Tiit Sokk is a retired Estonian professional basketball player and current coach. Often cited as one of the very best European point guards of his generation, he is widely recognized as the greatest Estonian basketball player in history. Elected to the Hall of fame of Estonian basketball in 2010.

Roman Steinberg, was an Estonian Greco-Roman wrestling bronze medal winner in middleweight class at the 1924 Summer Olympics in Paris, France. The electoral district was established in 1995 following the re-organisation of the electoral districts in Tallinn. It is conterminous with the districts of Mustamäe and Nõmme in Tallinn. The district currently elects eight of the 101 members of the Riigikogu using the open party-list proportional representation electoral system. At the 2019 parliamentary election it had 71,882 registered electors.
