The Type 424 fleet service ship is a new class of three signals intelligence (SIGINT/ELINT) and reconnaissance ships for the German Navy. Officially designated as "fleet service ships", they will replace the Oste class, which has been in service since the late 1980s. [3] [2] [1]
The Type 424 was first announced in June 2021 when a contract was awarded to the NVL Group for the design phase. [2] Bundestag approved the development and procurement of three auxiliary ships as well as a training and reference reconnaissance facility (ARAA) for sea-based signal detection reconnaissance (ssA).
As the main contractor, NVL was commissioned to develop the systems by February 2023. All services should be completed by 2029. The first of the three boats is scheduled to be put into service in 2027. [4]
When concluding the contract with Naval Vessels Lürssen (NVL) in June 2021, the Federal cort of Audit, Bundesrechnungshof reported “significant concerns”. It criticized the fact that the Ministry of Defense only wanted to discuss with the shipyard after the contract had been signed how exactly the ships should be built. "Billions were awarded blindly and a very bad negotiating situation," wrote the Süddeutsche Zeitung. The Federal Audit Office feared "additional expenditure in the medium term." [5]
In 2023, the ships only existed vaguely and sketchily on paper.The new building increased in price from 2.1 billion euros to 3.3 billion euros (2023). [4] [6] The Federal cort of Audit, Bundesrechnungshof intervened in 2023 and stated that there were significant risks arising from the contract structure with Lürssen.
In 2023 BAAINBw and Lürssen announced that delivery will be postponed to a period between 2029 and 2031. [7]

The German Navy is the navy of Germany and part of the unified Bundeswehr, the German Armed Forces. The German Navy was originally known as the Bundesmarine from 1956 to 1995, when Deutsche Marine became the official name with respect to the 1990 incorporation of the East German Volksmarine. It is deeply integrated into the NATO alliance. Its primary mission is protection of Germany's territorial waters and maritime infrastructure as well as sea lines of communication. Apart from this, the German Navy participates in peacekeeping operations, and renders humanitarian assistance and disaster relief. It also participates in anti-piracy operations.
The Northrop Grumman RQ-4 Global Hawk is a high-altitude, remotely-piloted surveillance aircraft introduced in 2001. It was initially designed by Ryan Aeronautical, and known as Tier II+ during development. Blohm+Voss (B+V), also written historically as Blohm & Voss, Blohm und Voß etc., is a German shipbuilding and engineering company. Founded in Hamburg in 1877 to specialise in steel-hulled ships, its most famous product was the World War II battleship Bismarck. In the 1930s, its owners established the Hamburger Flugzeugbau aircraft manufacturer which, shortly before the outbreak of World War II, adopted the name of its parent company. Following a difficult period after the war, B+V was revived, changing ownership among several owners, as Thyssen Group and Star Capital. In 2016, it became a subsidiary of Lürssen and continues to supply both the military and civilian markets. It serves two areas – new construction of warships as NVL B.V. & Co. KG, and new construction and refitting of megayachts. The company has been in operation, building ships and other large machinery, almost continuously for 147 years.
The Gorch Fock is a tall ship of the German Navy, built in 1958 as a replacement for the original Gorch Fock built in 1933 which was taken as war reparations by the Soviet Union after World War II, renamed Tovarishch, and returned to Germany in 2003.

The Type 704 Rhön-class tankers are a series of replenishment oilers used by the German Navy to provide underway replenishment for its ships at sea. The two vessels in the class, Rhön and Spessart, were originally constructed for Libya by Kröger Shipyard in Rendsburg, West Germany as bulk acid carriers. They were acquired by the West German Navy in 1976 for conversion and entered service in 1977. The two ships are crewed by civilians. In 2019 it was announced by the German Navy that the ships are planned to be replaced in 2024.

The Arafura class is a class of offshore patrol vessels being built for the Royal Australian Navy (RAN). Initially proposed in the 2009 Defence White Paper and marked as procurement project SEA 1180, it was originally planned that 20 Offshore Combatant Vessels (OCV) would replace 26 vessels across four separate ship classes: the Armidale-class patrol boats, the Huon-class minehunters, the Leeuwin-class survey vessels, and the Paluma-class survey motor launches. Although having a common design, the ships would use a modular mission payload system to fulfill specific roles; primarily border patrol, mine warfare, and hydrographic survey. The 2013 Defence White Paper committed to the OCV project as a long-term goal, but opted in the short term for an accelerated procurement of an existing design to replace the Armidales, and life-extension refits for the other types. This resulted in the Offshore Patrol Vessel (OPV) project and the number of vessels reduced to 12. However, this was further increased to 14 when 2 further Mine Counter Measures variants were proposed under SEA 1905.
