Tobin Im (born Jan 7, 1961) is a scholar of public administration and a professor at the Graduate School of Public Administration at Seoul National University. He specializes in public management, organization theory, and comparative administration.

Career

Im received his B.A. and M.P.A. from Seoul National University in 1983 and 1985. He completed his Ph.D. at the l'Institut d'Études Politiques de Paris (Sciences-Po), earning his sociology doctorate in 1993. He joined the Seoul National Univ. faculty in 1999. He was a visiting professor at the George Washington University (2000), Chinese Young Men's College (2001), University of Otago (2002), l'Institut d'Études Politiques de Paris (2005), Indiana University-Purdue University Indianapolis (2006). [9] and George Mason University (2012). In 2015, he served as president of Korean Association of Public Administration, [10] for which now he is a chief editor since 2019. [11] He is also an editor of Journal of Public Administration Research and Theory [12] and Public Performance & Management Review. [13] The American Review of Public Administration conferred its annual Best ARPA Article award to Alfred Tat-Kei Ho and Tobin Im for "Challenges in Building Effective and Competitive Government in Developing Countries: An Institutional Logics Perspective." in 2016. [14] He received the Best Researcher Award in Seoul National University in 2017 [15]

Tobin Im has become Dean of Graduate School of Public Administration (GSPA) at Seoul National University in 2018. [16] The Ministry of Education awarded him Outstanding Performance Award for Academic Support Project for "The Two Sides of Korean Administrative Culture: Competitiveness or Collectivism?" [17] GSPA ranks 11th in QS World University Rankings Social Policy & Administration in 2021. [18]

Research interest

Im is currently studying government competitiveness, [19] winning research grant by Korea Research Foundation. He creates a new concept, government competitiveness, which has been interchangeably used with a host of similar concepts, such as national competitiveness, government efficiency, and government effectiveness. Im serves as director of Center for Government Competitiveness developing a GC indicator which makes cross-national analyses available.

Public Administration or Public Policy and Administration is the implementation of public policy, administration of government establishment, and management of non-profit establishment. It is also a subfield of political science taught in public policy school that studies this implementation and prepares people, especially civil servants in administrative positions, for working in the public sector, voluntary sector, or some industries in the private sector dealing with government relations, regulatory affairs, legislative assistance, corporate social responsibility (CSR), environmental, social, governance (ESG), public procurement (PP), public-private partnerships (P3), and business-to-government marketing/sales (B2G), as well as those working at think tanks, non-profit organizations, consulting firms, trade associations, or in other positions that use similar skills found in public administration.

Instituts d'études politiques, or IEPs, are ten publicly owned institutions of higher learning in France. They are located in Aix-en-Provence, Bordeaux, Grenoble, Lille, Lyon, Paris, Rennes, Strasbourg and Toulouse, and since 2014 Saint-Germain-en-Laye. Their vocation is the study and research of contemporary political science. All students at the IEPs study a curriculum that is highly practical and broad-based, focusing on the full range of the social sciences across law, economics, finance, and management. These schools are considered as some of the most selective in France, mainly because they are the place where many political and business leaders are trained.

David John Farmer is a professor emeritus of philosophy and public affairs in the L. Douglas Wilder School of Government and Public Affairs at Virginia Commonwealth University. He is best known for his publications on post-traditional governance theory and practice – especially on macro public administration and public policy. He has also published on the philosophy and foundations of economics, on the metaphysics of time and on criminal justice policy and management. Government competitiveness is a state capacity concept created by Tobin Im, a scholar of public administration and a professor at the Graduate School of Public Administration at Seoul National University. Since 2011, Center for Government Competitiveness (CGC) at Seoul National University has developed the Government Competitiveness (GC) index which evaluates government achievements in the various fields and furthermore provides policy recommendations to increase competitiveness of government in the future.

Pan Suk Kim is a South Korean professor in the field of public administration. He is currently a commission member of the International Civil Service Commission of the United Nations and the International Director of the American Society for Public Administration. Shi-Chul Lee is a professor and university administrator in South Korea. He was a two-time Fulbright Visiting Fellow, affiliated with Yale University (2017–18) and with the University of Massachusetts Amherst (2009–10). He is the previous Executive Vice President of Kyungpook National University (KNU), South Korea's largest national university. Currently, he is a professor in the KNU School of Public Administration.
