok Sabha elections. Vote counting for the assembly election took place on May 23,concluding before the previous Odisha Assembly's term expiration on June 11.

He opted for voluntary retirement,nine years before completion of his service and joined Biju Janata Dal in the presence of party president and CM Naveen Patnaik on 29 August 2018. Since 28 June 2019,he is the member of the Parliament of India representing Odisha in the Rajya Sabha and general secretary of the BJD Parliamentary Party office,the upper house. He heads the IT-Wing and is also a spokesperson of Biju Janata Dal.
Sasmit Patra is an Indian politician and a member of the Biju Janata Dal. Since 28 June 2019,he is the member of the Parliament of India representing Odisha in the Rajya Sabha,the upper house and appointed chief whip of the party. He is currently Spokesperson of Biju Janata Dal. He is a Christian. His father was Swarupananda Patra,the former president of the Odisha Minority Forum (OMF)..He has been renominated to the Rajya Sabha by Biju Janata Dal for the second time in May 2022.

Hussain Rabi Gandhi was an Indian Odia writer of the late-twentieth century,a politician,a public intellectual and a cultural activist hailing from the Indian state of Odisha. Being a founder member of Biju Janata Dal,he served as the general secretary of the party from upon its formation in 1998 till 2005. In 1994 the title of Biplabi Loka Kabi was conferred upon him by the Mayor of Cuttack. He was also awarded with the title of Utkala Jyoti in 1996 by the then Deputy chief minister of Odisha,Basant Kumar Biswal on the behalf of Freedom Fighter's Organisation. Gandhi primarily wrote in Odia language and was bestowed with the Secular India Harmony Award in 1993 by the former President of India,Giani Zail Singh and with the Gangadhar Meher Kabita award in 2015 for his notable contributions to the field of Odia poetry. Hussain served as the President of Odisha Sahitya Akademi (2008–2010). He was famously known as the Gandhi of Korei and was regarded as a bridge between Western Odisha and Coastal Odisha. He also served as Lead Member of Smt. Nandini Satpathy Memorial Trust (SNSMT).
Kishore Kumar Mohanty was an Indian politician who served as Member of Rajya Sabha from Odisha,Speaker and Member of Odisha Legislative Assembly from Jharsuguda Assembly constituency and Brajarajnagar Assembly constituency and Chairman of Western Odisha Development Council.
