Barisal Division is one of the eight administrative divisions of Bangladesh. Located in the south-central part of the country, it has an area of 13,644.85 km2 (5,268.31 sq mi), and a population of 9,100,102 at the 2011 Census. It is the least populous Division in Bangladesh. It is bounded by Dhaka Division on the north, the Bay of Bengal on the south, Chittagong Division on the east and Khulna Division on the west. The administrative capital, Barisal city, lies in the Padma River delta on an offshoot of the Arial Khan River. Barisal division is criss-crossed by numerous rivers that earned it the nickname Dhan-Nodi-Khal, Ei tin-e Borishal.
Feni is a district situated in the southeast of Bangladesh, within Chittagong Division. Historically, it was part of the larger regions of Noakhali, Comilla, Chittagong, and Tripura, and separated from Pakistan's control on 6 December 1971. As of 2022, the estimated population of the district was about 1,648,896, with the density of 1,451 people per km2. The administrative hub of the district is the city of Feni, which also serves as the headquarters of Feni Sadar Upazila in the central section of the district. The original name of the district was Shamshernagar, which served as a mahakuma under the district of Noakhali, Comilla and Chittagong District until 6 December 1984. It is the 64th numbered district of Bangladesh. The district consists of six sub-districts: Sonagazi, Fulgazi, Parshuram, Daganbhuiyan, Chhagalnaiya and Feni Sadar.

The upazila takes its name from the district and the Bengali word sadar (headquarters). It is the subdistrict where the district headquarters, Noakhali town, is located. The town is situated on the western bank of the Noakhali Canal, from which it takes its name. The Noakhali Canal was dug in 1660 to control flooding of the river Dakatia. The name Noakhali means "New canal", derived from the Bengali words noa (new) and khal (canal).
