Paul Ellering is an American professional wrestling manager and retired professional wrestler. He is currently signed to WWE, where he serves as the manager for the Authors of Pain and The Final Testament. Ellering spent most of his wrestling career managing the Road Warriors working with them from 1983 to 1990 and again on occasion between 1992 and 1997. In addition to being their on screen manager he actually handled the team's affairs outside the ring as well, including contract negotiations and travel arrangements. Ellering and the Road Warriors were inducted into both the Professional Wrestling Hall of Fame and the WWE Hall of Fame in 2011. Five years later, in June 2016, he returned to the ring at NXT TakeOver: The End as the manager of the Authors of Pain, a heel tag team making their debut. Ellering has been labeled as one of the greatest wrestling managers of all time.
The Latino World Order is a professional wrestling faction consisting of wrestlers with Latin American and Filipino American backgrounds. Originally performing in World Championship Wrestling (WCW) from 1998 to 1999, the group was led by Eddie Guerrero. In 2023, it was revived in WWE on the SmackDown brand by new leader Rey Mysterio, who is the only wrestler to be a member of both versions of the group. It currently consists of Mysterio, Cruz Del Toro, Joaquin Wilde, Zelina Vega, Carlito, and Dragon Lee. Mysterio is a former one-time WWE United States Champion as part of the stable.

The event was broadcast via pay-per-view and livestreaming, and featured wrestlers from all three of WWE's brand divisions. It was the third Royal Rumble held in the Tampa Bay area, and the second at Tropicana Field after 2021; however, as that event was held without an audience via the ThunderDome due to the COVID-19 pandemic, this was the first Royal Rumble at the stadium to have live fans.

Jimmy Uso had also briefly left the group right before his brother did but reinserted himself into the group in September, but was kicked out in April 2024. Sami Zayn, who is not a member of the Anoaʻi family, was also an honorary member of the stable from May 2022 to January 2023.

Rechsteiner was voted "Rookie of the Year" for 2022 by readers of the Wrestling Observer Newsletter.

The two-night event began with the October 1 episode of Friday Night SmackDown. It concluded with the October 4 episode of Monday Night Raw, with SmackDown airing on Fox and Raw on the USA Network. Unlike previous drafts, in which results took effect immediately, the results of the 2021 draft went into effect in the October 22 episode of SmackDown.

The event aired via pay-per-view (PPV) and livestreaming and featured wrestlers from the promotion's Raw and SmackDown brand divisions. This was the second WrestleMania to be held in both the city of Philadelphia and state of Pennsylvania, after WrestleMania XV in 1999.

The event aired via WWE's livestreaming platforms and was held as a part of WrestleMania Weekend, taking place the same day as Night 1 of WrestleMania XL with a special start time of 12:00 p.m. Eastern Time.
