Susan Osborne

Susan Marguerite Osborne (born April 5, 1944) was the Democratic mayor of Boulder, Colorado from November 17, 2009, to November 8, 2011. She was city council member from November 6, 2007, to November 8, 2011, and before that served as director of long range planning, energy and environment director, Community Development Block Grant assistant director and director, and neighborhood and historic preservation planner for the city of Boulder from 1977 until her retirement in 1999. [1]

Osborne was educated at Vassar College and University of Colorado at Boulder where she received a B.A. in sociology in 1974 and at University of Colorado at Denver where she received a M.A. in Urban and Regional Planning in 1977. [2] After retiring, Osborne taught courses included History of City Planning, Housing Policy and Programs, Energy and Design, Behavior and Environment and several graduate and undergraduate studio classes at the University of Colorado. During this time, she also completed coursework and dissertation research for a doctorate in Design and Planning.

She is married to an attorney and has two children. [3]

Commemoration

A plaque in the sitting area along the Boulder Creek Path near 17th Street contains a dedication to Osborne for her years of work as a city planner. The plaque, which recognizes Osborne for her work to create the Boulder Creek Plan in 1985, is a reminder of her accomplishments as a city planner of 22 years, championing the greenways and bike paths. Margaret Read (1892–1982) was the first female architect in Boulder, Colorado. Born in Iowa, she relocated with her parents to Boulder in 1910. After attending the University of Boulder for two years, she transferred to the University of California at Berkeley in the architecture program, where she was one of five women in the class. Upon returning to Boulder, she was hired by the offices of Glen H. Huntington in 1926. Huntington's was Boulder's sole architectural firm at that time In 1929, Read designed the noted Gothic Revival Trinity Lutheran Church at 2200 Broadway in Boulder, which received landmark status in January 2016 As a result of the post-World War I housing boom, Huntington's office was busily involved in building homes in the University Hill area of Boulder and it was there that Read designed her own Mediterranean Revival home at 740 13th Street, where she lived with her father. In the 1930s, Read served on Boulder's city planning and parks commission.

The 2018 United States House of Representatives elections in Colorado were held on November 6, 2018, to elect the seven U.S. representatives from the state of Colorado, one from each of the state's seven congressional districts. The Republican and Democratic Party primaries in Colorado were held on June 26, 2018. The elections coincided with the gubernatorial election, as well as other elections to the House of Representatives, elections to the United States Senate, and various state and local elections.

Penfield Tate II was the first and only black mayor of Boulder, Colorado. Tate was mayor from 1974 to 1976 and served on Boulder's City Council from 1972 to 1974, and won the most votes of all candidates. He is the only black mayor to serve in Boulder County and was known for his humanitarian efforts and for being an outspoken LGBTQ activist. Tate, as stated by his son, put "Boulder in the forefront of the state in terms of examining tough social issues in terms of equal rights or gay rights" He died in 1993 after a battle with cancer and pneumonia. Tate's son Penfield Tate III is an active politician in Denver, Colorado. In 2020 the city of Boulder proposed renaming its municipal building at 1777 Broadway after Tate. He was also honored with a mural installed on the Boulder Public Library North Building.

Ruth Cave Flowers (1903–1980) was one of the first African American female graduates from the University of Colorado (CU). Described by former colleague Dorothy Rupert as having an “infectious love of learning”, Flowers was a lawyer and educator who taught at several high schools and colleges across the country.
