The Telecommunication Engineering Centre is a nodal agency of the Department of Telecommunications, Ministry of Communications and Information Technology, Government of India which is responsible for drawing up of standards, generic requirements, interface requirements, service requirements and specifications for telecom products, services and networks.
The Telecommunication Engineering Centre (TEC) has headquarters in New Delhi. It has three additional regional centres in Kolkata, Mumbai and Bangalore.
The TEC consists of several specialised divisions covering various telecom technology areas including External Plant, Information Technology, Networks, Optical Transmission, Line Transmission, Radio Transmission, Satellite Transmission, Value Aided Services, Switching, and Mobile Communications
These divisions are responsible for standardisation and trials of new technologies. They have capabilities and human resources for testing of all kinds of telecom products, services and networks. The regional centres carry out tests and issue service test certificates for telcom products and services.
TEC has a strength of 27 telecom professionals, 94 telecom engineers and 88 support staff for carrying out its responsibilities.
The TEC issues TEC certificates which cover the listed products. TEC certification had been a voluntary process since 1991. However, as per announcement No. 10-1/2017-IT/TEC/ER, starting in 2019 the TEC will roll out the MTCTE (Mandatory Testing Certification of Telecommunication Equipment) regulations incrementally. Since 2019 many telecommunication products now require a mandatory product certification in India. [1]
Products under the TEC approval scheme will have to meet electromagnetic compatibility (EMC/EMI) limits. The TEC registration process needs to be conducted by an authorised Indian representative. The product must be marked with an ID number (individual factory code), issued by the TEC.
The TEC certification allows a maximum of 10 models per TEC certificate. [2]

When testing is accompanied by certification, the products or services may then be advertised as being certified in compliance with the referred technical standard. Manufacturers and suppliers of products and services rely on such certification including listing on the certification body's website, to assure quality to the end user and that competing suppliers are on the same level.

The Wireless Planning & Coordination Wing (WPC) is a Wing of Department of Telecommunications coming under the Ministry of Communications of the Government of India. The department is responsible for issuing amateur radio licenses, allotting the frequency spectrum and monitoring the frequency spectrum. The WPC is headquartered in New Delhi and has regional branches in Mumbai, Chennai, Kolkata and Guwahati.
IEC 60870 part 6 in electrical engineering and power system automation, is one of the IEC 60870 set of standards which define systems used for telecontrol in electrical engineering and power system automation applications. The IEC Technical Committee 57 have developed part 6 to provide a communication profile for sending basic telecontrol messages between two systems which is compatible with ISO standards and ITU-T recommendations.
The Bureau of Indian Standards (BIS) is the National Standards Body of India under Department of Consumer affairs, Ministry of Consumer Affairs, Food & Public Distribution, Government of India. The Indian Telecommunications Service, widely known as ITS, and earlier known as 'Telegraph Engineering Service Class I' is one of the Central Civil Services under Group 'A' of the executive branch of the Government of India. The appointment to this service is done through Combined Engineering Services Exam held every year by Union Public Service Commission (UPSC) of India. The service was created to meet the techno managerial needs of the government in areas related to telecommunications. The Department of Telecommunications (DOT) had been managed for years by the officers of this permanent cadre, called the Indian Telecommunications Service (ITS).The officers of ITS work under restrictions and rules of Central Civil Services (Conduct) rules.

Telecom Enforcement Resource and Monitoring (TERM), formerly known as Vigilance Telecom Monitoring (VTM), is the vigilance and monitoring wing of the Indian Department of Telecommunications (DoT). TERM is made up of 34 Cells in India's 22 telecom circles and 10 large telecom districts, each headed by a Senior Administrative Grade (SAG) level officer, termed as Deputy Director General (DDG). The main functions of TERM Cells are vigilance, monitoring and security of the network. Apart from this, TERM Cells also operate the Central Monitoring System (CMS), a clandestine mass electronic surveillance program, and carry out other functions. The TERM Cells function as the subordinate offices of the DoT in the field. These Cells represent the Telegraph Authority and the Licensor.

The Network Access License (NAL) is mandatory for telecommunication equipment that is exported to or sold in China. This license applies to telecommunication equipment that is connected to the public telecommunication network. For receiving the Network Access License, an application has to be submitted at the Ministry of Industry and Information Technology (MIIT) in Beijing. Among others, the Ministry of Industry and Information Technology is responsible for the Chinese regulation and development of the Internet, wireless, broadcasting, communications and production of electronic and information goods, and the promotion of the national knowledge economy.
