He was the President of the Goa Pradesh Congress Committee and the whip of the Indian National Congress in the Rajya Sabha.
Velim, , formerly Velliapura, is a large village situated in Salcete, neighbouring Quepem taluka and falls under South Goa district, in the Indian coastal state of Goa.
